Additionally, Congressional Representative Panetta sent a certificate, Rae Spencer-Hill from 5th District Supervisor Monica Martinez’s office presented a proclamation, and a joint proclamation from Assemblymember Gail Peller and Senator John Laird was presented by Kristina Glavis (Pellerin) and Jonathan Aodaca (Laird).

CM Timm attended an Enhanced Infrastructure Financing District Public Financing Authority meeting, and he noted that more detail will be covered later in the meeting during the regular agenda.

CM Timm attended the first session of the Central Coast Community Energy (3CE) annual meeting where they discussed the challenge of not being able to control the rates due to wildfires and issues with PG&E. There is a bill on the Governor's desk which would force PG&E to be honest with consumers regarding the real cost of rates.

CM Wimp attended an Integrated Waste Management meeting where they discussed the City's agreements for disposal of sharps, particularly the sunset of the ordinances that cover those agreements. They also discussed the CRV redemption programs and the fact that the kiosks have been removed. Redemptions can be done in stores and he noted that the Costco in Santa Cruz is a convenient site.

CM Wimp attended an Association of Bay Area Governments (AMBAG) meeting.

VM Clark attended a Regional Transportation Commission (RTC) meeting where they approved the response to the Civil Grand Jury Report. He noted that most of the recommendations in the report had already been implemented by the RTC. This information is available on the RTC website. The Commission also accepted the resignation of the Director of Planning, Programming, and Transportation.

VM Clark attended an Area Agency on Agency (AAA) meeting, and he noted that the Volunteer Center of Santa Cruz County is hosting a Fall and Fire Safety Workshop on 9/23 from 10:30 AM to 12:00 PM at Twin Lakes Church and more information can be found on the Volunteer Center website. They also discussed an increase in the HICAP program funds for this year, and the fact that the City of Hollister has decided to leave the AAA creating a $10,000 shortfall. VM Clark highlighted Project Scout, which assists seniors with their tax returns.

CITY MANAGER REPORT
Mayor Lind attended a Santa Cruz Metropolitan Transit District meeting which included a listening session with employees.

Mayor Lind spoke at the Scotts Valley Police Department's annual inspection.

First, thank you to the City Council for the proclamation and recognition of my contributions to the city over the years. I also want to thank our former council members – Jack Dilles and Randy Johnson for coming, and our state and federal representatives for their recognition.

The Granite Creek Culvert Project is nearly complete, with only minor erosion control and planting work remaining. This work is expected to be completed by the end of the month.

On Scotts Valley Drive, the contractor is still awaiting materials to complete the utility work.

Work on the traffic detection cameras and controllers is expected to begin within the next couple of weeks. The community can expect short-term lane closures during offpeak hours to install the cameras. No significant delays are anticipated. This will happen at all intersections along SV drive.

The Lodato Trail has been closed this week for repairs.

We had a great family campout at Siltanen Park last weekend with about 30 families participating.

Glenwood 5K is coming up on October 17th – new this year, we’ll have a 1-mile kids race. Register soon!
The State of the City address is scheduled for September 24th at 5:30 PM at the Landing.

Police Officer Darden will be sworn in on Monday, and our Police Team is fully staffed.

The Police Department is also organizing e-bike safety presentations to be delivered to students at the middle school next week and future presentations are being planned at the High School and for parents.

Open enrollment has begun for the City's employee health insurance program, and we are seeing significant costs increasing on some plans.

PUBLIC COMMENT TIME

ALTERATIONS TO CONSENT AGENDA
The Enhanced Infrastructure Financing District Public Financing Authority (EIFD PFA) met Monday and held a public hearing to review the Infrastructure Financing Plan (IFP) that is also on your agenda tonight.

I attended the 3CE Operations Board and Joint session today in Seaside where we reviewed the 2026/2027 budget and discussed issuing tax-exempt bonds to help lower energy costs for 3CE customers.

Ajita Patel, Secretary of the Santa Cruz County Hospitality & Lodging Association; Laura Waltz, owner of a hotel management company in Scotts Valley and a member of the Santa Cruz County Hospitality & Lodging Association; and Bijal Patel, President of the Santa Cruz County Hospitality & Lodging Association, all reported there was an inaccurate statement in the recent Mayor's Message which was published on September 12th in the Santa Cruz Sentinel. They believe that the statement “no local hoteliers objected to the increase” was inaccurate, and they respectfully requested the City correct the record. Other concerns include how the City responded to the hoteliers' concerns, the language in the argument for the Measure regarding the 2% increase, the possible misconception that a portion of the TOT goes to Visit Santa Cruz, and that the general public may be confused by the information presented.

Matthew Hakimi thanked the Council and the City Manager for their service, and he suggested that the pickleball courts be locked.

Mayor Lind recognized the 1440 Multiversity for hosting a gratitude event to recognize first responders, she participated in the 911 Stair Climb, and she attended a Women in Philanthropy meeting where they reviewed grant submissions and will award $10,000 each year for 2 years to Monarch and Food What. She also noted that she will clarify the statement that was published in the newspaper regarding Measure G.

VM Clark thanked the Police Department for another successful annual inspection.
