SUBJ: Updated Meeting Materials – August 12, 2026, City Council Meeting PUBLIC HEARING:
(8) Continued Public Hearing to Consider General Plan Amendment (GPA2025-0002) to Adopt the Updated Land Use Element of the Santee General Plan, and Zoning Ordinance Amendment (ZOA-2025-0001) to Implement the Land Use Element Update. (Planning and Building – Sawa) 1) Staff is removing recommendation #2 from the staff recommendation.
Updated Staff Recommendation:
1. Re-open, conduct, and close the Public Hearing; and
2. Adopt a Resolution approving General Plan Amendment GPA-2025-0002 amending the Land Use Element of the Santee General Plan; and
3. Introduce and conduct the First Reading of an Ordinance approving Zoning Ordinance Amendment ZOA-2025-0001 amending the Santee Municipal Code to implement the Land Use Element Update; and
4. Set the Second Reading and adoption of the Ordinance for August 26, 2026. 2) Staff is revising the Environmental Review section to read:
At its July 8, 2026, meeting, the City Council certified Program Environmental Impact Report (PEIR) ENV-2025-0009, adopted a Mitigation Monitoring and Reporting Program, Findings of Fact and a Statement of Overriding Considerations in accordance with the California Environmental Quality Act (CEQA). The PEIR evaluated the environmental impacts associated with the Land Use Element Update, including the Proposed Project and the alternatives considered by the City Council.
No additional environmental review is required as Alternative 4 was fully analyzed in the certified PEIR, and the current action is within the scope of that environmental analysis.
3) Please disregard the Program Environmental Impact Report (PEIR) Resolution as the PEIR was certified at the July 8, 2026, City Council meeting.
