Prohibitions
The use of pesticides and quick release fertilizers shall be minimized, and the principles of integrated pest management (IPM) followed:
• Employ non-chemical controls (biological, physical and cultural controls) before using chemicals to treat a pest problem.
• Prune plants properly and at the appropriate time of year. • Provide adequate irrigation for landscape plants. Do not overwater. • Limit fertilizer use unless soil testing indicates a deficiency. Slow-release or organic fertilizer is preferable. Check with the municipality for specific requirements. • Pest control should avoid harming non-target organisms, or negatively affecting air and water quality and public health. Apply chemical controls only when monitoring indicates that preventative and non-chemical methods are not keeping pests below acceptable levels. When pesticides are required, apply the least toxic and the least persistent pesticide that will provide adequate pest control. Do not apply pesticides on a prescheduled basis. • Sweep up spilled fertilizer and pesticides. Do not wash away or bury such spills. • Do not over apply pesticide. Spray only where the infestation exists. Follow the manufacturer’s instructions for mixing and applying materials.
• Only licensed, trained pesticide applicators shall apply pesticides. • Apply pesticides at the appropriate time to maximize their effectiveness and minimize the likelihood of discharging pesticides into runoff. With the exception of pre-emergent pesticides, avoid application if rain is expected.
• Unwanted/unused pesticides shall be disposed of as hazardous waste.
III. Inspections
Please refer to RFP Exhibit ‘D’, for the Bioretention Area Inspection and Maintenance Checklist, shall be used to conduct inspections monthly (or as needed), identify needed maintenance, and record maintenance that is conducted.

The gardeners “weekly work report and request for repairs” is filled out by each crew every week and submitted to park staff each month (see attached form). This form is utilized to document quality control issues in addition to reporting weekly tasks. The individual crew leaders complete this report documenting any conditions and recommendations included:

• Safety issues
• Irrigation inspections
• Fertilization
• Pruning, edging and trimming
• Mowing
• Weed, Pest & Disease Control
• Site Clean up
• Work delays
• Request for action
These reports are reviewed weekly by the site supervisor and the project manager. The site supervisor and the foreman work together to correct any conditions or issues. If necessary, recommendations or a proposal for extra work will be submitted to the City.

4.2.8 – Review City Standards
As the City of Santee’s current landscape maintenance contractor for the City Parks and Facilities since 2007 for Area 1 and since 2019 for Areas 2 & 3. There would be a seamless transition to the new contract. We currently possess all the trucks, equipment, and credentials necessary to fulfill all aspects of the contract. This includes the current supervisory staff as well as the site-specific trained crew members. b. Additive Alternate:
We have reviewed 20.4.1 As-Needed Irrigation Repairs and can adhere to the requirements. These include notifying the City of the need for mainline and valve repair and replacement. We understand that the City will provide the materials and will need to approve all work prior to starting the repair, and inspect the completed work prior to billing.
Our water management certifications and experience maintaining and installing landscapes allow us to recognize how to schedule irrigation systems with various crop co-efficients and different application methods. We were also on the committees that wrote the first two ordinances for the City of San Diego and the County of San Diego.
Company-wide we have control of an estimated 4 million gallons a day of irrigation water. We are truly stewards of this valuable resource.
