ADJOURNMENT
City Council Meeting Minutes Page 2
Date: November 26, 2025

1. Resolution ratifying the proclamation of a local emergency for the Glenwood Drive slide
City Manager LaGoe presented this item and clarified that the special meeting held on November 19 addressed the City’s ability to procure a timely solution without following the Public Works bidding contract codes, as the City needed to engage with potential contractors promptly in order to fix the road. The action listed above is broader in that it proclaims an emergency based on the concern that the City will not have the financial resources needed to complete the job. Consequently, City Manager LaGoe proclaimed an emergency on November 19 that needed Council ratification within 7 days. She further explained the tight timeline set forth by CalOES in order to qualify for financial assistance in the future. This declaration will need to be renewed every 60 days, while the previous proclamation will need to be reviewed every 14 days during the procurement process.

M/S: Lind/Clark
To adopt Resolution No. 2079, ratifying the proclamation of a local emergency declared by the City Manager on November 19, 2025, for the Glenwood Drive slide.
