CITY COUNCIL STAFF REPORT
DATE: January 18, 2023
TO: Honorable Mayor and City Council
FROM: Mali LaGoe, City Manager
SUBJECT: APPROVE THE 2023 SCOTTS VALLEY INTERJURISDICTIONAL
COMMITTEE, COMMISSION, BOARD AND COUNCIL
APPOINTMENTS, STANDING COMMITTEE AND LIAISON
APPOINTMENTS AND ADOPT RESOLUTIONS ESTABLISHING
PROJECT SPECIFIC SUBCOMMITTEES
SUMMARY OF ISSUE
Each year, the newly appointed Mayor nominates individual Council Members to serve on Interjurisdictional Committees, Commissions, Boards and Councils and Standing Local Committees. As a reminder, standing local committees are publicly noticed committee meetings that fall under the Brown Act (open government laws) and are open to the public. The 2023 Council Member Committee/Subcommittee appointments as proposed by Mayor Dilles are attached for your information. The list includes two Designated Liaison assignments to clarify communication and coordination roles between the City and the California League of Cities and the Scotts Valley Chamber of Commerce.
Further, the list was updated to include representatives assigned by the Santa Cruz County City Selection Committee where Scotts Valley is represented by a member of another City due to shared or rotating representation assignments. Finally, the formatting of this list was updated to clarify the representative/s and alternates assigned by adding “R:” to designate a Representative and “A:” to designate an Alternate. In some cases, there are two representatives and no alternates and in other cases, one representative and one alternate. The heading title was changed to “Member” where appropriate rather than “Representative.” Other titles and headings were also updated.
To complement the City Council’s consideration of appointments to interjurisdictional committees and standing local committees, staff recommends that the City Council establish and appoint Council Members to two temporary project specific Council subcommittees: the (1) FY 23/24 Budget Subcommittee; (2) Town Center Planning Subcommittee.
The attached resolutions, summarized below, clarify the two temporary project specific Council subcommittees’ purpose, duration, and Council representation. 001
