COMMITTEE REPORTS

CITY MANAGER REPORT
Sheree Storm and David Brody from Dientes presented the Oral Health Access strategic plan for 2024-2028 and responded to questions and comments from the Council Members.

CM Dilles, along with Recreation Division Manager Pfefferkorn, attended a meeting with Ecology Action, and other representatives of jurisdictions around the county, as a follow-up to their visit to the Netherlands. They discussed commonalities within their jurisdictions in relation to cycling and how that fits into the overall transportation network, and they heard project updates from the different jurisdictions. Ecology Action will be presenting to the Council on 9/18 regarding cycling and the trip to the Netherlands, and also at that meeting the Council will hear a presentation on potential design options for Scotts Valley Drive.

CM Dilles, as the alternate for VM Timm, attended a meeting of the Association of Monterey Bay Area Governments (AMBAG) where they conducted a public hearing for the Draft Monterey Bay Metropolitan Transportation Improvement Program for 2024- 2028. They also approved a budget reduction of 5.9% which will reduce the amount of money that Scotts Valley, and other jurisdictions, receive from the state for housing programs associated with the Regional Early Action Planning (REAP) grants. They received an update on the California Central Coast Sustainable Freight Study, and they received an update on 2026 Regional Growth Forecast.

CM Timms attended a meeting of the Tobacco Waste Subcommittee, and they are conducting outreach to county retailers, including scheduled listening sessions, with the goal of presenting an action item to the Board of Supervisors on October 8th.

CM Lind attended a meeting of the Board of Directors of the Criminal Justice Council.

The Anti-Crime Taskforce has seized over 100 guns through July 31st, which is more than was received during all of 2023. They received a report from the Santa Cruz County Office of Education regarding students' behavioral health, and that report will be released at some point in the future. The board approved the contract for the final year of behavior health resource study.

CM Lind attended a planning meeting for the Mountain Affair event which is hosted by the Mountain Resource Center.

CM Lind, along with the other Council Members, received an invitation to the Suicide Prevention Breakfast on September 13th, and there will also be an Out of the Darkness Community Walk on September 28th at Skypark.

Thank You - Successful Art, Wine & Beer Festival: A huge thank you to the staff and to the Chamber of Commerce for the successful Art, Wine & Beer Festival last weekend. The City had a booth at the festival for the Town Center design options, and

they spoke to about 150 people.

Open House at Community Center for the Town Center Design Options: This event will be tomorrow, August 22nd, from 6:00 PM to 8:00 PM. We hope that many people come and participate by giving feedback on the design options.

Thank You - Intern Dustin Lopez: Dustin is in the audience this evening and his last day as an intern for the City of Scotts Valley is tomorrow, August 22nd. He has been our intern as part of the Cabrillo College Fellows program, and he has done some excellent work for the City. We are excited that he is passionate about being involved in local government!
Leadership Santa Cruz's Newest Cohort: Our Administrative Services Director, Stephanie Hill, started the Leadership Santa Cruz program yesterday. This is the largest cohort that they have had, and ASD Hill is excited about participating. The City submitted two names, but they could only accept one person because it is such a popular program.

Wastewater Fieldtrip: The Wastewater Team visited two packaged membrane bioreactor plants in the Central Valley on Monday of this week. This is the technology that the Council directed the staff to begin the design work on at the Wastewater Treatment Plant in order to update the tertiary system, and it was a great opportunity for our staff to talk to the operators of these plants.

Senior Center is Getting Tech Savvy: The members now each have their own membership cards that can be used similar to a debit card to check- in/pay for classes, and more. Thank you to all who have helped navigated this transition.

Grant for Electric Car Charging Stations: Our Senior Analyst, Carly Blanchard, spearheaded the effort to include Scotts Valley in a Federal Highway Administration (FHWA) grant for electric car charging stations at the Skypark public parking area. This project is led by AMBAG and the City of Santa Cruz. Carly has only been here a few weeks, but she jumped right in and worked with the Public Works Director to identify the potential locations.

Upcoming Events:
• August 22nd - the Police Department will honor retirees with a BBQ at Macdorsa Park.
• August 23rd - the Police Department will participate in the Police in Pursuit Special Olympics fundraising event in Watsonville at 5:00 PM. This year the race is dedicated to a former Scotts Valley Police Officer who passed away from cancer a few years ago.
• September 19th - the State of the City Address will be 4:00 PM, most likely at the Performing Arts Center.

Please follow the City on Social Media - Facebook, Instagram, and YouTube

CITY COUNCIL STAFF REPORT
DATE: 9/4/2024
TO: Honorable Mayor and City Council
FROM: Mali LaGoe, City Manager
APPROVED: Mali LaGoe, City Manager
SUBJECT: Approve Community Development Block Grant - Program Income (CDBG - PI) Funding Allocation

SUMMARY OF ISSUE
The City has an opportunity to utilize Community Development Block Grant (CDBG) Program Income (PI) funds to finance necessary improvements in the City. In March 2024, City staff held two public hearings to discuss the CDBG-PI funding opportunity and eligibility requirements, and receive community input on possible programs where funds could be used.

A third public hearing was held at the City Council meeting in April 2024 where the City Council directed staff to prioritize ADA improvements to the Senior Center for this funding opportunity.

On May 21, 2024 the potential for funding for ADA improvements was presented to the Senior Center Board for discussion of possible projects. Several improvements were identified to meet ADA standards and enhance the overall usability and safety of the facility. Staff referred to the City's ADA Transition Plan to ensure the facility is accessible to all residents, including those with disabilities. The identified improvements include landscaping, installation of acoustic panels, replacement of kitchen flooring, and upgrading kitchen cabinets.

A total of $366,667 is available in Program Income funds, and the proposed project budget is $360,223.00. The budget also covers construction management, labor compliance, contingency, and general administration.

Project Scope
The proposed ADA improvements to the Senior Center include the following:

1. Landscape Improvements:
o Improve the outdoor environment to provide a safe path of travel and welcoming space for senior center visitors.

2. Acoustic Panels:
o Install acoustic panels to reduce noise levels and improve sound quality within the Senior Center, ensuring that all users, especially those with hearing impairments, can fully participate in activities.

3. Kitchen Flooring:
o Replace the existing kitchen flooring with ADA-compliant, slip-resistant materials

Page 15 of 36 ends

to improve safety and accessibility for all users.

4. Kitchen Cabinets:
o Upgrade kitchen cabinets to meet ADA standards, making them more accessible to individuals with mobility challenges.

The Scotts Valley Senior Center is a vital community resource that provides services, activities, and a social environment for our senior residents.

The proposed improvements will significantly enhance the accessibility and functionality of the Senior Center, ensuring it meets ADA standards and providing a safer and more inclusive environment for our senior residents. The use of CDBG Program Income funds for this purpose aligns with the City’s goals of improving public facilities and supporting our senior community.

FISCAL IMPACT
The total available CDBG Program Income is $366,667. The proposed project budget of $360,223.00 is fully covered by the available funds, leaving a balance of $6,444.00 in Program Income. All necessary budget components have been accounted for. This action results in no impact to the City's Genera Fund.

STAFF RECOMMENDATION
Staff recommends that the City Council approve the use of CDBG Program Income and adopt Resolution 2051 authorizing the submission of a CDBG Program Income application for ADA improvements to the Senior Center, in an amount not to exceed $361,000.00.

CITY COUNCIL STAFF REPORT
DATE: 9/4/2024
TO: Honorable Mayor and City Council
FROM: Kendra Reed, Finance Manager
APPROVED: Mali LaGoe, City Manager
SUBJECT: Investment Report for the Quarter Ended June 30, 2024

SUMMARY OF ISSUE
Attached is the portfolio performance status report for the City and Supplemental Law Enforcement Fund ("SLESF") investment report for the quarter ended June 30, 2024. This information is for review only. No action is required by the Council.

The City’s investment report submitted herein complies with the City’s investment policy and evidence that there is adequate cash flow to meet the City’s needs for the next six months.

The City traditionally deposits excess operating portfolio funds in Local Agency Investment Fund ("LAIF") and to the California Asset Management Program (“CAMP”). CAMP is a California Joint Powers Authority (“JPA”) established in 1989. Investments offered through the Cash Reserve Portfolio (the “Pool” or the “CAMP Pool”) and CAMP Term are permitted for all local agencies under California Government Code Section 53601(p). CAMP is directed by a board of trustees, which is made up of experienced local government finance directors and treasurers.

New to this report is the Section 115 Pension Trust. On June 21, 2023, the Council adopted Resolution No. 2030 approving the adoption of the Multiple Employer OPEB/Pension 115 Trust administered by Shuster Advisory Group, LLC.

Assets in a 115 Trust are irrevocably committed to the government function specified in the applicable trust agreement. Additionally, monies held in such trusts can be invested in accordance with the rules governing those trusts, which are different from the investment rules for the City’s pooled investments. Investment restrictions that apply to the City (CA Government Code 53601) do not apply to the assets held in an Irrevocable Section 115 Trust, thus allowing for more flexibility in the investment strategy. An initial deposit of $2.0 million to the Trust was determined to be a feasible and effective amount.

The SLESF investment report reflects the latest information available concerning how the monies provided by the State of California for front line police services were invested as of June 30, 2024.

Additional information on the Pooled Money Investment Account ("PMIA") and LAIF are

Page 20 of 36 ends

provided from the State Treasurer’s site.

FISCAL IMPACT
There is no fiscal impact of receiving and filing the report.

STAFF RECOMMENDATION
Receive and file an Investment Report for the Quarter Ended June 30, 2024.

TO: Honorable Mayor and City Council

SUBJECT: Second reading and adoption of Ordinance No. 73.3 regarding City Council Member benefits

SUMMARY OF ISSUE
At the City Council Workshop on February 28th - 29th, 2024, Council and staff discussed the cost of Council Members' benefits in regard to Scotts Valley Municipal Code Section 2.24.020.

The City has provided Council Members with medical and health insurance coverage at the same rate as provided for City department heads. Depending on enrollment levels, this could be upwards of $200,000 per year. Council discussed the need for budget prudence and agreed to phase out Council member medical and health benefits. Adoption of this ordinance amendment means that City Council Members elected after November 1, 2024 will need to bear the full cost of the premium if they select medical coverage through the City of Scotts Valley.

CITY COUNCIL STAFF REPORT
DATE: 9/4/2024
TO: Honorable Mayor and City Council
FROM: Taylor Bateman, Community Development Director
APPROVED: Mali LaGoe, City Manager
SUBJECT: Disaster Recovery Multifamily Housing Program (DR -MHP) – Letter of Support Request to assist with financing a proposed 100% affordable housing project located at 4444 Scotts Valley Drive (APNs 022-491-04, &-06).

SUMMARY OF ISSUE
In December 2023, the City Council adopted its 6th Cycle Housing Element which was subsequently certified by the State Department of Housing and Community Development (HCD) on April 2, 2024. The Housing Element plans to accommodate the development of over 1,220 new units, as assigned by the Regional Housing Needs Allocation (RHNA) process, including 649 units for low and very low-income households (0% - 80% Area Median Income).

In the Housing Element, the City identified 43 non-vacant candidate sites. These sites were identified for a variety of reasons including property owner and developer interest, underutilized uses, and appropriateness of the site location in relation to other uses and community resources.

Program H-1.11 Non-Vacant Site Development states:

The City has identified a number of non-vacant candidate sites to accommodate future potential housing development. These sites were assessed for their likelihood and potential for redevelopment. To facilitate the residential development of these non-vacant candidate sites, the City will provide additional incentives such as, but not limited to, technical assistance, support funding applications, and reduced development standards.

Project Description
The City is processing an application to allow for a 100% affordable housing project located at 4444 Scotts Valley Drive. The project will include a three-story, 9,000 square foot building that consists of 25 apartment units, 24 of which will be affordable to low-income households (30% to 50% of AMI) with the remaining unit set aside for an on-site manager. Various amenities include a leasing office, laundry room, bicycle storage, community room and 38 surface level parking spaces. The applicant is utilizing state law (State Density Bonus Law and SB 35) to streamline the Planning approval process for the project. The review of the project is limited to

Page 29 of 36 ends

consistency with objective standards in the municipal code, General Plan, the City’s Multi-Unit design standards, and additional requirements in State law. See Attachment 1 for Site Plan, Floor Plan, and Elevations.

The project site is listed in the Housing Element in the candidate sites inventory as a site that can accommodate additional housing capacity along Scotts Valley Drive. The proposed density (25 dwelling units) aligns with the City’s analysis on the type of density and growth that could be accommodated on the site. This type of project also supports various Housing Element goals, policies, and programs focused on affordable housing development and diversifying the City’s housing stock.

Disaster Recover Multifamily Housing Program
The California Department of Housing and Community Development (HCD) received funding from the Community Development Block Grant – Disaster Relief (CDBG-DR) program to assist communities to construct affordable housing units in areas impacted by natural disasters. Due to the CZU Lighting Complex Fires of 2020, Santa Cruz County has been allocated funds through the DR-MHP Program to assist private developers, public entities and tribal entities seeking to build multifamily housing projects. To be eligible for funding, applicants are required to receive a letter of support for the proposed project from the local jurisdiction.

Although staff is continuing to review the project for compliance with local Zoning standards and standards outlined in state law, provision of a letter of support does not constitute an approval of the project. Rather, the letter indicates the City’s support for the applicant to submit a funding application to the DR-MHP program, consistent with the City’s Housing Element Program H-1.11.

Housing Element Implementation
This project, its eligibility for state funding, and its apparent consistency with the City’s Housing Element, is a positive example of the potential to redevelop a non-vacant parcel to much needed affordable housing in the City of Scotts Valley. In addition to this project, the City is in conversations with several property owners and interested developers on other Housing Element identified sites, a sign that the Housing Element effectively identified candidate sites with real interest for redevelopment. In addition to the candidate site interest, the City is also working with the developers of various pipeline projects to either update their projects or to finalize approvals. As the City is still in the first year of the 6th Cycle Housing Element implementation, we are seeing a promising start to achieving the goals of this 8-year cycle.

FISCAL IMPACT
This action does not create a fiscal impact.

STAFF RECOMMENDATION
Staff recommends City Council authorize the City Manager to sign the letter of support for the applicant’s funding application to the DR-MHP program which would assist with financing a proposed 100% affordable housing project on property designated in the Housing Element as a candidate site for increased housing capacity.
