The EOC activation for the pandemic was unique for many reasons:
• The extended response and support by all City Departments. • Activities and requests came in waves.
• Orange County Health Care Agency (OCHCA) provided direction and control rather than public safety or emergency management agencies. • The global impact to businesses, schools, healthcare, and transportation influenced the availability of resources and personnel. • The extensive number of financial resources available for response and recovery.
According to the CDC Influenza Division, there have been four pandemics in the last 100 years before COVID-19, occurring in 1918 (675,000 estimated deaths), 1957 (116,000 estimated deaths), 1968 (100,000 estimated deaths) and 2009 (12,500 estimated deaths). According to Johns Hopkins University of Medicine, as of June 1, 2022 there have been 6,297,217 COVID-19 related deaths worldwide, 1,008,241 in the United States, and 90,815 in the State of California.
The COVID-19 pandemic was unprecedented in many ways and the response actions taken by the City of Seal Beach were constantly evolving and expanding to address new and different challenges. The Event Summary and After-Action Report will provide a foundation and outline for response to the next pandemic so that the City of Seal Beach can be most prepared to confront any emergency.
