This Regular Meeting of the Santee City Council was called to order by Mayor John W.
Minto at 6:30 p.m.
ROLL CALL: Present: Mayor_John W. Minto, Vice Mayor Ronn Hall, and Councilmembers Rob McNelis and Dustin Trotter. Absent: Councilmember Laura Koval.
Officers present: City Manager Wendy Kaserman, City Attorney Shawn Hagerty, and City Clerk James Jeffries
INVOCATION was given by Marshall Masser, Lakeside Cristian Church.
PLEDGE OF ALLEGIANCE was led by Peter Diehl.
CONSENT CALENDAR:
(1) Approval of Reading by Title Only and Waiver of Reading in Full of Ordinances and Resolutions on the Agenda. (City Clerk - Jeffries) (2) Approval of Meeting Minutes of the Santee City Council for the Regular Meeting of January 28, 2026, February 11, 2026, and February 25, 2026. (City Clerk - Jeffries)
(3) Approval of Payment of Demands as Presented. (Finance - Jennings) Action: Vice Mayor Hall moved approval of the Consent Calendar.
Councilmember Trotter seconded the motion, which carried by the following vote: Mayor Minto: Aye; Vice Mayor Hall: Aye; and Councilmembers McNelis: Aye; and Trotter: Aye.
Absent: Councilmember Koval. Ayes: 4. Noes: 0. Absent: 1.
NON-AGENDA PUBLIC COMMENT (15 minutes):
(A) Reuben Gawara, decided not to speak.
(B) Grant, Trauma Intervention Programs of San Diego, thanked the City Council for their continued support of the program and provided an update of the services provided in 2025.
(C) A.J. Tota, Kiwanis Club of Santee, spoke about the City's relationship with local service organizations and about the potential opportunity for collaboration for an event called Santee Summer Knights.
Santee City Council Regular Meeting Minutes of March 11, 2026 (D) Peter Diehl, Santee Community Foundation, spoke in support of the Kiwanis event for a renaissance faire and encouraged the City Council to support it as well.
(E) Dan Bozarth, Historic Event Productions Inc., spoke about his company's experience running similar events what the Kiwanis Club is working on and spoke in support of the event.
NEW BUSINESS:
(4) Resolution Authorizing the City Manager to Approve the Sixth Amendment to the Professional Services Agreement with COAR Design Group for Fire Infrastructure Design Services for the Design and Environmental Review of Interim Fire Station 24 at Woodglen Vista Park and Finding the Action is Not a Project Subject to the California Environmental Quality Act ("CEQA"). (Fire - Wallace) (Reso 023-2026) Harley Wallace, Fire Chief, provided a PowerPoint presentation and responded to Council questions.
Action: Vice Mayor Hall moved approval of staff recommendation.
Councilmember McNelis seconded the motion, which carried by the following vote: Mayor Minto: Aye; Vice Mayor Hall: Aye; and Councilmembers McNelis: Aye; and Trotter: Aye.
Absent: Councilmember Koval. Ayes: 4. Noes: 0. Absent: 1. (5) Resolution Awarding the Construction Contract to Hazard Construction Engr LLC for the Citywide Pavement Repair and Rehabilitation Program Phase 2 2025 (CIP 2025-05) Project and Determining the Project is Categorically Exempt from Environmental Review Under the California Environmental Quality Act ("CEQA") Per State CEQA Guidelines Section 15301(c). (Engineering - Schmitz) (Reso 024-2026)
Steve Miller, Principal Civil Engineer, provided a PowerPoint presentation and responded to Council questions.
Action: Councilmember Trotter moved approval of staff recommendation.
Councilmember McNelis seconded the motion, which carried by the following vote: Mayor Minto: Aye; Vice Mayor Hall: Aye; and Councilmembers McNelis: Aye; and Trotter: Aye.
