SARATOGA CITY COUNCIL SPECIAL MEETING
Mayor Aftab called the Special Meeting to order at 9:15 a.m.
ROLL CALL
PRESENT: Mayor Belal Aftab, Vice Mayor Chuck Page, Council Members Kookie Fitzsimmons, Tina Walia, Yan Zhao
ABSENT: None
ALSO PRESENT: Matt Morley, City Manager
Richard Taylor, City Attorney

Ryan Hinchman, Administrative Services Director

The City Clerk reported the agenda for this meeting was properly posted on January 21, 2025.
AGENDA ITEMS
1. Mid-Year Update, Five-Year Forecast, & Scenario Analysis Recommended Action:
Receive a mid-year update, five-year forecast, and scenario analysis of future revenues.
Ryan Hinchman, Administrative Services Director presented the staff report.

2. Capital Improvement Program Preview
Recommended Action:
Receive a preview of the fiscal year 2025-26 Capital Improvement Program (CIP).
Ryan Hinchman, Administrative Services Director , John Cherbone Public Works Director, and Macedonio Nunez City Engineer, presented the 2025-26 CIP Project Review Package report.

3. City Council Strategic Goals and Objectives
Recommended Action:
Review the adopted Council Strategic Goals and Priorities and discuss potential priority projects or programs.
Matt Morley, City Manager, Bryan Swanson, Community Development Director, Leslie Arroyo, Assistant City Manager, and John Cherbone, Public Works Director presented the 2025/26 Council Strategic Goals and Priorities report.
Mayor Aftab invited public comment.
The following individuals spoke at this t ime: Rafik Bawa, Marilyn Marchetti, Mona Kaur, Jim Cargill, Mohini Balakrishnan, Ajnavi Kumar, Darrell Miller
The City Manager provided a review of the Council Strategic Goals and Priorities discussion.

4. 2024 Legislative Update
Recommended Action:
Accept staff report and provide direction to staff.
Richard Taylor, City Attorney presented the staff report.
