The City Council met in a Special Meeting for the Housing Laws Study Session at 5:39 p.m. in the City Council Chambers.

STUDY SESSION
Community Development Director Smittle welcomed everyone to the Study Session and provided an overview of the agenda and the goals of the meeting. She called upon Richards Watson Gershon Counsel Diana Varat, who provided an in-depth overview of the housing element, the California Housing Accountability Act (HAA) and builder's remedy projects, the state's enforcement of housing laws, and the streamlined and ministerial approval processes.
A discussion ensued between the Council Members, staff, and Counsel Diana Varat.
Their questions and concerns were addressed by Counsel Diana Varat, Community Development Director Smittle, and City Attorney Ghirelli.

ADJOURNMENT
Mayor Landau adjourned the meeting at 6:53 p.m., to meet in the regular session of the City Council at 7:00 p.m.
