AGENDA ITEM 2.

DATE: 9/2/2026
City of Scotts Valley

CITY COUNCIL STAFF REPORT
DATE: 9/2/2026
TO: Honorable Mayor and City Council
FROM: Kirsten Powell, City Attorney
APPROVED: Mali LaGoe, City Manager
SUBJECT: Approval of Agreement between the City of Scotts Valley and Stephanie Hill Appointing Stephanie Hill to Serve as the Interim City Manager of the City of Scotts Valley

SUMMARY OF ISSUE
On August 5, 2026, City Manager Mali LaGoe announced her resignation. Her last day with the City will be September 30, 2026. Until a permanent City Manager is hired, the City desires to name Administrative Services Director Stephanie Hill as the Interim City Manager. During the time she serves as the Interim City Manager, she will remain in her role as the Administrative Services Director but some of her duties will be performed by others in order to ensure she has sufficient time to devote to the role of Interim City Manager.

The Interim City Manager Agreement outlines the responsibilities of Hill while acting as the Interim City Manager, the compensation she will be paid for performing the additional responsibilities and her right to return to her role as the Administrative Services Director at the conclusion of her interim role.

FISCAL IMPACT
The proposed compensation for the Interim City Manager represents an increase from the employee’s current Administrative Services Director salary; however, it remains below the compensation budgeted for the current City Manager position. As a result, the interim appointment is expected to result in overall salary savings to the City during the interim period.

Some of these savings may be used to provide supplemental staffing or other support within the Administrative Services Department while the employee serves as Interim City Manager.

Any such costs are expected to be accommodated within existing budget appropriations.

STAFF RECOMMENDATION
Staff recommends that the City Council approve the Agreement between the City of Scotts Valley and Stephanie Hill Appointing Stephanie Hill to Serve as the Interim City Manager of the City of Scotts Valley.

8. This Agreement represents the entire agreement between the parties and supersedes any and all other agreements, either oral or in writing, between the parties with respect to Hill’s appointment as the Interim City Manager and contains all of the covenants and agreements between the parties with respect to such employment. Each party to this Agreement acknowledges that no representations, inducements, promises or agreements, orally or otherwise, have been made by either party, or anyone acting on behalf of either party, which are not embodied herein, and that no other agreement, statement or promises not contained in this Agreement shall be valid or binding upon either party.

9. This Agreement may be amended at any time by the mutual consent of the parties by an instrument in writing, which amendment shall require City Council approval, except where City Manager approval is expressly authorized herein.

AGENDA ITEM 3.

DATE: 9/2/2026
City of Scotts Valley

CITY COUNCIL STAFF REPORT
DATE: 9/2/2026
TO: Honorable Mayor and City Council
FROM: Stephanie Hill, Administrative Services Director
APPROVED: Mali LaGoe, City Manager
SUBJECT: Authorization to Over-Hire One Emergency Dispatch Clerk I/II Position

SUMMARY OF ISSUE
The Police Department’s Emergency Dispatch operation has experienced ongoing staffing challenges resulting from vacancies, employee leaves of absence, and required training periods. Although the Department is currently fully staffed based on its authorized position allocation, several employees are unavailable for regular duty or have required training that will make them unavailable. As a result, maintaining required 24-hour coverage has required sustained overtime from available dispatch staff.

Staff recommends authorizing the Department to over-hire one Emergency Dispatch Clerk I/II above its currently authorized staffing allocation through June 30, 2027. The employee would be hired as a regular, benefited employee; the temporary nature of the action relates to the authorization to exceed the Department’s adopted staffing allocation, rather than the employee’s appointment.

The additional staffing capacity would reduce reliance on overtime, provide relief to existing staff, and provide greater flexibility for training, cross-training, employee leave, and other operational needs. These needs are expected to continue even as employees currently on leave return to work because newer employees must complete required training.

The Department currently has an open Emergency Dispatch Clerk I/II recruitment with candidate interest, allowing the City to move forward with an additional hire without initiating a new recruitment process.

The authorization to exceed the adopted staffing allocation would continue through June 30, 2027. As part of the Fiscal Year 2027/28 budget process, staff will evaluate ongoing dispatch staffing needs and recommend the appropriate authorized staffing level.

FISCAL IMPACT
The estimated gross personnel cost of the over-hire through June 30, 2027 is approximately

Page 19 of 21 ends

$95,000, inclusive of salary and associated benefit costs.

The net fiscal impact is expected to be lower due to personnel savings associated with employee absences and anticipated reductions in overtime expenditures. Based on current and projected Police Department personnel expenditures, staff anticipates the cost can be absorbed within the existing Fiscal Year 2026/27 budget. No additional General Fund appropriation is requested.

STAFF RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 2101, authorizing the over-hire of one Emergency Dispatch Clerk I/II position through June 30, 2027.

RESOLUTION NO. 2101

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SCOTTS VALLEY

APPROVING THE CITY MANAGER AUTHORITY TO OVER HIRE

ONE POLICE EMERGENCY DISPATCH CLERK I/II POSITION IN FISCAL YEAR 2026-27
WHEREAS, City staff continue to analyze the organization’s evolving needs; and WHEREAS, staff have identified the need to overfill one Police Emergency Dispatch Clerk I/II position; and
WHEREAS, staff have identified the need in Fiscal Year 2026-27 to ensure continuity of operations; and
WHEREAS, the current Fiscal Year budget can absorb the estimated cost of $95,000 to add this additional position due to other General Fund savings; and WHEREAS, the City Manager has the appointing authority for the City; and WHEREAS, City Council approval is needed to authorize the over hire in the Police Department.

NOW, THEREFORE, BE IT RESOLVED AND ORDERED by the City Council of the City of Scotts Valley that the City Manager has the authority to overfill one Police Emergency Dispatch Clerk I/II position for Fiscal Year 2026-27.
