1. BUSINESS ITEMS

1.A. Adopt a resolution authorizing the City Manager to execute the Memorandum of Understanding between the Service Employees' International Union (SEIU), Local 1021 and the City of Sausalito for the period of July 1, 2022 through June 30, 2023 Chris Zapata, City Manager, presented the staff report and reviewed proposed resolutions 1A and 1B.

Summary: The Representatives of SEIU and the City met and conferred in good faith regarding the wages, hours and other terms and conditions of employment for the employees represented by SEIU, have freely exchanged information, opinions and proposals and have reached agreement on all matters relating to the employment conditions and employer-employee relations of such employees. The new agreement is consistent with authority granted by the Council.

Due to the City of Sausalito's ongoing budget challenges this negotiation process was difficult. Both parties recognize the value of services provided by employees and the limitations of City finances. The challenges of high living costs faced by a workforce of which over 90% commute, in this time of high fuel costs, as well as a desire to limit our carbon footprint resulted in presentation and ultimate acceptance of a reduced work week paired with a one-time bonus model that is non-pensionable.

The parties agreed to a side letter implementing a reduced work week of 36 hours from the traditional 40 hour work week for all SEIU represented positions except those in the Wastewater Collection System service. The side letter allows for the implementation of this 36 hour work week. The reduced work week will remain in effect until it is terminated by mutual agreement of the parties or a successor agreement to the FY2022/2023 contract is ratified and adopted or it is terminated by either party on or after August 1, 2023. Upon termination of this side letter, the existing terms of the contract would again apply meaning a return to the traditional 40-hour work week.

Mayor Kellman thanked all involved who worked tirelessly on this effort.

Moved by Vice Mayor Blaustein, seconded by Councilmember Cleveland-Knowles, to adopt Resolution No. 6198, a Resolution authorizing the City Manager to execute the Memorandum of Understanding between the Service Employees' International Union (SEIU), Local 1021 and the City of Sausalito for the period of July 1, 2022 through June 30, 2023
