1. Mayor's proclamation celebrating Alfred Hitchcock Week: March 4th through March 10th

Mr. Hodgin and Mr. Alejandro spoke about the event scheduled for this weekend, March 8th through March 10th, and encouraged the community to attend.
CM Lind attended a board meeting for the Santa Cruz Metropolitan Transit District (METRO). METRO is in the process of recruiting a new Chief Executive Officer. The board received a report from the Regional Transportation Commission, and a report from the Reimagine METRO Phase II program. METRO received an award from the American Public Transportation Association (APTA) for their Youth Ride Free program.
CM Timms attended a meeting of the Local Agency Formation Commission (LAFCO) where the board adopted the resolution approving the extraterritorial service agreement for the sewer connection on Old Coach Road. As a reminder, the initial resolution was adopted by the Scotts Valley City Council on February 7, 2024.
CM Timms attended several meetings of the Childrens Network/Youth Action Network where they are recording a podcast for Child Abuse Awareness Month, which is in April. They have lined up several speakers who are donating their time to the podcast.
CM Dilles and CM Timm attended a meeting of the Economic Development subcommittee where they are continuing with business outreach, and also continuing conversations on branding ideas for the City of Scotts Valley.
CM Dilles attended a meeting of the Santa Margarita Groundwater Agency where they approved the submission of the groundwater sustainability program report. He also learned some interesting statistics regarding rainfall, groundwater usage, and groundwater storage. He noted that the Scotts Valley Water District received a drought resiliency grant from the Department of Water Resources.

PUBLIC COMMENT TIME
ALTERATIONS TO CONSENT AGENDA
Citizens Academy: The fourth session was held last night. This is a very engaged group - they heard about Community Development, and they had lots of questions.
Community Development Block Grant Program Income Funds (CDBG PI): The City has about $366,000 of CDBG PI that needs to be allocated to a project. Two public hearings were held this week to receive community input on ideas for this funding. In the next month or so, staff will be bringing ideas to the Council for potential uses of that funding that meet the federal and state guidelines.
Skypark Tot Lot: The Tot Lot will be open this weekend! The fencing will be taken down on Friday, and a grand opening will be scheduled for later this month.
Pothole Repairs: Potholes on the roadways have been an ongoing battle recently, but the Public Works Department, in collaboration with CalTrans, is using a new material for patching which looks promising. They are also working with CalTrans on long-term solutions.
Extreme Heat Grant: The City has submitted a letter of intent for a new grant program from the State. This Extreme Heat Grant, which is intended to help communities be more resilient to the changes in climate, could potentially be used for shade structures in the parks.
Jeremy Long, Wastewater Division Manager: City Manager LaGoe introduced the new Wastewater Division Manager, Jeremy Long.
Barbara Callahan, President of the Homeowners Association for Mountain Brook Mobile Home Park, spoke regarding the culvert and the redwood tree which is impinging on the fence in their community. She also spoke about the issues with parking at the tennis/pickleball courts.
CM Lind commended retired Lieutenant John Hohmann and the Police Department team who recently participated in the Polar Plunge which raised over $62K for the Special Olympics.
CM Dilles thanked the staff for their work on repairing the asphalt in areas at the north end of the City, and also thanked the Police Department for apprehending the people responsible for the recent car burglaries.
CM Timms thanked the Public Works staff for the continued efforts on the pothole repairs.

CITY COUNCIL STAFF REPORT
DATE: 3/20/2024
TO: Honorable Mayor and City Council
FROM: Scott Hamby, Interim Public Works Director
APPROVED: Mali LaGoe, City Manager
SUBJECT: Wastewater Shaftless Screw Conveyor Project Change Orders No. 1 and No. 2
SUMMARY OF ISSUE
Change Orders No. 1 and No. 2 represent additional work for the Wastewater Shaftless Screw Conveyor Project.
Change Order No. 1 includes the installation of an extra pipe support for the 4-inch PVC sludge conditioning discharge pipe. This work is needed due to the existing pipe support being attached to the old belt conveyor frame that will be removed. CITY COUNCIL STAFF REPORT
DATE: 3/20/2024
TO: Honorable Mayor and City Council
FROM: Steve Jesberg, Interim Public Works Director
APPROVED: Mali LaGoe, City Manager
SUBJECT: On-Call Paving and Concrete Repairs Contract Change Orders No. 2 and No. 3
SUMMARY OF ISSUE
On August 22, 2023 the City Council awarded a contract to Johnson & Company (Johnson) for On-Call Asphalt and Concrete Repairs in the amount of $250,000. Johnson has competed the crack seal of Scotts Valley Drive and multiple pavement repairs throughout the City. They have one remaining repair to make on Bean Creek Road which will complete their work under the original budget.
Public Works has identified additional road repairs that need to be completed that were not in the original scope provided to the contractor. Specifically, Mount Hermon Road west of the Highway 17 overpass has a ribbon of failed asphalt that has caused on-going maintenance problems this past winter. Johnson has reviewed the site with Public Works and provided a proposal for this work at a cost of $36,840. This pricing is less than the contract pricing due to the scale of these repairs in relation to the smaller repairs originally anticipated under this contract. It should be noted that not all the failed asphalt at this location will be repaired by this proposed work due to location and Caltrans direction not to close all west bound lanes of traffic. Contract Change Order No. 2 has been prepared to add this work to the contract.
Based on the positive feedback from the public for the repairs already completed, staff is recommending that the City complete additional small pavement repairs on roads citywide this year. By extending the contract amount this year an additional 5 – 10 site repairs can be made. These repairs will focus on collector streets and sites that could not be addressed during the winter. Contract Change Order No. 3 has been prepared to add an additional $63,160 to the contract. This additional work will be completed under the pricing in the original contract.
FISCAL IMPACT
This project is funded in the Capital Improvement program fund (Project #17). The following is a breakdown of the funding available:
SB1 (RMRA) $220,000
Gas Tax $205,000
Total program funding $425,000
Approval of Contract Change Orders No. 2 and No. 3 will add $100,000 to the contract, bringing the total contract amount to $300,000. This will leave $125,000 to be carried forward for additional work next year.
There is no impact on the general fund.
STAFF RECOMMENDATION
Staff recommends that the City Council approve Contract Change Order No. 2 in the amount of $36,840 and Contractor Change Order No. 3 in the amount of $63,160 for the On-Call Paving and Concrete Repair contract and authorize the Public Works Director to sign the change orders on behalf of the City.

SUBJECT: Strategic Goals for Fiscal Year 2024-25
SUMMARY OF ISSUE
Each year the City Council establishes Strategic Goals to guide the City's resource allocation priorities, both financial and staff capacity to work on various projects. On February 28th and 29th, the City Council met for a strategic planning workshop to discuss the status of the current year goals as well as discuss the needs of the City to identify goals for next year.
The proposed goals for Fiscal Year 2024 - 25 carry forward many of the same themes from the goals established for the current fiscal year. The City's ongoing commitment to building longterm financial stability is represented in the first goal to pursue additional revenue sources to support a thriving City. The second goal continues the City's commitment to enhancing operational efficiencies to maximize value to the community. Additional goals focus on the future of the Town Center, recreational programming, wastewater treatment plant upgrades, and roadway improvements. Finally, there are goals regarding improving civic engagement, relationships with businesses, celebrating Scotts Valley and exploring Scotts Valley's brand.
After the Council approves the proposed goals, the City Manager will lead the next step in the process with City staff to develop specific strategies, tactics and projects to achieve the Council's goals. The City Manager subsequently reports back to the City Council on a quarterly basis to measure progress on each of these efforts.
FISCAL IMPACT
There is no fiscal impact to approving the City's strategic goals. As the budget is developed for the new fiscal year, funding to support these goals will be considered and approved when the budget is adopted.
STAFF RECOMMENDATION
Approve the strategic goals for fiscal year 2024-25.
