BUSINESS ITEMS
5A. Consolidation of the City's Sewer Collection System with the Sausalito Marin County Sanitary District
Kevin McGowan, Director of Public Works, and Vivian Houssen, Houssen Associates, presented the staff report and PowerPoint presentation; and responded to City Council questions and concerns. Jeffery Kingston, Sausalito Marin City Sanitary District, was also present and responded to City Council questions.

Summary: The City has completed a sewer condition assessment and developed a list and budget for system-wide sewer pipeline and manhole rehabilitation needs. This work will, among other purposes, inform future discussions on consolidation of the City's sewer collection system with the Sausalito Marin City Sanitary District (District). The recent televising and review of the City's collection system revealed a need of $18 million in repairs. With the City's current revenue of $1.7 million annually, improvements can be accomplished over a 14-year period which does not include inflations costs. if consolidation is pursued, initially the District would budget the $3M annual sewer enterprise fund revenue with approximately $1.5M for O&M and an average of $1.5M for rate funded capital so as not to impact the current rates. Should the district need to be more aggressive the district would deficit spend, use a loan or issue bonds to finance over 20 to 30 years in order to pay for the work completed within the first 9 to 10 years.

The City currently provides services for cleaning, maintaining, emergency response maintenance services, management, capital project development, financial and legal services. The consolidation of the City's service to the District will transfer a majority of these services; however, since the District already utilizes some of these services, there may be a revenue deficit to the city upon consolidation. District and City will continue to work together to move the consolidation effort forward and will coordinate with the Sewer Subcommittee members. The next steps will include seeking legal assistance to develop a step-by-step procedure for consolidation which will include interaction with the Local Agency Formation Commission (LAFCO).

City Council discussion ensued.

Summary: Parking fees were last adjusted earlier this year at the regular Sausalito City Council meeting held on July 12, 2022, with the adoption of Resolution No. 6176 (Attachment 4). At that time Staff presented a proposal with a limited scope-specifically addressing the "peak demand" season's on-and-off street parking fees with the intent to return to Council with additional recommendations to adjust parking fees in the City of Sausalito. At Council's direction at the June 28, 2022 meeting, and considering comments and conversations made during the FY2022-23 budget discussions, Staff have prepared a comprehensive analysis of parking fees for Council review. This Analysis covers parking meter, parking lot, parking permit and various other parking- related fees. Staff have also prepared for council consideration a draft Resolution to amend the Revised and Restated Master Fee Schedule Adopted in FY2008-09 to adjust parking fees. Staff have also prepared recommendations for exploring prospective new revenue sources, which includes adopting new fees, expanding hours of enforcement, expanding service areas, and establishing guidelines for the adoption of new resident parking permit areas.
