Re: Santee Land Use Element Update Project, San Diego County To Whom It May Concern:
As requested, a search of the Native American Heritage Commission (NAHC) Sacred Lands File (SLF) was completed based on information submitted for the above referenced project. The results were positive. Please contact the Barona Group of the Capitan Grande and the Viejas Band of Kumeyaay Indians on the attached list for more information. Please also contact the Kumeyaay Cultural Repatriation Committee via phone at (760) 803-5694 for more information.
Be aware that tribes do not always record their sacred sites in the SLF, nor are they required to do so. As such, an SLF search is not a substitute for consultation with all tribes that are traditionally and culturally affiliated with a project’s geographic area.
Attached is a list of Native American tribes that are traditionally and culturally affiliated with the project’s geographic area. Please contact all of the listed tribes as they may have information about sacred sites within the project area that is not listed with the NAHC.
If within two weeks of notification, a response has not been received, the Commission requests that you follow up with a telephone call or email to ensure that the project information was received.
If you receive notification of a change of address or phone number from a tribe, please inform the NAHC so that we can assure that our lists contain current information.
In addition to engaging in tribal consultation, you should consult the appropriate regional California Historical Research Information System (CHRIS) information center to determine whether it has information regarding the presence of recorded archaeological sites within the project area.
If you have any questions or need additional information, please contact me at [email protected].
Sincerely,
Andrew Green

Subject: Information Request for the Santee Land Use Element Update Project, San Diego County, California
Dear Mr. Bunce,
The Santee Land Use Element Update Project (project) comprises all land area within the City of Santee municipal boundaries in eastern San Diego County. The City of Santee is updating its 2003 General Plan Land Use Element to create a compatible and balanced mix of land uses. The approximately 254.8-acre project site is located in the southeastern part of the City of Santee and falls within Sections 15, 20, 21, 22, 26, 27, 28, 29, 33, 34, and 35 of the El Cajon and La Mesa, California, USGS 7.5 Minute Series Quadrangles (Figure 1). The majority of the parcels that make up the project site are currently developed lands with existing infrastructure (e.g., residential homes, commercial buildings, parking lots, etc.).
The Native American Heritage Commission conducted a Sacred Lands file search. The results were positive. I am writing as part of the cultural inventory process in order find out if you, or your tribal community, have any knowledge of cultural resources or places that may be impacted by the proposed project.
Please note that this letter does not constitute Assembly Bill (AB) 52 notification or initiation of consultation. AB 52 is a process between the lead agency and California Native American Tribes concerning potential impacts to tribal cultural resources.
If you have any information or concerns pertaining to such information, please contact me.

Dear Keshia Montifolca,
My name is Jason Santos and I am the Lead Monitor and Deputy THPO here at Manzanita Band of the Kumeyaay Nation. We have reviewed our maps and have determined that this project is not within the boundaries of the recognized Manzanita Indian Reservation. However, this project is within the territory boundaries that the tribe considers its Traditional Use Area (TUA). These areas are of great importance to the Manzanita Tribe because of its location within prehistoric culturally significant areas where the Kumeyaay have resided since time in memorial. Therefore, we request to be kept in the information loop as the project progresses and would greatly appreciate being maintained on the receiving list for project updates, reports of investigation, and/or any documentation that may be generated regarding previously recorded or newly discovered sites. Furthermore, we recommend Archaeological and Tribal Cultural monitoring on all ground disturbing activities given the proximity of known cultural and historic resources.
If the project boundaries are modified to extend beyond the currently proposed limits, we request updated information and the opportunity to respond to your changes. We appreciate the outreach and look forward to future involvement. Manzanita offers Tribal Cultural monitoring.
If you have any questions or need additional information, please do not hesitate to contact myself or Veronica Santos (THPO) by telephone at (619) 204-7514 or by e-mail at veronicasantos@manzantiansn.gov Thank you,
Jason Santos

Paleontological Resources Memo
MEMORANDUM
To: City of Santee
From: Shawna Johnson, MSc. Paleontologist, Dudek
Subject: Santee Land Use Element Project– Paleontological Resources Assessment Date: November 5, 2025
cc: Emily Seklecki, Dudek
Attachments: A – Figures
B – Confidential Paleontological Records Search Results Dudek has conducted a paleontological resources assessment pursuant to the requirements of the California Environmental Quality Act (CEQA) and guidelines of the Society of Vertebrate Paleontology ([SVP] 2010) guidelines to determine the presence of and potential impacts related to paleontological resources associated with the Santee Land Use Element Project (Project or proposed Project), located in the City of Santee (City), California (Figure 1 – Project Location). This technical memorandum provides the results of the paleontological resources assessment and was prepared by Shawna Johnson, MSc with editorial comments by Sarah Siren, MSc and Michael Williams, PhD, who are qualified paleontological principal investigators.
To determine the paleontological sensitivity of the Project site, Dudek performed a paleontological resources inventory in compliance with the CEQA and SVP (2010) guidelines. The inventory consisted of a paleontological records search through the San Diego Natural History Museum (SDNHM) and a review of geological mapping and geological and paleontological literature. The SDNHM stated they had no localities within the Project site or within a 1/4-mile radius buffer.
1 Project Description and Location
The City is updating its 2003 General Plan Land Use Element to create a compatible and balanced mix of land uses.
The Project location, for this study, focuses on 31 areas within the land area of the City of Santee municipal boundaries that have a proposed zoning use change planned (see Figure 1).
The City of Santee encompasses approximately 17 square miles (approximately 10,686 acres) in eastern San Diego County. It is located approximately 18 miles east of downtown San Diego. The City is bordered on the east by primarily residential development in the unincorporated San Diego Communities of Lakeside and Eucalyptus Hills, and to the northeast by vacant land and active mining operations in Slaughterhouse Canyon. To the south, the City shares boundaries with the City of El Cajon, unincorporated areas of the County of San Diego, and the Gillespie Field Airport. Further to the southwest, the City is bordered by Mission Trails Regional Park property, located within the City of San Diego. The Project includes specific land use designation changes within the plan area which consist of several parcels along the main transit corridors of Mission Gorge Road and Mast Boulevard, as well as Carlton Hills Boulevard, Cuyamaca Street, Woodside Avenue, and Magnolia Avenue (Figure 1).

2 Analysis Methodology
The analysis presented herein considers the potential environmental impacts of the proposed Project relative to existing conditions. Establishment of the Project site’s existing paleontological conditions have been informed by reviewing published geological maps and published and unpublished reports to identify geological units located on the Project site and determine their paleontological sensitivity or potential.
A paleontological records search request was sent to the SDNHM on September 26, 2025. The records search area included the Project site and a 1/4-mile radius buffer. The purpose of the records search was to determine whether there are any known fossil localities in or near the Project site to aid in determining whether a paleontological mitigation program is warranted to avoid or minimize potential adverse effects of construction on paleontological resources.
A pedestrian survey was not conducted as part of this evaluation. 3 Paleontological Resources
Paleontological resources are the remains or traces of plants and animals that are preserved in Earth’s crust, and per SVP (2010) guidelines, are older than written history or older than approximately 5,000 years, which approximates the middle Holocene of Cohen et al. (2024). They are limited, nonrenewable resources of scientific and educational value and are afforded protection under state laws and regulations. This analysis complies with guidelines and significance criteria specified by CEQA and SVP (2010). Table 1, Paleontological Resource Sensitivity Criteria, provides definitions for high, moderate, low, marginal, and no paleontological resource potential or sensitivity, as set forth in and by the County of San Diego (2009); these definitions have also been assigned to geological units within the City of San Diego (2007).
Resource Sensitivity/Potential Definition
High High resource potential and high sensitivity are assigned to geologic formations known to contain paleontological localities with rare, well preserved, critical fossil materials for stratigraphic or paleoenvironmental interpretation and fossils providing important information about the paleoclimatic, paleobiological, and/or evolutionary history (phylogeny) of animal and plant groups. In general, formations with high resource potential are considered to have the highest potential to produce unique invertebrate fossil assemblages or unique vertebrate fossil remains and are, therefore, highly sensitive.
MEMORANDUM
SUBJECT: SANTEE LAND USE ELEMENT PROJECT - PALEONTOLOGICAL RESOURCES ASSESSMENT 17100 3
NOVEMBER 2025
Resource Sensitivity/Potential Definition
Moderate Moderate resource potential and moderate sensitivity are assigned to geologic formations known to contain paleontological localities. These geologic formations are judged to have a strong, but often unproven, potential for producing unique fossil remains (Deméré and Walsh 1993).
Low Low resource potential and low sensitivity are assigned to geologic formations that, based on their relatively young age and/or high-energy depositional history, are judged unlikely to produce unique fossil remains.
Low resource potential formations rarely produce fossil remains of scientific significance and are considered to have low sensitivity. However, when fossils are found in these formations, they are often very significant additions to our geologic understanding of the area.
Marginal Marginal resource potential and marginal sensitivity are assigned to geologic formations that are composed either of volcaniclastic (derived from volcanic sources) or metasedimentary rocks, but that nevertheless have a limited probability for producing fossils from certain formations at localized outcrops. Volcaniclastic rock can contain organisms that were fossilized by being covered by ash, dust, mud, or other debris from volcanoes.
Sedimentary rocks that have been metamorphosed by heat and/or pressure caused by volcanoes or plutons are called metasedimentary. If the sedimentary rocks had paleontological resources within them, those resources may have survived the metamorphism and still be identifiable within the metasedimentary rock, but since the probability of this occurring is so limited, these formations are considered marginally sensitive.
No Sensitivity No resource potential is assigned to geologic formations that are composed entirely of volcanic or plutonic igneous rock, such as basalt or granite, and therefore do not have any potential for producing fossil remains. These formations have no paleontological resource potential (i.e., they are not sensitive).

3.1 Regulatory Framework
The California Environmental Quality Act
This paleontological resources evaluation was completed to satisfy the requirements of the California Environmental Quality Act (CEQA). The CEQA Guidelines require that all private and public activities not specifically exempted be evaluated against the potential for environmental impacts, including effects to paleontological resources. Paleontological resources, which are limited, nonrenewable resources of scientific, cultural, and educational value, are recognized as part of the environment under these state guidelines. This study satisfies project requirements in accordance with CEQA (13 PRC [Public Resources Code], 15000 et seq.).
Paleontological resources are explicitly afforded protection by CEQA, specifically in Section VII(f) of CEQA Guidelines Appendix G, the “Environmental Checklist Form,” which addresses the potential for adverse impacts to “unique paleontological resource[s] or site[s] or … unique geological feature[s].” This provision covers scientifically significant fossils, which include, but are not limited to, newly discovered species or genera, fossils exhibiting morphological features not previously recognized for a given animal group, fossils that increase the temporal range of a species, fossils discovered from geological units within which they were previously unknown, fossils that expand the biogeographic range of the species, and/or localities that yield fossils significant in their abundance, diversity, and preservation.
California Public Resources Code Section 5097.5
In addition to CEQA’s requirements, Public Resources Code Section 5097.5 (Stats 1965, c 1136, p. 2792) regulates removal of paleontological resources from state lands, defines unauthorized removal of fossil resources as a misdemeanor, and requires mitigation of disturbed sites.
City of Santee General Plan
The City of Santee General Plan does not contain any specific goals or policies pertaining to paleontological resources.
3.2 Environmental Setting
Geological Literature and Map Review
The Project site lies along the western portion of the Peninsular Ranges Geomorphic Province. This province consists of a series of northwest-trending mountain ranges separated by long valleys, formed from subparallel faults branching from the San Andreas Fault (California Geological Survey [CGS] 2002; Koordinates 2025).
According to geological mapping by Todd et al. (2004) and Kennedy and Tan (2008) at a 1:100,000 scale and the geological time scale of Cohen et al. (2024), the Project site is underlain by Holocene (< 11,700 years ago) young alluvium (map unit Qya), Holocene and Pleistocene (<11,700 years ago to 2.58 million years ago [mya]) alluvium and colluvium, undivided (map unit Qu), late to middle Pleistocene (11,700 years ago to 774,000 years ago) older alluvium (map unit Qoa), the Eocene (33.9 mya to 56 mya) Friars Formation (map unit Tfr), and early Cretaceous (approximately 121 mya to 143 mya) granitoid rocks (map unit Kgr) (Figure 2 – Paleontological Sensitivity).

NOVEMBER 2025
Holocene young alluvium consists of sand, silt, and gravel in modern streambeds and washes, including active alluvial fan material (Todd et al. 2004; Kennedy and Tan 2008). The Holocene and Pleistocene alluvium and colluvium, undivided is not described. The late to middle Pleistocene older alluvium consists of well-to-poorly bedded, unconsolidated sand, silt, and gravel that form moderately dissected terraces in stream valleys (Todd et al. 2004). The Eocene Friars Formation contains yellowish-gray, massive, medium grained, poorly consolidated sandstones, claystones, and conglomeratic lenses (Todd et al. 2004). Early Cretaceous granitoid rocks consist of tonalites and granodiorites with some included metavolcanic rocks (Todd et al. 2004).
Holocene young alluvium has low paleontological resource sensitivity that potentially increases with depth below the surface, where it can become old enough to preserve fossils or be underlain by geological units with moderate to high paleontological sensitivity or potential. The Holocene and Pleistocene alluvium and colluvium, undivided also has low paleontological resources sensitivity or potential that increases to moderate or high paleontological sensitivity or potential with depth. The late to middle Pleistocene older alluvium has moderate paleontological sensitivity or potential. The Friars Formation has high paleontological resource sensitivity or potential, and the Cretaceous granitoid rocks have no paleontological resource sensitivity or potential (County of San Diego 2009; Deméré and Walsh 1993 [2011]; SDNHM 2025 – Confidential Attachment B) (Figure 2).
Project areas, underlying geological units, and paleontological sensitivities are presented in Table 2 below. See Figure 2 for graphic representation of table below.

Paleontological Records Search
The SDNHM responded to the records search request on October 9, 2025, reporting that they had no fossil records from within the Project site or within a 1/4-mile radius, from the same or similar units that underlie the Project site either at surface or at depth. The closest localities to the Project site are as follows:
• Approximately 0.5 to 0.6 miles north of the 24/25/26 numbered area, four Friars Formation fossil localities produced freshwater invertebrates (e.g., snails), freshwater vertebrates (e.g., amphibians, crocodiles), and terrestrial vertebrates (e.g., rodents, insectivores, artiodactyls, primates, and creodont) (SDNHM 2025 – Confidential Attachment B).
• Approximately 3.5 miles south, in El Cajon, an elephant tusk was found 3.5 feet below ground surface (bgs) in undivided alluvial and colluvial deposits (SDNHM 2025 – Confidential Attachment B). 4 Impact Analysis and Conclusions
4.1 Thresholds of Significance
The thresholds of significance used to evaluate the impacts of the proposed Project related to paleontological resources are based on Appendix G of the CEQA Guidelines. A significant impact under CEQA would occur if the proposed project would:
a) Directly or indirectly destroy a unique paleontological resource or site or unique geologic feature.
4.2 Impact Analysis
a) Would the project directly or indirectly destroy a unique paleontological resource or site or unique geologic feature?
No paleontological resources were identified from within the proposed Project areas as a result of the SDNHM records search results and desktop review; however, there are numerous localities reported from the Friars Formation throughout the City of Santee. The Project areas are not anticipated to be underlain by a unique geological feature. The Holocene young alluvium has low paleontological sensitivity, potentially increasing to moderate or high at depth. Similarly, the Holocene and Pleistocene alluvium and colluvium, undivided has low paleontological sensitivity at the surface that potentially becomes moderate to high sensitivity at depth, with a locality being recorded from as shallow as 3.5 feet bgs. The late to middle Pleistocene older alluvium has moderate paleontological sensitivity. The Eocene Friars Formation has high paleontological sensitivity. Lastly, the Cretaceous granitoid rocks have no paleontological sensitivity. Based on the records search results and map and literature review, the Project areas underlain by the Friars Formation have high potential to produce paleontological resources during planned construction activities that occur below the level of fill and previously disturbed sediments. The alluvium and colluvium, undivided and late to middle Pleistocene older alluvium have moderate potential to yield paleontological resources below a level of 3 feet bgs. The Holocene young alluvium has low potential to produce paleontological resources above a depth of 5 feet bgs, potentially increasing to moderate or high below a depth of 5 feet bgs. These Project areas would include the whole, or portions of the following: 3, 7, and 8-30. The early

Cretaceous granitoid rocks have no potential to yield paleontological resources. In the event that intact paleontological resources are discovered in an of the Project areas, ground-disturbing activities associated with construction of the Project, such as grading and large diameter (2-feet or greater) drilling during site preparation and trenching for utilities, have the potential to destroy a unique paleontological resource or site. The potential for Project activities to damage paleontological resources during construction would result in a potentially significant impact. Mitigation Measure (MM) GEO-1, presented below, would reduce potentially significant impacts to a less-than-significant level by requiring preparation and implementation of a Paleontological Resources Mitigation and Monitoring Program which would involve pre-construction worker awareness training as well as paleontological monitoring and discovery protocol, treatment, reporting, and collection management.
MM GEO-1: Prior to commencement of any grading activity on site, the project applicant shall retain a qualified paleontologist per the Society of Vertebrate Paleontology (SVP) 2010 guidelines to prepare a Paleontological Resources Mitigation and Monitoring Program (PRMMP) for the project. The PRMMP shall be consistent with the SVP (2010) guidelines and outline requirements for: preconstruction meeting attendance and worker environmental awareness training; where paleontological monitoring is required within the project site based on construction plans and/or geotechnical reports; and, procedures for adequate paleontological monitoring and discoveries treatment, including paleontological methods (including sediment sampling for microinvertebrate and microvertebrate fossils), reporting, and collections management. The PRMMP shall also include a statement that any fossil lab or curation costs (if necessary due to fossil recovery) are the responsibility of the project applicant.
In addition, a qualified paleontological monitor shall be on site during all ground-disturbing activities (including augering) below a depth of 5 feet in areas underlain by undisturbed Holocene young alluvium; below a depth of 3 feet in areas underlain by undisturbed alluvium and colluvium, undivided and older alluvium; and below the depth of fill or disturbed sediments in Eocene units (Friars Formation or others encountered at depth). No paleontological monitoring is necessary during ground disturbance within artificial fill or previously disturbed sediments, if determined to be present, or in areas underlain by early Cretaceous granitoid rocks. In the event that paleontological resources (e.g., fossils) are unearthed during grading, the paleontological monitor will temporarily halt construction and/or divert grading activity in that area to allow recovery of paleontological resources by a paleontological monitor. The area of discovery will be roped off with a 50-foot radius buffer. Once documentation and collection of the find is completed, the monitor will allow grading to recommence in the area of the find. 5 References

D Elasticity of VMT with respect to residential density -0.22 unitless Stevens 2016
Further explanation of key variables:
(C) — The residential density of typical development is based on the blended average density of residential development in the U.S. forecasted for 2025. This estimate includes apartments, condominiums, and townhouses, as well as detached single-family housing on both small and large lots. An acre in this context is defined as an acre of developed land, not including streets, school sites, parks, and other undevelopable land. If reductions are being calculated from a specific baseline derived from a travel demand forecasting model, the residential density of the relevant transportation analysis zone should be used instead of the value for a typical development.
(D) -A meta-regression analysis of five studies that controlled for self-selection found that a 0.22 percent decrease in VMT occurs for every 1 percent increase in residential density (Stevens 2016).

Andrew Green

Re: Tribal Consultation Under SB18, Land Use Element Update Project, San Diego County To Whom It May Concern:
Pursuant to your request, attached is a consultation list of tribes with traditional lands or cultural places located within the boundaries of the above referenced jurisdiction.
Additionally, a search of the Native American Heritage Commission (NAHC) Sacred Lands File (SLF) was completed. As such, an SLF search is not a substitute for consultation with all tribes that are traditionally and culturally affiliated with a geographic area. Please contact all of the listed tribes as they may have information about sacred sites within the jurisdiction that is not listed with the NAHC.
Additionally, the NAHC recommends that agencies include with their notification letters, information regarding any cultural resources assessment that has been completed for the jurisdiction such as:
1. The results of any record search that may have been conducted at an Information Center of the California Historical Resources Information System (CHRIS), including, but not limited to:
• A listing of any and all known cultural resources that have already been recorded or are adjacent to the APE, such as known archaeological sites; • Copies of any and all cultural resource records and study reports that may have been provided by the Information Center as part of the records search response;
• Whether the records search indicates a low, moderate or high probability that unrecorded cultural resources are located in the jurisdiction; and • If a survey is recommended by the Information Center to determine whether previously unrecorded cultural resources are present.
2. The results of any archaeological inventory survey that was conducted, including:
• Any report that may contain site forms, site significance, and suggested mitigation measures.

All information regarding site locations, Native American human remains, and associated funerary objects should be in a separate confidential addendum, and not be made available for public disclosure in accordance with Government Code §6254.10.
3. The result of the Sacred Lands File (SLF) check conducted through the Native American Heritage Commission.
4. Any ethnographic studies conducted for any area within the jurisdiction; and
5. Any geotechnical reports regarding all or part of the jurisdiction.
Lead agencies should be aware that records maintained by the NAHC and CHRIS are not exhaustive. A tribe may be the only source of information regarding the existence of a tribal cultural resource, which is why consultation is so vital.
This information will aid tribes in determining whether to request formal consultation. If consultation is requested, having the information beforehand will help to facilitate the process.
If you receive notification of a change of address or phone number from a tribe, please inform the NAHC. With your assistance, we can assure that our consultation list remains current.
If you have any questions or need additional information, please contact me at [email protected].
