The City Council met in a Special City Council Budget Workshop ( Operating Budget) at 4: 05 p. m. in the City Council Chambers.

CITY MANAGER REPORT
City Manager Ingram highlighted a couple of significant takeaways related to the draft Proposed Budget for FY 2023- 24. She noted that staff is presenting a balanced budget three weeks earlier than presented in years past and thanked City Council for dedicating a significant amount of time in briefings with staff as a part of the budget development process. She indicated that staff began this process with a two ( 2) million- dollar deficit and expressed the challenges with expenditures outpacing revenues.
City Manager Ingram thanked each member of the Executive Management team and their support staff for several months of dedication and their ownership of the budget development process. She especially acknowledged, thanked, and commended Director of Finance Barbara Arenado, and acknowledged Finance Manager Alayna Hoang for her many years of unwavering dedication and support and the countless hours that both Barbara and Alayna have dedicated to this important process and to our community.
BUDGET WORKSHOP
Director of Finance Barbara Arenado provided a high- level overview of the Proposed Fiscal Year 2023-2024 Operating Budget including City Council Strategic Priorities, Department Goals and Performance Measures, Financial Plans, Challenges and Opportunities. Each Executive Management team presented their respective department budgets and addressed Council Member questions.
Director of Finance Barbara Arenado concluded the presentation and turned the meeting over to Mayor Moore to allow for Council Member questions and comments.
Council Members asked questions, discussed the need for additional revenue sources, including Proposition 218 measures, offered comments, discussed and received clarification about the draft budget presentation, and thanked staff for their hard work in preparing the budget.
ADJOURNMENT
Mayor Moore adjourned the meeting at 6: 12 p. m. to Tuesday. May 2, 2023, at 5: 30 p. m. for the continuation of the Budget Workshop — Capital Improvement Program. 4111 -
