This Regular Meeting of the Santee City Council was called to order by Vice Mayor Ronn Hall at 6:30 p.m.
ROLL CALL: Present: Vice Mayor Ronn Hall, and Councilmembers Laura Koval, Rob McNelis, and Dustin Trotter. Excused: Mayor John W. Minto.
Officers present: City Manager Wendy Kaserman, City Attorney Shawn Hagerty, and City Clerk James Jeffries
INVOCATION was given by Eric King, Lakeside Christian Church PLEDGE OF ALLEGIANCE was led by Kristen Dare, Waste Management.
ADJOURNMENT IN MEMORY: Retired Fire Chief Richard Mattick Vice Mayor Hall and Councilmember McNelis presented the Adjournment Certificate to Retired Fire Chief Richard Smith and to current and former Santee Firefighters.

Action: Councilmember McNelis moved approval of the Consent Calendar.
Councilmember Koval seconded the motion, which carried by the following vote: Vice Mayor Hall: Aye; and Councilmembers Koval: Aye; McNelis: Aye; and Trotter: Aye.
Absent: Mayor Minto. Ayes: 4. Noes: 0. Absent: 1.
NON-AGENDA PUBLIC COMMENT (15 minutes):
(A) Keith W. Animo spoke about illegal dumping and off-roading activities on a dirt lot west of Town Center Community Park.
(B) Joanie Riegel spoke about chemtrails she often sees each day. (C) Carl Costantino reminded the community about the governor debate and an upcoming SpaceX launch.
(D) Brenda Hammond spoke on her interactions with youth in Santee and pop-up churches.
(E) Becky Rivera spoke regarding issues with the management at Woodglen Vista Apartments and requested information on resources to assist her.
NEW BUSINESS:
(9) Waste Management (WM) 2025 Year in Review. (Community Services - Chavez)
Nicholas Chavez, Community Services Director, introduced the Item and staff from Waste Management, Dan Butler, Territory Manager, Elise Wetherell, Contract Manager, Kristen Dare, Community Relations Manager, and Omar Garcia, Operations Manager, provided a PowerPoint presentation and responded to Council questions.

Santee City Council Regular Meeting Minutes of April 22, 2026 CITY COUNCIL REPORTS:
Councilmember Koval spoke about a recent Air Pollution Control District (APCD) meeting and reminded the community to download the APCD app to report air pollution concerns.
Vice Mayor Hall spoke on recent rate increases and other potential changes at MTS.
