Subject: Submitted Public Comments For 5/27/2026 Council Meeting Date: Wednesday, May 27, 2026 3:38:43 AM
Hey again, James.

Hope all’s going well for you and the fam!
I have public comments on the Presentation #2 (if not actually an item on the agenda, it can be counted as part of Non-Agenda), Item 2, Item 3, Non-Agenda, Item 7, Item 8, Item 9, and Item 10.

Thanks and best wishes,
-Truth
Presentation #2: (County)
Sounds like another County show, honestly.

Why can't they fully replace the sewer pipes? Is it "budget constraints"? If so, why do they keep dipping into the People's Reserves AKA Emergency Savings for things like Union Bonuses and Ballot Measures to crown themselves County Queens – AKA Kickbacks and Power Grabs for their Campaign Funders?
Good luck holding these County Cluckers accountable on these reasonable demands.

It sounds to me like the City's going to need some APCD Air Monitors and some Mitigation Fees for Compliance Assurance.

I look forward to hearing this presentation.

Consider requiring a draft presentation of all future presenters for public Transparency purposes.

Item 2: (Minutes)
The Minutes in regards to item 14 were unfortunately very Vague and uninformative compared to the actual important discussion that ensued. (More on that in Non-Agenda).

I also noticed that Ronn faired okay in the last round in the Battle For Motion Supremacy.

Item 3: (Payments)
Is $7,828 on a subscription to IT Consultant SHI International Corp REALLY a wise use of Taxpayer Dollars?? I certainly have ZERO trust for their CEO Leo Koguan, who has invested heavily in Communist China universities AKA Communist Indoctrination Centers.

Interesting to know that a "Street Report" to the State Controller costs $3,160. It doesn't seem like the State cares about streets – If they're not potholed, they're usually full of needles or pipes. The Gas Tax has really done wonders.
$109 in City-purchased "pharmacuticals" – Nothing to see here...especially when "pharmaceuticals" is misspelled.

Wow $281,832 in Medical and Dental Insurance by Chlic – Nobody can say Government Cogs aren't doing well. Including Council Cogs. And Council "Monkeys".

Non-Agenda:

I look forward to doing a tour of all the City’s current and future America 250 murals and decorations.

I’m actually in favor of keeping the City’s current 250 logo forever.

Thanks Laura, for pulling last meeting's Item 14 on the contract with LaBahn Landscaping. That was an item that caught my eye, but I decided not to deep dive.

Great job on the dive, pushback, and questioning, Laura. You’ve earned some buttermilk donut cake.

The conversation with the Equity company was very enthralling and slightly eyebrow-raising. It feels like somebody dropped the ball several times over on this one. This was yet another case with Public Staff that confirmed for the millionth time (thanks especially to SANDAG!) that I'm NOT a believer in the old, dated saying of: "Trust, but Verify", but I'm a believer in my personal and proven experience of: "Verify so Trust can be Earned".

Just for fun...a memory of in-person attendance:

There were MANY times I didn’t want to be at a Santee Council meeting – Not just because I was tired or didn’t have time, but because the environment was uncomfortable. It wasn’t usually Rob’s consistent downward slump, or the awkward lack of public participation, but it was some past Staff’s awkward and uptight presence in the room and in the chairs. I never publicly brought that up, but it’s true. I let it be because it’s something awkward to address, and I couldn’t think of a solution that wouldn’t be offensive or cause tension. Now you know.

One of the last Council meetings I was at, I was literally saying aloud (and trying not to say loudly ): “I don’t want to be at this meeting, I don’t want to be at this meeting...”
That being said, ironically, I ended up having fun memories at that meeting.
...But I just wanted to reiterate my point about Remote Participation as an “escape” option.

Tell me how it’s wrong to be at the beach and still be civically engaged in a punk-type of way.
(Done it for SANDAG meetings many a time. )
Item 7: (Roads)
My main problem with this item is the lack of an inclusion of any maps or graphics to get a general visual idea of WHERE we're talking about for various road/infrastructure repairs.

All that's included are links to other web pages, which aren't even hyperlinked. Come on, what decade are we living in?
Yes, copy/paste is a possibility, but the entire point of a PDF file is to be able to quickly understand an item, so please consider this in future agenda items where locations are being considered.

After copy/pasting 3 website addresses...

Street List A:

I don’t know why so many streets near Santee Lakes are so bad (assuming water/stormwater-related), but good that most of those are on the official Fix It List.

Street List B:

Is Magnolia really that much of a priority?
I’d much prefer cracked-up and potholed Cuyamaca get fully fixed first.

Mission Gorge getting repairs is great. But it would be so much wiser if there was a trench for that Copper Shuttle first.

For Northcote Rd – Will the City repair the speed bumps, too? And don’t forget about that embarrassing disaster known as Carlton Oaks Dr. Trying to be nice with my words. That thing needs an entire redesign – rip out the waste-of-space median, pave it, put some Ts down, maybe add a turn lane, etc. No Bike Lanes EVER, of course. (Whoever wants to ride a bike can use Mast Park...or head to the City of San Diego.) Street List C:

I 100% support Sidewalk/Gutter/etc Repairs anywhere they’re needed.

On Bridge Repairs:

I 100% support overdue Bridge Repairs. As I once addressed at a past Council meeting, as well as a past SANDAG meeting, the City of Santee (and EVERY City) really needs to get on CalTrans about neglecting these structurally deficient and/or failing bridges across the State. This safety concern needs to be a top priority.

Maybe if they weren’t so busy with Fraudulent activities and Corruption...

By the way, I was REALLY happy to hear Staff long ago moved away from the recycled asphalt trash method with a short lifespan. For anyone that’s ever bought a shirt made of recycled material, they immediately acquire “pulls” of the fabric before even the first wash. Anything recycled is already used. That’s just common sense.

I’ve argued against recycled asphalt for quite a while, so good to hear the City of Santee to be the first and only Government I’ve ever heard address that reality.

Item 8: (E-Bikes)
I fully support outlawing these dangerous motorized contraptions for spoiled children under 18 or 16 without proper training and a license.

And I fully support the arrest of any parents who endanger their spoiled children by neglecting them by allowing them to ride wild and

certain areas of the County – from hidden spy cameras on Backcountry roads hidden in weird metal box contraptions, to new street lights that are too fat to be normal street lights.

Why do they hide information on that? Innocent people and good intentions should have nothing to hide...right?
And why do the Sheriffs only discuss alleged "benefits", while never addressing the negatives?
What about the UnConstitutional monitoring and collection of data on innocent people, particularly in reference to the 4th and 14th Amendment guarantees in the Constitution for the United States of America? What about giving a single company our data who does business with Foreign countries? That’s Flock, a company that started with funding from Marc Andreessen, a friend of Facebook’s Communist head Mark Zuckerberg – having access to our entire country's movements? What about Flock having data breaches?
What about SANDAG overseeing the whole Grant program evaluation? – SANDAG being the agency that can’t even keep track of Tolls on the 125 or 15!
What about the cost to tax-paying residents for each of these recording devices? There’s now well-over 1,000 ALPR Spy Cameras all over the County – So Far, and that doesn’t include their worldwide supply and data base Monopoly. I thought our country was against Monopolies. Apparently, there are constant exceptions.

These should all be easy points for Law Enforcement to directly address.

Unless again...there’s something to hide, of course...

But thanks for the line at the end of the item summary providing clarity; describing WHO is responsible (the Sheriff’s) for maintenance and public records in regards to ALPRs. I’d rather the City be in charge of those records because anything even remotely County-related/funded has looooooooong proven itself corrupted and incapable of Transparency. ...Speaking as someone who’s had records requests illegally denied and investigations denied.

Another question: If I do a PRA on ALPR data, will they Redact people’s license plates and travel times? Or will I be able to track anyone’s car that I want to?
That brings my points all back around.

Thanks for reading friends and unknown low-level enemies, -Truth,
Ice Cream Cake advocate
