Kevin McGowan, Public Works Director, provided the staff report and responded to City Council questions and concerns.
City Council discussion included confirmation of grant funding; assessment and feasibility of the project; concerns related to evacuation corridors and access for emergency vehicles; total funding required for the project; and whether this project is a priority in the Capital Improvement Project list.
Kevin Carroll, Matthew Hartzell, Julie Vieira, Sandra Bushmaker, Warren Wells, Vicki Nichols, Pat, Maureen Gaffney, Nico Fitzgerald, Peter Van Meter, Jenny Silva, Jann Johnston, Adrian, Kieran Culligan, Alice Merrill, and Aaron Rowland provided public comments.
Continued City Council discussion included the importance of taking this item off of the Consent Calendar; the need to have written confirmation that approval at this time would not require moving to the construction phase; importance of stakeholder feedback; whether there could be modifications to the scope of work; design concept needed to be vetted by the public; matching fund requirements; contract parameters; whether design alternatives and concepts are still available; whether state funds are available; grant award parameters; the need for confirmation on 3 of 6
whether the grant award can be used for several designs; rewriting the proposal with a set of alternatives and including public feedback; obligation by the City if the direction is to proceed with the design; consolidating community engagement for alternative designs; and further information on the parameters of the grant funds.
By consensus, the City Council continued the item and requested staff return with an amended contract that will consider the following City Council concerns:
1. Confirm with the grantee (ABAG) concerning whether additional alternatives could be considered; and
2. Confirm that construction would not be mandated if a contract was approved; and
3. Continue to work with Parisi Transportation Consulting to provide an amended contract, which solves for potential alternative designs; and
4. Review the use of the grant funding and come to a consensus so that it may be used; and
5. Reiterate that the costs of the project would be the number one concern and not to pull out reserves because it can be very problematic.
6. Public outreach does not to be embedded into every scope of the project.
