Hey there, James!
Reporting again with public comments on Item 2, Item 3, Non-Agenda, and Item 9 for tonight’s Council meeting.

Thanks as always and keep on Santee corruption-free,
-Truth
Item 2: (Minutes)
The line: “Note for the record: Written correspondence received for Item 2, Item 5, and NonAgenda Public Comment was distributed to the City Council and posted online for public viewing prior to the meeting.” – It is not as Transparent as preferred, but it is bare minimum adequate, thanks.

I am, however, concerned that there’s a Double Standard, though, as far as WHOSE comments get a description and whose DON’T.

Compare to the clear record of Carl Constantino’s Non-Agenda comment:
“Carl Costantino spoke about renovations and graffiti issues at Shadow Hill Park” – Is there not a notable difference?
We’re not even informed how many people submitted written correspondence, let alone provided a one-line summary of what their Non-Agenda addressed.

Am I making something medium of something small? Absolutely. Why? Transparency. It’s an important principle at all times and in all cases.

Half-jokingly – Hopefully the State eventually Mandates Transparency on Minutes, but either way, I’ll be seeking Attorney input soon, both publicly and privately.

As yet another example of Transparent Minutes, I’ve attached 2 photos immediately below of the latest Minutes of Imperial Beach’s April 1st, 2026 meeting to show an example of how it’s done in a less detailed way (versus a short summary version).

(Full Minutes accessible here: https://pub-imperialbeach.escribemeetings.com/filestream.ashx? DocumentId=5225)
On other Minute concerns…
I’ve noticed that Rob has been getting too many Motions in. It’s very disturbing that someone would dare Monopolize Motions. It may even be Illegal. …Or maybe it’s another Progressivelike trait.

Item 3: (Payments)
There was $240 Per Diem to Sandi Sawa – What for?
And an $823 Bench – What kind of Bench? Who got the Bench? For what? Categorizing payments by Departments would bring…that’s right…Transparency.

Non-Agenda:

It’s Earth Day…another Communist Day to ignore~
(If you don’t know that history, I’d be happy to email you an entire speech on it. lol) I just now noticed this, so I’m not sure when it changed, but I really appreciate the ability to copy/paste from the Agenda now. It’s such a time and energy saver, as well as an accuracy ensure-er for public comments.

On the Mystery Drive-Through potentially Junk Food spot coming… Somebody give that renter next to the new mystery business a heads up that they’re going to inevitably be kicked out in favor of Corporate Greed literally blocking their entry and exit to their residence. Better to escape early than be caught unaware… The City should’ve required evidence that the Property Owner provided proper Legal Notice to the Tenant, as well as a private gate, proper plant maintenance, and a proper sound and privacy wall. Only “Striping” as an ensured requirement – Really⁉ Again…that ethics and responsibility deficiency reveals the writing on the wall for the current Tenant.

Thanks, John, for at least pressing the Property Owner a tiny bit further. Not nearly enough for my taste. I hope that somebody will at least work behind-the-scenes for a better solution than what was provided…which was akin to nothing. If this guy can make millions off renting this property, he can definitely afford a private gate so the Tenant can access their residence without fear of trespassers.

I was also disappointed in the presentation and the City Attorney’s lack of clarity on what was actually going on and being approved.

I’m glad I saved my Graffiti remarks for when Carl is less likely to address them like he did at the last Council meeting. lol
Since he shared a specific Graffiti example, I will, too. The very welcoming “F*CK SANTEE” Graffiti has been on the sidewalk behind the Skechers building for probably almost a year now.

When I first saw it, I went to report it, but found the City’s bureaucracy at the time to be too frustrating and I had to ironically say “F it”.

Even worse…that same Graffiti stayed there for MONTHS and MONTHS. The City FINALLY responded to it many months later, using some kind of paint coat or remover to cover the Graffiti. Unfortunately, it was a low-grade cover-up job, as evidenced after some winter rains, when the Graffiti revealed itself again like it was fresh.

That Graffiti incident revealed 2 main issues:
1)The Graffiti reporting Process needs more updating. When I tried to report before, I couldn’t find anything but the stupid app I wasn’t going to download, and the requirement of something like a phone number or email address, which I also wasn’t going to do.

I checked recently, and found the City has an email address and a hotline to report Graffiti. I’m not sure if/how new that is, but that’s an improvement. However, I’d encourage the City to implement a text line, too, so people can very quickly take a photo of Graffiti and send it over to be addressed.
2)Whatever supplies Public Works is using to mitigate Graffiti, it’s NOT working. I’ve seen it, and Carl Constantino’s seen it. I have another example: The Mission Creek Trail sign on Cuyamaca that was hit with blue paint Graffiti I believe last year was of course, a very disgraceful act of Vandalism, but was also barely removed by Public Works. Time has done a better job of removal than whatever they used on the sign.

I’m not mad at them for trying, I’m just urging some research into better materials for removal and cover-up.

In related Graffiti-type issues…
It’s time to go after the Brats on E-Bikes running rough-shot over City Parks.

Have any of you taken a late night visit to the Town Center Parks? Trash, Graffiti, Drug Use, Tire Damage, and general Harassment are serious issues that have been going unaddressed for years now. It’s almost like there’s a modern type of Biker Gang in operation.

When are some Deputies going to be ordered to Patrol the area at night? The least the City can do is lock things up when the parks are officially closed at night.

I definitely have second-hand horror stories of people being physically threatened by these EBike Brats. All it takes is them testing the wrong person for them to get the wrong response they’re looking for…so make Accountability a sure thing before somebody has to go Vigilante Justice on these Spoiled Brats with Dead Beat Parents.

On FOX5 news, Santee's Deputy Fire Chief said he was "Shocked" about the big fire that occurred on March 29th because it's "not the season yet" – REALLY⁉ He doesn't know about the Drug Addicts who live at the River behind Wal-mart⁉ – They're unfortunately ALWAYS in season‼
I’m glad I didn't have to breathe in that toxic drug smoke. And I’m glad no one was hurt.

I also appreciated the head Fire Chief’s report on the incident. This should be the standard whenever a serious incident occurs.

I’ve watched a few Firefighter ride-alongs on youtube, and that helps paint the response picture even better.
(Highly recommend Mr Manny: https://www.youtube.com/@MrMannyy/videos) So what can the City do to better keep Drug Addicts out of the River? I know there's Jurisdictional and City of San Diego issues in the way. But not only are there fire dangers, there's also violence dangers when Addicts approach the sidewalks near Wal-mart. I personally have witnessed violent arguments multiple times, and I once even stepped over a woman's lifeless body strewn across the sidewalk. (I don't think she was dead, but it reminded me of the City of San Diego, which was very alarming.)
So…can the City start arresting Addicts, Arsonists, and Polluters already I wouldn’t doubt this was already attempted…but is it possible to get an MOU with whoever owns the areas of the riverbed within the City of Santee so that the City of Santee can actually get in there and do what needs to be done within reason for Public Safety purposes? Maybe if you provide them really boring and extensive data on the fires and other rescues and crimes, they’ll finally care. …Maybe
Lastly, I approve of “Santee Sammy” and the “Santee Sammy” Challenge. But instead of potential prizes, he needs to be squawking out lines from the Constitution for the United States of America for all the bird brains out there to hear.

Item 9: (WM)
For the record, Waste Management SUCKS‼
They’ve broken multiple trash cans, their service to get extra trash cans is a crazy exorbitant price, their EV trucks are loud and annoying and are destroying the roads, and they don’t answer their phone or anything else. It’s amazing how many millions or billions they make a year to fail so hard, and yet brag about themselves during Council meetings.

Waste Management can’t even provide data on several areas of concern, such as Traffic Citations, simply because the City didn’t specifically ask for it – Very UnEthical! Is that Loophole in the Contract? If so, WHY
It was also incredibly difficult to get a hold of Waste Management just to finally cancel their services.

Good riddens.

And question: Why can’t the Sycamore Landfill process or accept “comingled organic waste”? End of Trash Talk with yours truly above the Trash,
-Truth
