CONSENT CALENDAR

3.A. Response To Grand Jury Report Findings and Recommendations - "Affordable Housing: Time For Collaboration In Marin"
Summary: Sausalito has been asked to respond to the Grand Jury Report; Affordable Housing: Time for Collaboration in Marin. The recommendation was rejected, and the County has continued to fail creating sufficient affordable and workforce housing for Marin's low to median income earners.

On June 24, 2022, the 2021-2022 Marin County Civil Grand Jury published a report on Affordable Housing. No later than December 31, 2022, the Marin County Board of Supervisors and the City Councils of both Marin City and Sausalito should jointly create a regional authority or empower an existing authority such as the Transportation Authority of Marin, to coordinate an affordable and workforce housing policy on a countywide basis.

The City Council received and filed Staff Report stating the recommended motion for consideration of approving response to Marin County Civil Grand Jury Report:

Affordable Housing: Time for Collaboration in Marin.

3.B. 2021-2022 Marin County Civil Grand Jury Response- Electrifying Marin's Building, Eliminating Natural Gas as a Fuel Source in Residential and Commercial Buildings
Vice Mayor Blaustein expressed appreciation for the hard work by the Sustainability Commission and Councilmember Cleveland-Knowles for producing The Report in Response to Grand Jury on the matter of Electrification of Marin's Buildings, Eliminating Natural Gas as a Fuel Source.

Summary: On or before January 1, 2023, Marin County and each of its cities and towns that have not already done so, should adopt a reach code requiring energy efficiency measures in connection with renovations of existing residential buildings.

The reach code should specify the size of the renovation that will trigger the requirement and provide flexibility by allowing the applicant to choose from a list of energy efficiency measures, including electrification of gas appliances.

The City Council approved the response to the Grand Jury Electrification program for the City of Sausalito.

3.C Receive and File a Video of Frequently Asked Questions Regarding the Sausalito's Current Housing Element Update
Summary: A RHNA number is assigned to each jurisdiction in California and represents the number of units each jurisdiction must plan to accommodate during its planning period and seven hundred and twenty-four (724) units have been assigned to Sausalito's 6" Cycle RHNA. The assigned RHNA by the Association of Bay Area Governments is based on Sausalito's projected share of Bay Area growth to 2050.

The RHNA is increased to adjust for Sausalito's Access to opportunity (high resource areas receive more units) Proximity to jobs (by auto or transit - areas closer to job centers receive more units). State law requires Sausalito to identify adequate sites to accommodate the RHNA housing requirement and very low and low income sites must meet certain criteria.

The City Council received and filed the Staff Report and Video of Frequently Asked Questions regarding The Sausalito's Current Housing Element Update.

Public Comment
Mark Rushford spoke against using City Hall's parking lot as one of the opportunity sites.

3.D. Update regarding Pacific Gas and Electric Company's system upgrades within the City of Sausalito
Summary: Pacific Gas and Electric Company has notified the city of Sausalito that system upgrades within Sausalito are needed to their facilities in order to service their customers' demands and are needed to update older antiquated equipment. PG&E has developed a plan to update their existing 4kV system to a 12kV system in five distinct areas within the City. This work does not encompass the entire area of the City but is centrally located in the middle of the City.

The project includes significant public outreach with the intent of providing as much information to residents as possible prior to any construction occurring. On August 30, 2022, the City Council accepted Staff Report regarding the Pacific Gas and Electric Company (PG&E) project to implement a 4kV to 12kV system upgrade here in Sausalito
The City Council articulated the need for the City to obtain professional services to further investigate the possibility of undergrounding the electricity system and the topic will be brought back for a broader discussion.

Intertie has been actively interacted with staff to review not just the Lot 2 location but reviewed a total of five potential EV charging station sites here in Sausalito.

Three of these sites are conducive to the installation of new charging stations and Intertie provided a quote for the installation of these stations, including electrical work at a total cost of $116,624.03.

Grants supporting the installation of EV charging stations are available from Marin Clean Energy (MCE) and the Transportation Authority of Marin (TAM). This funding is based on the number of EV units installed, and if the council agrees to proceed with all three sites, these agencies will fund a total of $91,000 of this cost such that the City's local participation to install these units is $25,624.

The City will be reimbursed by these agencies upon completion of the work. Staff also recommend allocation of a 10% contingency for the project which may be needed to address minor remediation efforts such are replacing the striping or patch paving, if some excavation is needed.
