CALL TO ORDER/ROLL CALL:
The Special Meeting was called to order by Mayor Minto at 5:30 p.m.
Present: Mayor John W. Minto, Vice Mayor Ronn Hall and Councilmembers Laura Koval, Rob McNelis, and Dustin Trotter.
Officers present: City Manager Wendy Kaserman, City Attorney Shawn Hagerty, and City Clerk James Jeffries.
Mayor Minto led the Pledge of Allegiance.
CONTINUED BUSINESS:
(1) Resolution Authorizing the City Manager to Execute an Amendment to the Professional Services Agreement with TeamCivX to Conduct a Second Sales Tax Feasibility Study. This Action is Not a Project Under the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Section 15060 and 15378. (City Manager - Kaserman) (Reso 037-2026) Wendy Kaserman, City Manager, provided a PowerPoint presentation and responded to Council questions with the assistance of Heather Jennings, Finance Director.

• Adam Daniels, Santee Firefighters Association
Action: Councilmember Koval moved to adopt the Resolution.
After lengthy Council discussion, Councilmember Trotter seconded the motion, which carried by the following vote: Mayor Minto: Aye; Vice Mayor Hall: Aye; and Councilmembers Koval: Aye; McNelis: No; and Trotter: Aye. Ayes: 4. Noes: 1.

There being no further business, the meeting was adjourned at 6:43 p.m.
