There is a bill on the Governor's desk which would force PG&E to be honest with consumers regarding the real cost of rates.
CM Wimp attended an Integrated Waste Management meeting where they discussed the City's agreements for disposal of sharps, particularly the sunset of the ordinances that cover those agreements. They also discussed the CRV redemption programs and the fact that the kiosks have been removed. Redemptions can be done in stores and he noted that the Costco in Santa Cruz is a convenient site.
CM Wimp attended an Association of Bay Area Governments (AMBAG) meeting.
VM Clark attended a Regional Transportation Commission (RTC) meeting where they approved the response to the Civil Grand Jury Report. PUBLIC COMMENT TIME
ALTERATIONS TO CONSENT AGENDA
The Enhanced Infrastructure Financing District Public Financing Authority (EIFD PFA) met Monday and held a public hearing to review the Infrastructure Financing Plan (IFP) that is also on your agenda tonight.
I attended the 3CE Operations Board and Joint session today in Seaside where we reviewed the 2026/2027 budget and discussed issuing tax-exempt bonds to help lower energy costs for 3CE customers.
Please sign up for the City’s newsletter and follow us on social media to stay informed of these and other important updates.
Ajita Patel, Secretary of the Santa Cruz County Hospitality & Lodging Association; Laura Waltz, owner of a hotel management company in Scotts Valley and a member of the Santa Cruz County Hospitality & Lodging Association; and Bijal Patel, President of the Santa Cruz County Hospitality & Lodging Association, all reported there was an inaccurate statement in the recent Mayor's Message which was published on September 12th in the Santa Cruz Sentinel. They believe that the statement “no local hoteliers objected to the increase” was inaccurate, and they respectfully requested the City correct the record. Other concerns include how the City responded to the hoteliers' concerns, the language in the argument for the Measure regarding the 2% increase, the possible misconception that a portion of the TOT goes to Visit Santa Cruz, and that the general public may be confused by the information presented.
Matthew Hakimi thanked the Council and the City Manager for their service, and he suggested that the pickleball courts be locked.
Mayor Lind recognized the 1440 Multiversity for hosting a gratitude event to recognize first responders, she participated in the 911 Stair Climb, and she attended a Women in Philanthropy meeting where they reviewed grant submissions and will award $10,000 each year for 2 years to Monarch and Food What. She also noted that she will clarify the statement that was published in the newspaper regarding Measure G.
VM Clark thanked the Police Department for another successful annual inspection.

CITY COUNCIL STAFF REPORT

TO: Honorable Mayor and City Council

APPROVED: Stephanie Hill, Interim City Manager
SUBJECT: Award of Citywide Landscaping Services Contract to Coastal Evergreen
SUMMARY OF ISSUE
The City of Scotts Valley maintains landscaped areas at City-owned facilities and within landscaped street medians. Routine landscape maintenance is necessary to maintain these areas, support safe pedestrian and vehicular access, preserve City infrastructure, and maintain the appearance of public spaces.
The City requires qualified contractor services to provide scheduled landscape maintenance and additional services as needed at City facilities and street medians. Pursuant to Section
5.11 of the Memorandum of Understanding with SEIU, the City notified SEIU of its intent to contract out for landscaping services. SEIU did not object to the City contracting out routine landscape maintenance as contemplated by this award.
REQUEST FOR PROPOSALS
On July 22, 2026, the City released a Request for Proposals (RFP) seeking qualified landscape maintenance contractors to provide routine and on-call landscape maintenance services at City-owned facilities and landscaped street medians.
The RFP sought firms with demonstrated experience providing landscape maintenance services for municipalities and other public agencies, including familiarity with Scotts Valley and the surrounding Santa Cruz County region.
The requested services include monthly maintenance at the Scotts Valley Branch Library, Community Center, Senior Center, Wastewater Treatment Plant, and approximately 24 landscaped street medians. Services may include, but are not limited to:
• Irrigation system inspection, adjustment, troubleshooting, and seasonal water management;
• Mowing, trimming, edging, pruning, and maintenance of turf, shrubs, hedges, groundcover, and ornamental trees;
• Weed control and vegetation management in landscaped areas, medians, sidewalks, curbs, and other hardscape surfaces;
• Removal and disposal of leaves, sediment, litter, and other landscape debris; • Clearing vegetation and debris from storm drain inlets and catch basins; • Replacement, installation, or relocation of ornamental landscape materials as directed by the City;
• Maintenance of visibility and clearance around traffic signs, streetlights, utility cabinets, and other City infrastructure; and
• Provision of traffic control for work performed within the public right-of-way in accordance with applicable requirements.
The RFP was released on July 22, 2026, with proposals due September 4, 2026.
SELECTION PROCESS
The City received fifteen (15) proposals in response to the RFP. Proposals were evaluated based on the criteria identified in the RFP, including the experience and qualifications of the project team, understanding of the project scope and proposed approach, demonstrated ability to complete similar projects on time and within budget, experience with public engagement and stakeholder coordination, references, and contract fees.
Following review and evaluation of the submitted proposals, City staff determined that Coastal Evergreen is qualified to provide the requested services and recommends award of the Agreement to the firm.
Coastal Evergreen will provide scheduled landscape maintenance and on-call services for City facilities and landscaped street medians in accordance with the scope of work and terms established in the Agreement.
PROPOSED AGREEMENT
The proposed Agreement with Coastal Evergreen provides for citywide landscape maintenance services, including routine maintenance at designated City facilities and landscaped street medians, as well as additional services as directed by the City. The Agreement provides for a three-year term, and establishes maximum compensation of One Hundred Six Thousand Three Hundred Fifty Dollars ($106,350.00) for services provided during the contract term. Services will be performed in accordance with the scope of work and fee schedule established in the Agreement.
FISCAL IMPACT
The Agreement will be funded through the City's previously approved maintenance budget.
There is no additional impact to the General Fund.
STAFF RECOMMENDATION
Staff recommends that the City Council approve Resolution No. 2105 approving a three-year Citywide Landscaping Services Agreement with Coastal Evergreen in an amount not to exceed $106,350 and authorizing the Interim City Manager to execute the agreement.

General liability coverage can be provided in the form of an endorsement to the Independent Contractor’s insurance (at least as broad as ISO Form CG 20 10 11 85 or both CG 20 10, CG 20 26, CG 20 33, or CG 20 38; and CG 20 37 forms if later revisions used).

Contractor will bear all losses, costs, damages, expense and liability of every kind, nature and description that arise out of, pertain to, or relate to such Claims, whether directly or indirectly (“Liabilities”). Such obligations to defend, hold harmless and indemnity the City shall not apply to the extent that such Liabilities are caused by the sole negligence, active negligence, or willful misconduct of the City.
The foregoing obligation of Contractor shall not apply when (1) the injury, loss of life, damage to property, or violation of law arises wholly from the negligence or willful misconduct of the City or its officers, employees, agents, or volunteers and (2) the actions of Contractor or its employees, subcontractor, or agents have contributed in no part to the injury, loss of life, damage to property, or violation of law. It is understood that the duty of Contractor to indemnify and hold harmless includes the duty to defend as set forth in Section 2778 of the California Civil Code. Project Understanding and Approach
Project Overview
Coastal Evergreen Company, Inc. understands that maintaining the City of Scotts Valley’s landscape areas requires consistent, proactive service and close attention to the appearance and health of highly visible public spaces. As a Scotts Valley-based company with more than 40 years of local experience, we understand the area’s climate, seasonal conditions, plant material, irrigation needs, and expectations for quality maintenance.
Our approach will focus on proactive landscape care, irrigation management, weed and groundcover control, quality control, safety, and responsive communication with City staff.
Project Approach and Methodology
Coastal Evergreen will begin with a thorough review of the City's landscape areas to identify existing conditions, irrigation needs, plant health concerns, and areas requiring special attention. This will allow us to establish priorities and ensure a smooth transition into the contract.
Routine maintenance will be performed on a consistent schedule based on the City's specifications and seasonal landscape needs. Our crews will focus primarily on shrub and tree care, groundcover maintenance, weed control, pruning, edging, blowing, litter removal, and maintaining clean and attractive landscape areas. The limited turf area at the Senior Center will be maintained appropriately as part of the overall service.
Irrigation management will be a key component of our approach. Crews will monitor irrigation systems during routine visits for broken heads, leaks, overspray, clogged or misaligned nozzles, and other issues affecting plant health or water use. Seasonal adjustments and a comprehensive spring system check will help ensure efficient irrigation and minimize water waste.
We will take a proactive approach to weed control, addressing weeds before they become widespread or negatively affect the appearance of the property. Groundcover areas will be regularly edged and maintained, and trees and shrubs will be monitored for proper growth, health, clearance, and appearance. Fertilization and appropriate pest-control measures will be performed according to the contract requirements and applicable regulations.
Quality Control and Communication
Coastal Evergreen supervisors will regularly inspect completed work and monitor site conditions to ensure our crews are meeting the City's expectations. Any deficiencies identified in the field will be addressed promptly rather than waiting for the next scheduled visit.
Our supervisors will also communicate conditions that require additional attention, including irrigation problems, plant health concerns, vandalism, damaged landscape infrastructure, or work outside the routine scope. This allows City staff to make informed decisions before minor issues become larger and more costly problems.
Unique Insight into the Project
Coastal Evergreen's local experience and previous work for the City of Scotts Valley provide a significant advantage on this project. We previously maintained the medians along Scotts Valley Drive and Mount Hermon Road and understand the importance of maintaining these highly visible areas to a consistently high standard.
We also recognize that Scotts Valley landscapes require maintenance based on actual site conditions rather than simply following a calendar. Seasonal growth, weather, water availability, weed pressure, and irrigation performance can all affect maintenance needs. Our supervisors and crews will continually evaluate these conditions and adjust our approach accordingly.
Our goal is to provide the City with a clean, healthy, safe, and consistently attractive landscape while being proactive, responsive, and cost-conscious in the delivery of services.
Exhibit F
SV_Schedule_and_Approach (1)
Project Schedule and Maintenance Approach
Coastal Evergreen will dedicate a consistent maintenance crew to the City’s Library, Senior Center, Community Center, Water Treatment Facility, and designated medians on a weekly basis. While the RFP calls for these areas to be serviced monthly, our proposed schedule provides for weekly visits to each location.
This approach allows our crew to address leaf litter, trash, weeds, and general landscape appearance throughout the month rather than allowing these items to accumulate between monthly visits. Weekly service will also allow us to mow the turf at the Senior Center on a consistent weekly schedule.
By dedicating one day each week to City facilities, Coastal Evergreen can provide consistent attention to each site, quickly identify and address maintenance issues, and maintain a cleaner and more polished appearance. We believe this proactive schedule will help minimize issues requiring notification to the City while providing a consistently well-maintained appearance throughout the contract.
Proposed Schedule:
● Weekly: Library, Senior Center, Community Center, Water Treatment Facility, and medians
● Senior Center: Weekly turf mowing during the appropriate growing season ● Each weekly visit: Leaf litter and trash removal, weed control, general landscape cleanup, and identification of maintenance needs
● Additional services: Performed according to the specifications and seasonal requirements outlined in the RFP

SV_Additional_Information
Scope Limitations, Additional Services, and Annual Price Adjustment Coastal Evergreen will perform all landscape maintenance services specifically identified within the scope of work. Services, repairs, replacements, or specialized work outside the routine maintenance requirements of this contract will be considered additional work and will require authorization from the City prior to commencement.
Irrigation Repairs: Routine monitoring and adjustment of the irrigation system are included within the scope of work. Repairs, replacement of irrigation components, or modifications to the irrigation system resulting from system failures, vandalism, damage, age, or other conditions beyond Coastal Evergreen’s control are not included in the base maintenance scope. Such work will be performed only upon City authorization and will be billed separately.
Plant, Shrub, and Tree Replacement: Replacement of plants, shrubs, trees, or other landscape materials that have died or become damaged for reasons unrelated to Coastal Evergreen’s negligence is not included in the base scope. Replacement materials and associated installation will be provided as additional work upon City approval and billed separately.
Tree Maintenance: Coastal Evergreen will maintain trees located within the boundaries of the contract areas as part of the routine landscape maintenance services; however, tree maintenance is limited to trees with a maximum working height of 12 feet. Tree work requiring specialized equipment, work above 12 feet, or services outside routine maintenance will be considered additional work and will be subject to City authorization and separate pricing.
Pollarding: Pollarding of designated trees is not included in the base maintenance scope.
Where specifically requested by the City, pollarding will be provided as an additional service at an agreed-upon cost prior to commencement.
Coastal Evergreen will communicate conditions requiring additional work to the City and, when appropriate, provide a recommendation and cost estimate for approval. No additional work will be performed without prior authorization from the City, unless otherwise agreed upon in writing.
Annual Price Adjustment: The pricing submitted with this proposal is reflective of Year One of the three-year contract term. To account for increases in labor, materials, equipment, fuel, insurance, and other operating costs, the contract pricing shall be adjusted annually for each subsequent contract year based on the Consumer Price Index (CPI). The applicable CPI adjustment will be applied at the beginning of each subsequent contract year. Coastal Evergreen will provide the City with written notice of the applicable price adjustment at least thirty (30) days prior to the effective date of the rate change.

City of Scotts Valley
CITY COUNCIL STAFF REPORT
DATE: 10/7/2026
TO: Honorable Mayor and City Council
FROM: Rodolfo Onchi, Public Works Director
APPROVED: Stephanie Hill, Interim City Manager
SUBJECT: Award of On-Call Traffic Signal Services Contract to Cal-West Lighting and Signal Maintenance, Inc.
SUMMARY OF ISSUE
The City of Scotts Valley owns and maintains traffic signals and pedestrian traffic control infrastructure necessary to support safe and efficient transportation throughout the community.
This infrastructure includes traffic signals, pedestrian signal heads, pedestrian push buttons, countdown timers, accessible pedestrian signal (APS) equipment, vehicle and pedestrian detection systems, traffic signal controllers and cabinets, communication systems, and associated electrical components.
The City requires specialized contractor services to provide routine and emergency maintenance, troubleshooting, repair, inspection, testing, and related support for this infrastructure. Because the need for these services varies based on system conditions, equipment failures, emergencies, and maintenance requirements, an on-call contracting arrangement provides the City with access to qualified specialized services when needed.
REQUEST FOR QUALIFICATIONS
On July 9, 2026, the City released a Request for Qualifications (RFQ) seeking qualified firms to provide on-call traffic signals and pedestrian traffic control system services.
The RFQ requested qualifications from firms with demonstrated experience in traffic signal and pedestrian traffic control system maintenance, repair, troubleshooting, emergency response, inspection, testing, installation, and related transportation infrastructure services. Proposers were required to demonstrate experience maintaining municipal traffic signal systems in compliance with applicable federal, state, and local standards.
The services requested include, but are not limited to:
• Traffic signal maintenance and repair;
• Pedestrian signal head and push-button maintenance and repair; • Countdown timer and accessible pedestrian signal (APS) maintenance; • Traffic signal detection system troubleshooting and repair; • Traffic signal controller and cabinet maintenance;
• Communication system troubleshooting and repair;
• Emergency response to traffic signal malfunctions;
• Inspection and testing of traffic signal equipment;
• Installation and replacement of traffic signal components; and • Other related transportation infrastructure support services as requested by the City.
The RFQ was released on July 9, 2026, with responses due September 11, 2026.
The City received six (6) Statements of Qualifications from qualified firms.
SELECTION PROCESS
Following receipt of the Statements of Qualifications, City staff reviewed and evaluated the submitted qualifications based on the firms' demonstrated experience, qualifications, technical capabilities, experience with municipal traffic signal systems, ability to respond to routine and emergency service needs, and overall suitability to provide the requested on-call services.
Based on the evaluation, staff determined that Cal-West Lighting and Signal Maintenance, Inc. is qualified to provide the requested services and recommends award of the Agreement to the firm.
Cal-West Lighting and Signal Maintenance, Inc. demonstrated the specialized experience and technical qualifications necessary to maintain and repair the City's traffic signal and pedestrian traffic control infrastructure and to provide timely response to routine and emergency service needs.
PROPOSED AGREEMENT
The proposed Agreement with Cal-West Lighting and Signal Maintenance, Inc. provides for oncall traffic signal and pedestrian traffic control system services for a three-year term commencing July 1, 2026, and ending June 30, 2029.
The Agreement establishes a maximum compensation of $151,500 for the three-year term.
Individual services will be authorized by the City as needed and will be performed in accordance with the terms, rates, and conditions established in the Agreement.
The on-call nature of the Agreement allows the City to obtain specialized services when needed without having to solicit a separate procurement for each individual traffic signal maintenance or repair need.
FISCAL IMPACT
The Agreement will be funded through the City's previously approved maintenance budget.

CLIMATE FRIENDLY BUSINESS PRACTICES
Community and Environment Strategy
Our effort to create a smaller carbon footprint and support our local community In the Traffic Signal and Street Lighting world, lots of traffic signals, street light poles, and equipment are knocked down due to accidents or weather phenomenon. Cal-West recycles every piece of equipment either through refurbished and re-use (if salvageable) or recycle centers. In turn, this helps our community as our customer's budgets are funded by our own citizens’ tax dollars. Finding creative solutions and staying within or under budget is a win-win for everyone in the community.
Cal-West uses LED lamps for all replacements in traffic signal indications, street/safety lighting and other forms of park/bridge/building lighting. We also only buy "second hand" furniture at the office. We have a large skylight and do not have blinds on our windows as we utilize the natural light. Our office recently upgraded to a more energy efficient style of LED lighting. Our administrative staff uses Dell laptops that are Energy Star compliant (use less energy than desktops), share our printer and use recycled paper. We only use eco-friendly trash bags and permanent liners in our restrooms. We use green cleaning products and stock our breakroom/kitchen area with real flatware, plates, cups, and glasses to reduce our overall plastic use. Our team constantly looks for ways big or small to re-purpose or re-use items and reduce our overall waste.
Keeping things simple make it easier to have a smaller footprint :) Cal-West also annually supports local Autism Awareness Walk, Purple Stride Walk to End Pancreatic Cancer, Walk to End Alzheimer’s, National Make A Difference Day and the Monterey Bay Aquarium. Health and Safety Policy

1) NOTICE OF INVITATION
The City of Scotts Valley (“City”) is requesting qualifications from qualified firms of traffic signal and pedestrian traffic control system maintenance, repair, troubleshooting, emergency response, inspection, testing, installation, and related transportation infrastructure services, including traffic signals, pedestrian signal heads, push buttons, countdown timers, accessible pedestrian signal (APS) equipment, detection systems, traffic signal controllers, cabinets, communication systems, and associated electrical components, with demonstrated experience maintaining municipal traffic signal systems in compliance with applicable federal, state, and local standards to provide on-call traffic signal and pedestrian traffic control system maintenance, repair, inspection, troubleshooting, emergency response, testing, and related support services for City-owned traffic signal infrastructure for three years beginning July 1, 2026, with the option to extend services for up to two (2) years.
Interested firms shall electronically submit qualifications through the City's OpenGov Procurement portal only.
Qualifications are due before 12:00 am on Friday, September 11, 2026.
No submission will be accepted by oral communication, telephone, or facsimile transmission. Qualifications may be withdrawn prior to the time set for closing. Postmarks will not be accepted. Any qualification received after the time set for closing or in a manner other than specified within this RFQ will be rejected. 2) INTRODUCTION
The City is interested in firms with government experience with public agencies of a similar size and services to the City. The City is particularly interested in firms with extensive experience providing on-call traffic signal and pedestrian traffic control system services for municipal agencies, particularly within the Scotts Valley and Highway 17 corridor, with demonstrated capabilities in emergency response, preventative maintenance, and regulatory compliance.
3) BACKGROUND
The City of Scotts Valley is in Northern Santa Cruz County in the redwoods of the Santa Cruz Mountains. Located southwest of Silicon Valley, Scotts Valley is approximately 6 miles north of Santa Cruz, 30 miles southwest of San Jose, and 68 miles south of San Francisco. Scotts Valley is known throughout Santa Cruz County for its natural beauty, proximity to the Silicon Valley, and small-town character – making it an excellent place to live.
The City services include police protection, parks and public works, community development, recreation, wastewater, and City administration including human resources, information technology, and finance. For the fiscal year 2024-2025, the City has an operating expense budget of $30 million and a capital expense budget of $10 million. The City currently employs approximately 65 full-time and part-time employees.
Since its incorporation in 1966, Scotts Valley has witnessed considerable changes, as local and regional employment opportunities have attracted many new residents to the community. Between 1970 and 2020, Scotts Valley has grown from a small town of 3,621 persons to a community of 11,693 persons in 2020. Due to Prop 13 formulas, Scotts Valley is a low property tax city, only receiving 6% of the property taxes generated in the City. Since the end of redevelopment, the City has struggled to maintain its infrastructure, resulting in significant deferred maintenance of its streets, parks, wastewater treatment plant and collection system, and
City facilities including a senior center and community center. The City has an ambitious economic development project to build a mixed-use Town Center on 14 acres of vacant land and has significant pressures to facilitate the development of affordable housing both due to market conditions and the most recent RHNA allocations from the State of California. Due to its demographic statistics, Scotts Valley does not meet the criteria as a disadvantaged community making competitive grant opportunities particularly challenging. 4) SCOPE OF SERVICES
4.1 Scope of Services
The City of Scotts Valley is seeking qualified firms to provide on-call traffic signal and pedestrian traffic control system services for City-owned transportation infrastructure. Services will be performed on an as-needed basis to maintain the safe and reliable operation of traffic signals, pedestrian crossing systems, and associated equipment throughout the City. The selected consultant shall furnish all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to perform the requested services.
The selected firm shall be capable of responding to routine maintenance requests, scheduled preventative maintenance, emergency repairs, and troubleshooting of traffic signal malfunctions. The City places a strong emphasis on rapid response times and seeks firms with demonstrated experience serving municipal agencies within the Scotts Valley and Highway 17 corridor.

The City currently maintains 13 signalized intersections and may add or modify traffic signal infrastructure during the term of the agreement. CITY COUNCIL STAFF REPORT
DATE: 10/7/2026
TO: Honorable Mayor and City Council
FROM: Rodolfo Onchi, Public Works Director
APPROVED: Stephanie Hill, Interim City Manager
SUBJECT: Award of On-Call Street Sweeping Services Contract to Accent Clean and Sweep, Inc.
SUMMARY OF ISSUE
The City of Scotts Valley maintains public roadways, bicycle lanes, parking lots, and other Cityowned paved surfaces that require routine and periodic street sweeping to maintain cleanliness, support safe travel, and minimize the accumulation of debris and pollutants.
The City requires specialized contractor services to provide scheduled and on-call street sweeping services, including debris removal, emergency response following storms and other incidents, and related support. Because service needs vary based on seasonal conditions, weather events, roadway conditions, and maintenance requirements, an on-call contracting arrangement provides the City with access to qualified services when needed.
REQUEST FOR QUALIFICATIONS
On July 9, 2026, the City released a Request for Qualifications (RFQ) seeking qualified firms to provide on-call municipal street sweeping services for City-maintained streets, bicycle lanes, parking lots, and other designated paved surfaces.
The RFQ requested qualifications from firms with demonstrated experience providing municipal street sweeping services to public agencies, including experience operating in hilly terrain, heavily wooded areas, and communities with seasonal leaf fall and storm-related debris.
The services requested include, but are not limited to:
• Scheduled sweeping of City streets in accordance with established routes; • Sweeping of bicycle lanes, gutters, intersections, medians, cul-de-sacs, and designated parking lots;
• On-call and emergency sweeping following storms, traffic accidents, special events, construction activities, utility work, or other situations requiring debris removal; • Removal of leaves, sediment, litter, gravel, glass, vegetation, and other debris from paved surfaces;
• Proper disposal of collected debris in accordance with applicable regulations;
• Coordination with City staff regarding scheduling, route modifications, special requests, and emergency response;
• Compliance with stormwater pollution prevention requirements and applicable best management practices;
• Documentation of completed services, including routes completed, dates of service, and notable field conditions; and
• Provision of qualified personnel and properly maintained street sweeping equipment.
The RFQ was released on July 9, 2026, with responses due September 11, 2026.
SELECTION PROCESS
The City received seven (7) Statements of Qualifications in response to the RFQ. Submittals were evaluated based on responsiveness to the RFQ, qualifications and experience providing similar municipal services, proposed approach and availability, references, and contract fee.
Based on the evaluation, staff determined that Accent Clean & Sweep, Inc. is qualified to provide the requested services and recommends award of the Agreement to the firm.
Accent Clean & Sweep, Inc. demonstrated the qualifications and experience necessary to provide municipal street sweeping services and respond to the City's scheduled and on-call service needs.
PROPOSED AGREEMENT
The proposed Agreement with Accent Clean & Sweep, Inc. provides for on-call municipal street sweeping services for a term commencing July 1, 2026, for a period of three (3) years.
The Agreement establishes maximum compensation of $141,750 for the services provided during the contract term. Services will be performed in accordance with the scope of work and fee schedule established in the Agreement.
The on-call nature of the Agreement allows the City to obtain street sweeping services as needed, including scheduled maintenance and additional services following storms, special events, and other circumstances requiring debris removal.
FISCAL IMPACT
The Agreement will be funded through the City's previously approved maintenance budget.
There is no additional impact to the General Fund.
STAFF RECOMMENDATION
Staff recommends that the City Council approve Resolution No. 2103 approving the proposed three-year On-Call Street Sweeping Services Agreement with Accent Clean & Sweep, Inc. in an amount not to exceed $141,750 and authorizing the Interim City Manager to execute the Agreement.

City of Scotts Valley
CITY COUNCIL STAFF REPORT
DATE: 10/7/2026
TO: Honorable Mayor and City Council
FROM: Stephanie Hill, Interim City Manager
APPROVED: Stephanie Hill, Interim City Manager
SUBJECT: Emergency Preparedness and Winter Readiness
SUMMARY OF ISSUE
As the winter storm season approaches, the City is coordinating with regional partners and working to improve the emergency preparedness information available to Scotts Valley residents.
On October 7, City staff will participate in an Operational Area briefing hosted by the Santa Cruz County Office of Response, Recovery & Resilience (OR3) with the National Weather Service. The briefing will include a regional weather outlook in the context of the current El Niño pattern, as well as discussion among local agencies regarding winter preparedness activities and coordination needs. Because the briefing will occur the morning of the Council meeting, staff will provide any relevant updates verbally during the October 7 Council meeting.
Staff is also developing a new Emergency Preparedness section for the City website. The page is intended to provide residents with one easy-to-find location for current emergency preparedness information while relying on resources maintained by the appropriate local, state and federal agencies.
The webpage will direct residents to information and resources for:
• Signing up for CruzAware emergency alerts
• Identifying their evacuation zone
• Making a household emergency plan
• Building an emergency supply kit
• Wildfire preparedness
• Flood and severe storm preparedness
• Earthquake preparedness
• Power outages
• Evacuation information
• Access and functional needs
• Local emergency resources
The page will also provide links to partner agencies including Santa Cruz County OR3, Scotts Valley Fire Protection District, Cal OES, FEMA, PG&E, 211 Santa Cruz County, the National Weather Service, and more.
The City's 2024 Emergency Operations Plan (EOP) will also be posted with additional context explaining its purpose. The EOP establishes how City government organizes and coordinates its response to major emergencies and disasters. It is an emergency management and government operations document and is not intended to serve as a step-by-step preparedness guide for residents. The new webpage will help distinguish between the City's emergency response framework and the preparedness information residents should use before and during an emergency.
Upcoming Emergency Preparedness Workshop
Residents are encouraged to participate in the Stay Ready Emergency Preparedness Workshop on Wednesday, October 14 at 5:00 p.m. via Zoom. The workshop is being presented by the Housing Authority of the County of Santa Cruz in partnership with OR3.
Topics will include:
• El Niño and severe weather
• Flooding, storms, and power outages
• Emergency alerts and evacuation information
• Preparing your household before an emergency
• Local resources available in Santa Cruz County
Live Spanish interpretation will be available.
Workshop information and registration:

CITY COUNCIL STAFF REPORT

TO: Honorable Mayor and City Council

SUBJECT: Consideration of a Resolution Opposing California Proposition 43
SUMMARY OF ISSUE
Proposition 43 is a legislatively proposed constitutional amendment on the November 3, 2026 statewide ballot. Beginning January 1, 2027, it would require voter-initiated local special taxes to receive approval from two-thirds of voters rather than the majority-vote threshold that applies to those measures under current law. The City Council may consider whether to take a formal position on the measure.
California has different voter-approval rules depending on how a local special tax reaches the ballot. A special tax placed on the ballot by a city or other local governing body currently requires two-thirds voter approval. In contrast, recent court decisions have allowed special taxes proposed through the local voter initiative process to be approved by a simple majority.
Proposition 43 would apply the two-thirds threshold to voter-initiated local special taxes as well. The California Secretary of State describes the measure as increasing the approval threshold for voter-proposed local special taxes from a majority to two-thirds for measures approved after January 1, 2027.
Supporters argue that Proposition 43 would apply the traditional two-thirds voter-approval standard for local special taxes to voter-initiated measures and strengthen taxpayer protections. Opponents argue that the measure would make it more difficult for local voters to approve dedicated funding for specified local services. The official state voter guide identifies the California Taxpayers Association, Family Business Association of California, and California Hispanic Chambers of Commerce among supporters of Proposition 43.
On September 16, 2026, the League of California Cities (Cal Cities) announced its opposition to Proposition 43 and encouraged cities wishing to oppose the measure to adopt a resolution.
Cal Cities states that the higher vote threshold could limit a local revenue tool used by communities to fund specified services. Cal Cities also identified the California State Association of Counties, California Special Districts Association, and Association of California Water Agencies among organizations opposing the measure.
For Scotts Valley, Proposition 43 would not directly reduce or eliminate existing City revenues.
Its potential effect would arise if voters in the future proposed a local special tax that received
majority support but less than two-thirds approval. The Legislative Analyst states that the measure could result in local government tax revenues being lower in the future than they otherwise would be, although the actual fiscal effect is unknown and would depend on future decisions by local governments and voters.
If the City Council wishes to take a formal position, the attached resolution would state the City of Scotts Valley’s opposition to Proposition 43 and authorize transmission of the adopted resolution to Cal Cities and other appropriate parties.
FISCAL IMPACT
There is no direct fiscal impact associated with adopting the resolution. Proposition 43 would not reduce existing City revenues. Any future fiscal effect is unknown and would depend on whether a voter-initiated local special tax is proposed in Scotts Valley and receives majority support but less than the two-thirds approval that Proposition 43 would require.
STAFF RECOMMENDATION
Adopt the attached Resolution No. 2102 Opposing Proposition 43.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SCOTTS VALLEY OPPOSING CALIFORNIA PROPOSITION 43
WHEREAS, Proposition 43 is a legislatively proposed constitutional amendment appearing on the November 3, 2026 statewide ballot; and
WHEREAS, under current law, local special taxes placed on the ballot by a local governing body require two-thirds voter approval, while voter-initiated local special taxes may be approved by a majority vote; and
WHEREAS, beginning January 1, 2027, Proposition 43 would require voter-initiated local special taxes to receive two-thirds voter approval; and WHEREAS, the California Legislative Analyst’s Office has stated that Proposition 43 could result in local government tax revenues being lower in the future than they otherwise would be, with the actual fiscal effect depending on future decisions by local governments and voters; and WHEREAS, Proposition 43 would not reduce or invalidate existing City revenues or voterapproved local taxes, but would change the approval threshold applicable to future voter-initiated local special taxes; and
WHEREAS, the League of California Cities and other local government associations have announced opposition to Proposition 43 based on concerns regarding local voter authority and future local revenue options; and
WHEREAS, the City Council desires to state its position on Proposition 43 and preserve the ability of local voters to consider future voter-initiated special tax measures under the approval threshold provided by current law.

November ballot measure could limit
voters’ ability to fund essential local
services
Sep 16, 2026
The coalition to oppose Proposition 43 launched this week By Kristine Guerrero, senior director of public affairs (https://www.calcities.org/staff/kristine-guerrero)
Local government associations and public safety, labor, and community groups have joined forces to oppose Proposition 43, a constitutional amendment on the November statewide ballot that could limit voters’ ability to raise revenue for local government services. (https://voterguide.sos.ca.gov/propositions/43/) If approved by the voters, Prop. 43 would require all local special taxes to receive two-thirds voter approval, not just those proposed by local governments. This would eliminate a tool many communities rely on to fund essential local services, including emergency response, wildfire preparedness, affordable housing, and homelessness services.
"In Sonoma County, one of the highest fire-risk areas in California, citizens passed Measure H in 2024 ... to ensure sustainable fire response, expand paramedic availability and aggressive wildfire prevention,” wrote Sonoma Council Member Sandra Lowe in CalMatters
(https://calmatters.org/commentary/2026/08/proposition-43-taxes-minority-rule/) . “If Prop. 43 was law two years ago, none of that would have happened — even with almost 62% of the vote.”
If approved, Prop. 43 would make it harder for communities throughout the state to use this longstanding tool at a time when many cities are struggling with budget deficits (https://www.abc10.com/article/news/local/california/how-rising-costsslower-revenue-are-driving-budget-deficits-across-california-cities/103-9f63b1cf-1189- 4e5b-ad40-6fed51baf679) .
As an example: Earlier this month in Fresno, mayors and council members from across Fresno County, including Fresno Mayor Jerry Dyer, joined local business groups, labor, and council community groups to support Measure S, a citizensponsored sales tax measure to fund transportation in the county and throughout cities. The city recently closed a $34.5 million deficit, making the possible funding stream even more critical.
A recent survey by the Public Policy Institute of California (https://www.ppic.org/publication/ppic-statewide-survey-californians-and-theirgovernment-september-2026/) found that just 43% of likely voters would vote yes on the measure. Even the ballot measure’s author
(https://x.com/BuffyWicks/status/2071801817915421109) opposes it.
The measure was placed on the ballot as part of a last-minute deal (https://www.yahoo.com/news/politics/articles/california-lawmakers-yank-high-stakes010244618.html) between the Howard Jarvis Taxpayers Association and lawmakers that removed a more destructive version of the measure and a separate constitutional amendment dealing with voter thresholds from the ballot.
Other local government organizations opposed to Prop. 43 include the California State Association of Counties, California Special Districts Association, Association of California Water Agencies, and the California Park and Recreation Society.
Cities can oppose Prop. 43 by adopting a resolution. For more information about how to get involved, contact your regional public affairs manager (/getinvolved/regional-divisions) or email [email protected] (mailto:[email protected]) .

SUBJECT: Biennial Budget Process
SUMMARY OF ISSUE
Staff recommends transitioning the City to a biennial budget process beginning with Fiscal Years 2027/28 and 2028/29. Under this approach, the City would develop a comprehensive two-year financial plan while maintaining regular financial reviews and opportunities for City Council oversight and budget amendments throughout the two-year period.
The primary benefit of a biennial budget is the opportunity to strengthen the City's long-term financial and operational planning. Developing two fiscal years together requires departments to look beyond the immediate budget year and identify anticipated staffing, operating, contractual, capital, and service needs over a longer planning horizon. This provides Finance and the City Council with earlier visibility into future needs and financial pressures and improves the information available for forecasting and decision-making.
A two-year process also creates a stronger connection between the City's budget, long-range financial forecast, capital planning, and City Council priorities. Rather than considering each fiscal year largely as a standalone exercise, the biennial process provides a framework for evaluating how decisions made in the first year affect resources and service delivery in the following year and beyond.
Importantly, a biennial budget would not reduce financial review or City Council oversight.
The proposed two-year cycle would include:
• Biennial Budget Adoption: Comprehensive development, review, and adoption of detailed budgets for both fiscal years.
• First-Year Mid-Year Review: Formal review of revenues, expenditures, staffing, capital projects, fund balances, economic conditions, and other significant financial developments, with budget amendments presented as necessary. • Second-Year Budget Review: Before the second fiscal year begins, a comprehensive review of the previously adopted second-year budget. Revenue estimates, expenditures, personnel costs, capital needs, reserves, economic assumptions, and City priorities would be updated, with recommended amendments presented to the City Council.
• Second-Year Mid-Year Review: A second formal review of financial performance and any necessary budget amendments.
The second-year review is a key component of the proposed process. The City would not adopt a budget and then operate for two years without reconsidering it. Before the second fiscal year begins, staff, the Budget Subcommittee, and the City Council would conduct a substantive review based on current financial and operational conditions. The principal difference from the current annual process is that this review would begin with an already developed second-year financial plan, allowing the discussion to focus on actual performance, updated projections, changing conditions, and priorities rather than reconstructing the entire budget from the beginning.
This structure shifts the City's budgeting effort toward planning, monitoring, and evaluating financial performance. Staff would continue to regularly compare actual results with the adopted budget, update long-range projections, identify emerging financial issues, and bring necessary adjustments to the City Council. The goal is not less budgeting, but a more forwardlooking budget process with continued review throughout the biennium.
A secondary benefit is more effective use of staff resources. The City does not maintain a separate budget office, and development of the annual budget requires significant participation from Finance, the City Manager's Office, Department Heads, and other staff. Conducting the comprehensive development process every two years allows more staff time during the intervening year to be directed toward financial analysis, capital and organizational planning, project implementation, grant opportunities, and other City Council priorities.
Biennial budgeting is an established practice among California local governments and is consistent with nationally recognized governmental budgeting standards. Nearby cities including Watsonville, Gilroy, Pismo Beach, and other special districts, have utilized biennial budgets that have received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award, demonstrating that a two-year budget cycle can support strong financial planning, transparency, and accountability.
The Budget Subcommittee reviewed the proposed transition and recommended moving the concept forward for City Council consideration. Department Heads have also been consulted and support the proposed process.
Timing and Implementation
Development of the City's first biennial budget will be a significant undertaking. In addition to developing the FY 2027/28 budget, staff will need to establish assumptions and detailed departmental budgets for FY 2028/29 and develop the processes and presentation format that will support the new two-year cycle.
The City is positioned to undertake this work during the upcoming budget process. Staff and supplemental professional support are available to assist with development of the first biennial budget, provided the City begins the process early and uses the remainder of the current fiscal year to establish the framework, assumptions, forecasts, and departmental planning necessary for the transition.
The timing also provides several advantages. Beginning with FY 2027/28 and FY 2028/29 would allow the City's first biennial budget to be developed during a non-election year and would align the budget cycle with the City's biennial City Council strategic goals update. This provides an opportunity for Council priorities, departmental work plans, and financial resources to be considered together within the same two-year planning horizon.
Following completion of the first biennial cycle, staff can evaluate the process and recommend any adjustments before development of the next biennial budget.
FISCAL IMPACT
There is no direct fiscal impact associated with transitioning to a biennial budget process.
Development of the first biennial budget will require additional upfront planning and staff effort to establish the two-year framework. The City has existing staff and supplemental professional support available to assist with this transition.
Over time, the biennial process is expected to make more effective use of existing resources by reducing the administrative effort associated with rebuilding a complete operating budget each fiscal year and allowing additional capacity for financial forecasting, monitoring, analysis, and implementation of funded City priorities.
STAFF RECOMMENDATION
Staff recommends that the City Council approve transitioning to a biennial budget process beginning with FY 2027/28 and FY 2028/29 and direct staff to begin development of the City's first biennial budget during the current fiscal year.
The proposed process would include formal mid-year financial reviews in each fiscal year, a comprehensive review and update of the second-year budget before that fiscal year begins, continued long-range financial forecasting, and regular opportunities for Budget Subcommittee and City Council review and budget amendments throughout the biennium.
