Dear Santee City Council:

My name is Alex Freedman. I am the President and CEO for Traditional, which is one the largest vertically-integrated cannabis brands in the state. I am writing to you because we strongly support the application of Catalyst-Santee for the approval of a permit to operate a retail dispensary in the city. We have worked closely with Catalyst Cannabis Co. and its owners, Elliot Lewis and Damian Martin, since Catalyst's founding and we know they will be a valuable benefit to the Santee community.

At Traditional, we are proud to have our products at Catalyst. Their commitment to responsible business practices, safe products, and community engagement aligns perfectly with our values. If selected, Catalyst will contribute to the local economy while providing high-quality products and services to Santee and San Diego County customers.

Their in-depth knowledge of the industry, their competent professionalism, and their dedication to their craft have consistently positively impacted our own business. They are valued partners and we are excited for their opportunity to expand their business in Santee, where I have no doubt they will make a strong addition to your business community.

Dear City Council Members,
As a public health advocate, I want to share an article from the City Journal titled “Gone to Pot” where commercialization of weed has provided fewer benefits and more hazards than supporters were promised. It was supposed to eliminate the black market and generate significant tax revenue which neither has happened.

Usage, addiction, and mental-health issues are surging. More Americans recognize the negative effects of marijuana on individuals and society, In 2023, 42 percent of 19 to 30 yrs olds reported using pot and those 35 to 50, 29 percent reported using pot, both up from past years.

A review of 18 studies worldwide found that average smokers are twice as likely as nonusers to develop schizophrenia or other severe mental illnesses; the heaviest users face a fourfold increase.

Emergency-room visits for marijuana-related issues, including psychosis, have skyrocketed.

Unlike other abused substances, such as alcohol, there is no current data that defines what is considered a safe amount of marijuana use regarding the risk of developing psychosis.

Given the troubling rise in marijuana use and abuse, I urge the city to have more honest discussions about pot risks and the impact it will have on the community and young people.

Regards,
Barbara Gordon

Mayor and City Council

To the Honorable Mayor and City Council Members,
My name is Christen McMann, and I am writing to offer my full support for Devon Julian and his business venture in the City of Santee. I am a long-term resident of Santee who has recently relocated to Alpine; however, my family and I still own our home in Santee, which we continue to maintain as a rental property. Our strong ties to the Santee community remain a priority for us, and we are deeply committed to its growth and well-being.

I have always believed that supporting local small businesses is vital to maintaining the vibrant spirit and economic health of Santee. As a nurse who has managed functional medicine practices, I have seen firsthand the therapeutic benefits of cannabis for patients struggling with chronic pain, sleep disturbances, and other conditions. I have witnessed how cannabis can offer a safe, effective, and natural alternative to opioids, helping patients reduce or eliminate their reliance on long-term pain medications that carry significant risks.

We have known the Julian family for many years and can confidently say they are a wonderful, community-oriented family who support one another and those around them. Devon Julian, in particular, is an impressive young man whose dedication, work ethic, and genuine care for his employees and community set him apart. He pours his heart and soul into his business endeavors, and I have no doubt that his business will be an asset to the community.

Devon was born and raised in Santee, and he is now in a position to give back to the community that shaped him. His passion, integrity, and commitment will ensure that his business not only operates responsibly but also contributes positively to the local economy and enhances the wellbeing of Santee’s residents.

For these reasons, I wholeheartedly support Devon Julian and his business and encourage the City to welcome and approve his plans. Santee would be fortunate to have him as a business owner dedicated to serving and uplifting his hometown.

Thank you for your time and consideration of my recommendation and support.

Sincerely,
Christen McMann

Dear Honorable Members of the Santee City Council,
My name is Hannah Shin-Heydorn, and I serve as the City Manager for the City of Stanton. I am writing to provide a reference for Catalyst with respect to their operations in our city, as you consider their application for a cannabis business permit in your community.

Catalyst – Stanton is one of four licensed cannabis retail businesses currently operating in the City of Stanton. Part-owners Elliot Lewis and Damian Martin successfully redeveloped and renovated an underutilized industrial property located at 8130 Monroe Avenue, Stanton, CA 90680. Catalyst – Stanton was the first cannabis retail business to open and commence operations in Stanton, officially launching in July 2023.

Since its opening, Catalyst – Stanton has served as a meaningful source of new revenue for the City and has consistently demonstrated a strong commitment to community engagement. The business has provided additional community benefits and sponsorships, enhancing its role as a valued partner. Moreover, Catalyst – Stanton and its owners have been proactive in collaborating with the City on initiatives to address illegal cannabis activity, including efforts to curb the sale of illicit cannabis and intoxicating hemp products by unauthorized smoke shops.

I hope this information proves helpful as you evaluate Catalyst's application.

Dear Santee City Council:

My name is Hugo M. Rojas II. I am a board member of the Centinela Valley Union High School District. I am also the founder & chairman of the California Youth Karate Club (CYKC), which I founded in the city of Hawthorne in 1994. Through martial arts training and philosophies, we aim to instill discipline, confidence, and respect in our students, helping them to develop both physically and mentally. Over the years, CYKC has grown into a supportive community where youth can thrive and pursue their goals.

In 2023, we established a partnership with Catalyst Hawthorne and Catalyst Cares, where we provide public outreach and educational programs for youth, specifically identifying resources that work to mitigate the risks of youth addiction to cannabis and its accessibility.

Catalyst has generously contributed $108,900.03 to the California Youth Karate Club. This funding has allowed us to expand our youth programs and reach even more young people in need of guidance and support in the city of Hawthorne. Moreover, Catalyst Hawthorne and its owners, Elliot Lewis and Damian Martin, are deeply engaged with the Hawthorne community through numerous community events, such as medical cannabis giveaways to Veterans, blood drives, community cleanups, and expungement clinics.

I am extremely confident that you will find that Catalyst Cannabis Co. will resoundingly meet the objectives of Santee’s cannabis program exactly as they have done with Hawthorne and other municipalities where they operate.

Mayor and Councilmembers,
My name is Ivan Martinez, and I serve as the Executive Director of the Police Activities League in Redwood City. Our mission is to co-create meaningful solutions with community by building positive relationships between youth and law enforcement while providing programs that keep kids safe, engaged, and supported. I am writing to express my strong support for Embarc as an operator that consistently follows through on its commitments to the community.

When cannabis retail was first introduced to Redwood City, I approached it with skepticism. There was a great deal of uncertainty about what these businesses might mean for our youth. While many licensed operators made similar promises to support youth development work, Embarc has been uniquely consistent in turning those promises into action.

They built a relationship with our organization over the course of the application process and have remained engaged ever since. The Embarc team has shown up authentically and continues to champion the nonprofits they support. They genuinely believe in the positive, transformative potential of cannabis retail when done responsibly. They understand that delivering tangible benefits to the communities they serve is a responsibility, not an option.

Embarc earned my trust through action. They’ve made protecting and promoting the youth of Redwood City a clear priority in their operations. Their support has helped us expand our reach and deepen our impact among local young people without ever compromising our mission or values.

In Redwood City, Embarc has distinguished itself as a cannabis operator leader that has consistently delivered on its commitments. That matters to us, and it should matter to any city considering who to trust with this kind of responsibility.

I strongly recommend Embarc to any city looking for a reliable and community-driven partner in implementing retail cannabis.

Sincerely,
Ivan Martinez

To whom it may concern,
Off the Charts Vista has been a legal cannabis dispensary in the City of Vista since being awarded its license in 2019. They’ve been a responsive, respectable, and engaged business within our city. They are in compliance with all of our cannabis requirements and current on all payments and fees. They have also passed all secret shopper and other audits preventing minors from accessing cannabis.

I highly recommend their business for any municipality looking to open legal cannabis options for their community. Cannabis in the City of Vista generates millions in city revenue including over 1 million for local youth scholarships. If you have any questions or concerns, please reach out anytime.

Subject: Public Comment RE Special Meeting of the Santee City Council on 7/11/2025, Support for Catalyst - Santee

Dear Santee City Council:

My name is Jessica Ancona, Mayor of El Monte. In my official capacity, I am providing you this written public comment to support your selection of Catalyst - Santee for a cannabis business permit in your community, the City of Santee.

Catalyst - El Monte is one of five permitted / licensed cannabis retail businesses presently operating in my community, the City of El Monte—and by far, the most successful. On that note, after great effort of its owners Elliot Lewis and Damian Martin completely cleaning up and renovating the rundown commercial space located at 12154 Valley Boulevard, El Monte, CA 91732, Catalyst - El Monte was the first cannabis retail business in El Monte to open and operate in October 2021.

In the ensuing years, Catalyst - El Monte and its owners Elliot Lewis and Damian Martin have become pillars the El Monte business community. Catalyst - El Monte is El Monte’s top revenue generating cannabis business, paying nearly $700K in local cannabis tax, over $1.4mm in sales tax, and over $279K in community benefits during the last fiscal year. Moreover, Catalyst - El Monte and its owners Elliot Lewis and Damian Martin are engaged with the El Monte community through deep community engagement and numerous community events such as expungement clinics, a community cleanup, a donation drive for relief from the recent L.A. County wildfires, and a now annual Christmas tree giveaway at 12154 Valley Boulevard.

Given their impressive track record in El Monte of accomplishing the objectives of our cannabis program, I wholeheartedly encourage you to select Catalyst - Santee for a cannabis business permit in your community—I am extremely confident that Catalyst - Santee, Elliot Lewis, and Damian Martin will resoundingly accomplish the objectives of Santee’s cannabis program exactly as they have done with El Monte’s.

With sincere support,
Jessica Ancona

Honorable Mayor and Councilmembers,
My name is Jim Brulte. Over my career, I’ve had the honor to serve in a number of public policy positions including in the State Legislature as both the Senate and Assembly Republican Leader. Most recently, I served as Chair of the California Republican Party
I am writing to express my full support for Embarc.

I’ve been around California long enough to see a lot of ideas come and go. I didn’t support cannabis legalization when it passed, and frankly, I would vote to repeal the law if it were on the ballot. That said, I’ve watched some cities do well with legalization and others not so well. What makes the difference for the success of a local cannabis program is whether the city picks the right people to do business. I strongly encourage you to make the right choice for Santee and select Embarc.

Embarc has the strongest track record of safe, transparent and professional operations in cities across California. They listen to local concerns and build local accountability into their model. Essentially, they make sure their business doesn’t become anyone’s headache.

I've known Lauren, Dustin and Devon for many years now. I've seen them start an application process and win on their merits. What their application can’t convey is the passion and deep knowledge this team has on cannabis compliance and regulations.

There is no team more knowledgeable and attuned to the evolving regulatory structure that is retail cannabis than Embarc. I've worked with the founders of Embarc on state policy and they are top notch in understanding regulatory nuances and ensuring compliance at all levels of their business.

Additionally, I doubt there is any other team that has invested as meaningfully into the communities they serve as Embarc. I am a member of the Embarc Fontana Community Advisory Board and I can tell you that Embarc delivers on their commitments. Within the first 6 months of operating, Embarc partnered with the Boys and Girls Club of Fontana to launch an accredited youth drug prevention program to Fontana’s youth. This is the type of leadership and follow-through that matters. They are aware of the impacts that responsible operators can make in a community and never stop fighting to raise that bar.

You have a real opportunity here to set the tone for how this industry comes to fruition in Santee. Embarc is the clear choice to get it done the right way.

Sincerely,
James Brulte

Dear Mayor and Members of the Santee City Council,
My name is Jude Wood and I am honored to serve as the CEO of the Boys and Girls Club of Lake Tahoe. I write to you today in support of Embarc as a trustworthy cannabis operator that has set the gold standard for responsible operations and meaningful giving in my community.

When retail cannabis was first proposed in South Lake Tahoe, I was, like I’m sure many of you are, nervous. What would be the impact on the youth we serve? How would we protect our most vulnerable? However, in getting to know Embarc’s founders, Lauren and Dustin, I came to see we had shared values on the importance of the protection and education of youth.

Embarc Tahoe was the very first Embarc store. More than two years prior to submitting their application, Embarc discussed with me how they could appropriately and sensitively support the education of our youth and the success of our non-profit community. Once operational, they worked with me and the Community Advisory Board to identify an accredited youth drug, alcohol and tobacco prevention and education curriculum. Since that time, we have launched the Botvin program to hundreds of youth throughout the South Tahoe community. This program has been a huge success. Our kids love it and find it very informative and useful (my own son has taken it and is now more knowledgeable than I am about the dangers of vaping!), parents are appreciative, and our school district has sat in on our sessions and have been impressed by the curriculum and education on youth drug prevention that this program offers.

Embarc’s funding covered the full cost to purchase and launch the program, something we could not have done without their assistance. Furthermore, in every community the work in, Embarc forms a Community Advisory Board. The Board compromises local non-profit and community leaders and they advise on where Embarc can donate funding to have the greatest positive impact.

In our community alone they have donated over $40,000 to a wide variety of non-profits and schools. They have funded summer food programs for children who experience food scarcity, they have provided direct funding for the Tahoe Basin’s first-ever accessible playground. They funded the launch of Friday Night Live at Tahoe High and then expanded that program to the Middle School. They have provided funding for vouchers for young people experiencing homelessness.

When there is a disaster, Embarc provides emergency grants. I can confidently say that Embarc’s Community Advisory Board model works. By empowering local leaders to direct funding in perpetuity, we have the flexibility to nimbly address our communities' needs as they evolve.

They’ve also shown up for us in less visible ways, like helping us advocate for federal grant funding and working with the city to navigate obstacles. Their team is hands-on, responsive, and always present.

Dear Members of the Santee City Council,
I am writing to express my strong support for OTC and their application to open a dispensary in the City of Santee. As the CEO and Founder of CAM, a top-performing cannabis brand in California, I’ve had the pleasure of working with OTC and their founder, Norman, for several years.

Norman and the OTC team are an exceptional group of operators—thoughtful, diligent, and always guided by integrity. In a highly competitive and often volatile industry, OTC stands out as a team that does things right. They approach every aspect of their business with care, from regulatory compliance to customer service, and they have built a reputation among brands and partners as trustworthy, communicative, and solutions-driven.

What makes OTC unique is the culture Norman has fostered—one that emphasizes accountability, professionalism, and genuine partnership. They are deeply supportive of California’s legal cannabis ecosystem, and their commitment to consistently paying vendors on time and supporting local brands makes them a rare and valuable partner in this space.

CAM is proud to be on their shelves, and we’re grateful for the long-term relationship we’ve built with their team. As operators, they raise the bar. As community members, they lead by example. I am confident OTC will bring tremendous value to the City of Santee, not just economically, but through the quality and responsibility of their operations.

Please accept this letter as a strong endorsement of OTC and Norman’s leadership. We look forward to seeing their success continue and expand into your community.

Sincerely,

To Whom It May Concern,
It is with genuine appreciation and full confidence that we at Canna Valley recommend Off The Charts as one of the most dependable, community-driven dispensaries in California. For the past four years, we have had the privilege of working closely with their team, and the partnership has been nothing short of exceptional.

As a smaller brand in a competitive and fast-evolving market, finding retail partners who understand the value of compassion, consistency, and care is rare. Off The Charts has continuously gone above and beyond—not just for us as a vendor, but more importantly, for the people they serve. They honor our compassionate pricing model and ensure those savings are passed directly to consumers, reflecting a sincere commitment to accessibility and equity in cannabis.

Beyond the business, the Off The Charts family has always treated us like one of their own. Their team is professional, communicative, and always eager to collaborate in ways that feel authentic and aligned.

The customer experience they offer is top-tier, with well-trained staff, a welcoming environment, and a clear focus on education and service.

Working with Off The Charts is not just good business—it’s a joy. They represent the kind of values and integrity we believe should be the foundation of the cannabis industry.

Please don’t hesitate to reach out if you’d like to hear more about our experience.

Dear Honorable Council Members,
My name is Jun S. Lee, and I am the Co-Founder and Co-CEO of Nabis, California’s largest licensed cannabis distributor. We proudly support and distribute for over 400 brands across the state — from the most recognized names in the industry to emerging startups working to gain their footing. I am writing to express my strong support for Off The Charts as they seek to expand their retail presence into the City of Santee.

Off The Charts stands out in a crowded and competitive industry. As one of the largest and fastest-growing retailers we work with, they have consistently shown an unmatched commitment to supporting a full spectrum of brands — including many that other large retailers won’t even consider. I’ve personally witnessed their willingness to give shelf space and opportunity to smaller or lesser-known brands, not because it’s the easy thing to do, but because it’s the right thing to do for the long-term health and diversity of the industry.

Their team is professional, responsive, and organized. Payments to Nabis are always handled properly. They maintain active agreements and fulfillment plans with us and with many of the brands we distribute. Simply put, Off The Charts is a reliable and valued partner in every sense — from business operations to industry collaboration.

What also makes them unique is the personal care they bring to everything they do. This is a family-run business, and working with Norman and Darline Yousif means always having direct access to decision-makers. They’re the type of operators who are truly available — not just when things are going well, but when you need real partnership and action. There are very few teams like theirs who remain so hands-on while managing such a fast-growing company.

We at Nabis give Off The Charts our highest recommendation and full support as they look to open in your city. I have no doubt they will bring the same level of excellence, responsibility, and community focus to the City of Santee as they have across the rest of the state.

Should you have any questions or wish to discuss their performance or partnership with us further, I would be more than happy to speak with you.

Subject: Letter of Support for Off the Charts – City of Santee Cannabis Retail License Application
Dear City of Santee Officials,
I hope this message finds you well. My name is Isaac Romero, and I am a Senior Account Executive with UpNorth, a licensed cannabis brand and distribution company proudly operating in California. I’m writing to express my full support for Off the Charts and their application for a cannabis retail license in the City of Santee. I’ve known Norman, the owner, for over five years, and in that time, I’ve also had the chance to work closely with his brothers—Robbin, Roy, and Dillon—who are all involved in the business.

Together, they’ve built a reputation not just for knowing the cannabis industry inside and out, but for being reliable, responsible, and genuinely great to work with. They handle their business the right way: they pay their bills on time, they follow through on their commitments, and they treat people with respect.

If Santee is looking for a cannabis retailer that’s professional, community-minded, and already proven in how they operate, Off the Charts is the right choice. I have no doubt they’ll bring value and integrity to the city.

Thank you for your time and consideration. If you have any questions or require further information, please feel free to contact me directly.

Warm regards,

City of Santee,
Off the Charts was one of the first stores to take a chance on us almost 5 years ago when theyhad just one location. Fast forward to today—they’ve grown to over 20 shops and we’re in 650+ across California. It’s been awesome growing alongside them.

Norm and the whole team have always been super easy to work with.

They run things in a veryhands-on, family-style way, which really lines up with how we do things at Froot. What’s always stood out to us is that they’ve stayed focused on value. They offer great pricing and make sure customers are getting good deals, which is exactly what we try to do too. That shared mindset is a big reason we’ve worked so well together over the years.

Big respect to Norm and everyone at Off the Charts—we’re proud to be part of the journey

To Whom It May Concern at The City of Santee,
I am writing this letter of recommendation for Darline and Norman Yousif and Off The Charts corporate. I have been working with Darline and Norman Yousif for almost 5 years now and can say they are not only amazing business partners but they are family.

While others in the cannabis business have had issues, Off The Charts has flourished. They have grown from one shop in Vista to a network of stores that operate with the highest degree of professionalism and have a massive loyal clientele. As a major brand in California we work with over 100 stores and delivery companies throughout California and not one other operator compares. They are some of the hardest working people I know and strive to make not only their customers happy but also their employees. Over the past 5 years I have personally watched them grow their employees from entry level workers to regional managers. They are constantly training and promoting their employees from within and have one of the highest retention rates I have ever seen.

If Off The Charts is chosen to receive this license I believe they will be a great asset to the city of Santee. There is no need to gamble on an operator that may or may not succeed. Every Off The Charts location succeeds and brings positivity to the community.

I am 100% available to be a personal and business reference for Norman and Darlene Yousif and Off The Charts. Feel free to contact me anytime

Dear Members of the Santee City Council,
It is with the highest level of confidence and enthusiasm that we write to express our unequivocal support for Off the Charts (OTC) and their application to open a dispensary in the City of Santee.

At Weedmaps, we have had the privilege of partnering with Norm and the greater OTC team for over six years. This partnership spans 26 retail locations and counting across California, as well as collaborations in New Mexico, Vermont, Ohio, and New Jersey. OTC has been instrumental to our growth and impact, and we can say with certainty: without this relationship, Weedmaps would not be where it is today, one of the most profitable cannabis technology companies in the United States.

Norm and his team are some of the most thoughtful, consistent, and integrity-driven operators in the industry. In an environment that can be complex and volatile, they have stood out as model partners, reliable, innovative, and always focused on elevating the cannabis experience for consumers, regulators, and businesses alike.

Their operational excellence is matched by their commitment to community and local economic development. OTC pays vendors on time, supports emerging brands, and fosters trust in every market they enter. Their success is not accidental—it’s a result of deliberate leadership and high standards.

Weedmaps is proud to call Off the Charts one of our most valued strategic partners. We enthusiastically support their expansion and believe their presence will bring not only economic vitality to the City of Santee but also the kind of responsible, community-focused retail leadership that cities aspire to attract.

It is with our strongest and most sincere recommendation that we urge you to approve OTC’s application.

Sincerely,

Subject: Public Comment RE Special Meeting of the Santee City Council on 7/11/2025 – Support for Catalyst - Santee
Dear Honorable Members of the Santee City Council,
My name is Michael Saavedra, and I am writing to express my strong support for Catalyst Cannabis to be granted a permit to operate in the City of Santee.

I was incarcerated for nearly 19 years, much of that time spent in solitary confinement. During my incarceration, I became a jailhouse lawyer, using the law to fight for human rights and dignity behind bars. Since my release in 2017, I’ve continued that fight on the outside— dedicating my life to dismantling barriers faced by system-impacted people and empowering others through legal education and community-based solutions.

Today, I work with Dignity and Power Now (DPN) and lead post-conviction relief initiatives in partnership with USC student volunteers. Together, we host free expungement clinics throughout Southern California—clearing records, restoring rights, and opening doors for employment, housing, and stability. I’ve also helped develop reentry-focused trainings and materials to support impacted individuals and advocates statewide.

In addition to my advocacy, I am a UCLA graduate and a law school applicant for Fall 2025.

My work and story have been featured in the award-winning documentary The Strike, which highlights the lived experiences of incarcerated people and the resistance they organize from within.

Since 2017, Catalyst Cannabis has been a consistent and powerful partner in this work.

Through their Catalyst Cares initiative, they have not only supported but funded and elevated our community expungement clinics. On July 26th, we will be co-hosting a free expungement clinic right here in the beautiful city of San Diego with Catalyst San Diego Kearney—bringing real services and second chances directly to the people.

Catalyst walks the walk. Their team, led by Elliot Lewis and Damian Martin, understands that true cannabis equity means reinvesting in the very communities most harmed by the War on Drugs. Their commitment to social justice, economic empowerment, and community healing is evident in every action they take.

Approving Catalyst - Santee would not only bring economic growth to the city—it would bring real, tangible support to the people of Santee. I urge you to consider the depth of Catalyst’s impact and their proven track record across California.

Thank you for your time, leadership, and consideration.

Sincerely,

Dear Honorable Mayor and Councilmembers,
My name is Monica Ramirez. I serve as the Executive Director for First 5 of Madera County.

I’m also a member of Embarc Madera’s Community Advisory Board and a neighbor of Embarc’s Madera location.

I have the unique perspective of running a family resource center agency as a neighbor to Embarc Madera’s storefront. Initially, that proximity made us nervous as someone whose job is to advocate for children's health, development, and safety.

However, early in the process, it was evident that the Embarc team was open to my concerns and questions; moreover, in working with me, they earned my trust.

The Embarc team made significant improvements to the property, invested in safety measures, and restored and beautified the neighborhood. The result is evident; they treat our neighborhood with care and respect. They’ve become the kind of neighbor you hope to have.

In my role of Community Advisory Board member I’ve experienced is a company that doesn’t even need reminders – they're proactive on delivering on their commitments, and then some.

I hope my comments are helpful to you as you decide whether to approve Embarc. Please feel free to contact me if you need further clarification.

Thank you,
Monica Ramirez

Dear honorable Mayor and Councilmembers.

My name is Nick Obligacion. I served as Chief of Police in the City of Manteca and spent over two decades in law enforcement. Today, I serve as the local partner for Embarc’s Manteca locaDon which is something I never expected to say. I am wriDng to express my full support for Embarc and share my experience working with Lauren and DusDn.

When I learned retail cannabis would be allowed in my community, I was very opposed. When Embarc first reached out to me, I told them outright that I was very opposed and had no interest in meeDng with them or being involved in any way. But Embarc kept showing up.

Embarc conDnued to earn the trust of other leaders in our City. Everywhere I went, another community leader was talking about how they had met with Embarc and were open to geJng involved. When the head of our local youth servicing organizaDon, someone I deeply trust, recommended I meet with Embarc because they had earned her trust – I finally did – and today, I am glad that I did.

Over the course of more than two years, husband and wife team Lauren and DusDn who founded and run Embarc listened to my concerns, answered my many quesDons, were transparent about their operaDons and security plans. Over Dme, trust began to build. I learned their approach to protecDng and enhancing public health and safety, their use of crime prevenDon through environmental design and the ways in which they work with their head of security who has a significant background in cannabis security and advising municipaliDes throughout the state on best pracDces.

Finally, I agreed to serve on their Embarc Manteca Community Advisory Board strictly through the lens of holding them accountable to their commitments. I thought it was impressive that they wanted someone like me to be involved in their Board given the significant level of oversight I would undoubtedly exercise over their business.

When Embarc asked me to be their local owner, I was surprised. But having really goPen to know the Embarc team, by this point I was comfortable taking the leap, and today I am proud to be a local owner with Embarc. Embarc has demonstrated through acDon that their dedicaDon to community and their keen understanding of the regulaDons and rules that govern the cannabis industry.

Having worked closely with Lauren, DusDn and Devon for mulDple years, this is a team that I trust deeply and would recommend to any city looking to implement responsible retail cannabis. I've observed Embarc's operaDons across mulDple California jurisdicDons. From my law enforcement perspecDve, they are the most professional and safety-conscious operator in the state. They work proacDvely with police departments, invest in comprehensive security systems, and maintain strict operaDonal standards.

If Santee is moving forward with cannabis retail, selecDng Embarc is the best decision you can make for public safety and community welfare.

Sincerely,
Nick Obligacion

Dear Honorable Mayor, Council, and Staff,
As a registered nurse with over 20 years experience, a U.S. Army veteran, the Previous Commander of a local Veteran Service Organization and a mother of two boys I proudly raised in our community, I'm pleased to be a member of Embarc Santee’s Community Advisory Board.

I’ve had the chance to get to know the Embarc team well over the past year. I’ve watched how they’ve engaged in Santee with intention, consistency and respect for our community’s needs.

I've had the chance to get to know the Embarc team well over the past year. I’ve seen how they’ve engaged in Santee with intention, consistency, and respect for our community’s needs.

I understand there are concerns in our community around cannabis. This is something new for Santee. That’s exactly why it’s so important that we select a team we can trust—one that has built-in mechanisms to ensure the highest level of accountability.

Embarc has brought together a group of deeply trusted local leaders, many of whom initially had concerns about cannabis in Santee, but whose loyalty to the community comes above all else. We will ensure that 100% of Embarc’s Community Benefit funding is invested right here in Santee. Their model doesn’t make static commitments—it ensures that we, as the Community Advisory Board, can direct funding to address the evolving needs and priorities of our community. You should have no doubt that we will hold Embarc accountable if anything falls short of what’s been promised.

That being said, I don’t believe they will fall short. I know Devon Wardlow and her team. If there’s ever an issue, they’ll respond promptly and address it. That kind of accessibility and follow-through matters.

Devon has been in conversation with the Community Advisory Board for nearly a year about potential properties for Embarc’s business. She shared options, asked for our input, and listened carefully. Embarc’s chosen location reflects a serious—and I believe successful— effort to respect the City’s concerns around youth and neighborhood safety. Their thoughtful approach to site selection speaks volumes about how they will partner with our community.

I know this is a controversial topic. That’s not lost on me. When it comes to cannabis in Santee, we need a partner. Embarc has shown that they want to be that partner for our City and our community. Everything I’ve seen, and the many conversations I’ve had on the subject, tell me they’re the best choice.

Embarc has my trust, and I look forward to continuing to serve on their Community Advisory Board. I hope you’ll see what I see—and join me in welcoming Embarc to Santee.

Respectfully,
Robyn Nolin

Dear Honorable Members of the Santee City Council,
My name is Ryan Smoot, and I currently serve as the City Manager for the City of Bellflower. I understand that you are considering an application from Catalyst with respect to a cannabis business permit within your jurisdiction, and I am writing to provide a reference regarding Catalyst’s operations within the City of Bellflower.

Catalyst has operated within our community as one of the first operators approved for a CBP within Bellflower, and has become a valuable resource and member of our business community. In fact, Catalyst has been approved for multiple CBP’s in Bellflower and operates both a retail establishment and distribution from our City. Elliot Lewis and Damian Martin have proven themselves been responsive to any requests made by the City or our staff, and have ensured that the operations of their business continue to successfully fit into the fabric of Bellflower.

Catalyst’s operations have also proven to be a significant source of revenue for our community programs, including our cannabis education program, that have continued to expand as their business has grown. Catalyst and their ownership group have also assisted the City in identifying and addressing the impacts of illegal cannabis activity in our community and beyond and have worked parallel to the City’s efforts to mitigate those impacts. These efforts have assisted the City’s enforcement and improved our community over-all.

If I can offer any further insight into their existing operations within our community that may assist in your consideration, please do not hesitate to contact me.

Thank you for your time.

Mayor and City Council
City of Santee10601 Magnolia Avenue
Santee, CA 92071
Dear Mayor and City Council,
My family’s business, Village Carpets and Renovations,
has been on Magnolia in Santee for almost 10 years,
serving the residents of Santee and East County for
generations. We have remained active in local
organizations, including our chambers of commerce
and East County Posse, following in the footsteps of
our Grandfather George Wood, Devon and myself
understand how important it is to stay involved and give back to our community.

I am writing to express my strong support for
Devon Julian and Culture Cannabis Club for a retail
cannabis permit at 8781 Cuyamaca Street. This
location is ideal for cannabis retail due to its easy
access and ample parking, ensuring it will serve
customers efficiently while respecting the surrounding
area. Devon is an active, community-minded leader
who cares deeply about doing good business in the
City of Santee.

I am certain that awarding Devon Julian and
Culture Cannabis Club this permit will benefit our city, and I respectfully urge your approval.

Thank you for your consideration.

Sincerely,
Sean Julian

Terrie Schneider Santee Public Comment - 7.11.25.docx
Dear Mayor and City Councilmembers,
My name is Terrie Schneider, and I serve as the Chief Executive Officer of the Boys and Girls Club of Fontana. I’m writing today to express my strong support for Embarc based on my firsthand experiences as a community leader and advocate for the education and well-being of our city’s youth.

When discussions around cannabis first began in Fontana, I approached the subject with caution. My priority has always been protecting our kids and advancing our mission, and I had genuine concerns.

Throughout this process, Embarc took the time to meet with me on multiple occasions, answering questions and addressing each of my concerns with patience and clarity.

What I discovered in working with them was a true partner. They were transparent about their intentions and even encouraged me to speak directly with other Boys and Girls Club Directors from communities they serve across the state.

Through their approach—centered on empowerment, accountability, and transparency —Embarc earned my trust.

Within just six months of opening in Fontana, Embarc provided funding to launch the Botvin LifeSkills program: an evidence-based, cognitive-behavioral drug prevention curriculum with age-appropriate modules for students from kindergarten through 12th grade. This program is something I had long hoped to bring to our youth. Thanks to Embarc, we were able to acquire it permanently, with their funding covering both the program itself and the staff time required to implement it.

Their support has enabled us to expand prevention education in meaningful ways, particularly for families receiving this kind of structured programming for the very first time. It has made a real and lasting difference.

If you're seeking a cannabis operator that respects a city’s values and demonstrates it through action, Embarc is exactly that. They are professional, consistent, and deeply committed to making a positive impact—especially when it comes to young people.

Embarc was the first cannabis operator to open in our community, and they have delivered on every promise. I have full confidence they will do the same in yours.

Sincerely,
Terrie Schneider
