CITY OF SEASIDE

STAFF REPORT
Item No.: 7.B.

TO: City Council
FROM: Jaime M. Fontes, City Manager
BY: Nick Borges, Acting Police Chief
DATE: May 4, 2023
SUBJECT: 4TH OF JULY OPERATIONAL PLAN (POLICE COMMANDER

MATTHEW DOZA)

RECOMMENDATION
Receive a presentation on the proposed illegal fireworks operations plan for July 4th, 2023

BACKGROUND
The City of Seaside has a zero-tolerance policy for illegal fireworks. In partnership with the Seaside Fire Department, the Seaside Police Department and the newly formed fireworks task force, we have formulated an operations plan for illegal firework suppression. The operation will focus on public education and the safety of citizens, visitors, and property from the use of illegal fireworks.

The operations plan includes:

Public Education and Warnings
The Seaside Police Department will begin public awareness surrounding illegal fireworks through social media. The Police Department will send out informational media releases and the city will situate portable message boards in advance on major thoroughfares.

These efforts will continue through various outreach platforms as we lead up to the 4th of July.

Enforcement
All officers have been directed to enforce firework-related violations under a ZEROTOLERANCE directive. Any violation observed by police, or reported by a witness willing Packet Page 6

Item No. 7.B. Page 2 of 3
to sign a citation, will be strictly enforced.

Staff anticipates an increase in firework-related calls leading up to July 4th, and will be prepared to respond accordingly. On July 4th, a team of police officers will be designated to enforce fireworks during the day and evening hours. The team will consist of a command staff, a supervisor, and police officers. The Records Division will also have additional staff on July 4th to assist with fireworks service calls. Extra officers will work one week leading up to the 4th of July, and one week after (or as needed) to suppress illegal fireworks activity.

The Seaside Fire Department will deploy drones to monitor places open to the public for fire safety hazards and gather data, which is expected to result in video evidence of illegal firework possession and use. Seaside police will use the video evidence to aid enforcement. SSFD will have an extra engine to respond to emergency calls or fires related to fireworks.

Seaside Police Hotlines & Phones Numbers
Staff will monitor the Seaside Police Department's social media (Twitter & Facebook) for tips regarding illegal firework possession and use. We will use any viable information for enforcement and the issuance of citations. Additionally, Seaside PD will have three hotlines for community members to call in illegal fireworks activity. We will also have a texting option in addition to the non-emergency dispatch center. Although we encourage community members to identify themselves and sign citations, members of the public can remain anonymous if they desire.

Hotlines:
831-899-6756
831-899-6747
831-899-6748
Dispatch:
831-394-6811
831-769-8888
Text:
831-242-0435
Illegal Firework Disposal
The Seaside Police Department will work with Seaside Fire for disposal of fireworks collected.
