CITY OF SEASIDE
STAFF REPORT
Item No.: 4.B.
TO: City Council
FROM: Craig Malin, Interim City Manager
BY: Samantha Alcaraz, Human Resources Director/Risk Manager DATE: February 6, 2025
SUBJECT: CONSIDER APPOINTMENT OF INTERIM CITY MANAGER
RECOMMENDATION
Adopt a resolution making appropriate findings and appoint an Interim City Manager.
BACKGROUND
The City of Seaside has been in a transitional leadership period since April 18, 2024, following the leave and subsequent termination of the former City Manager. During this time:
• Chief of Police, Nicholas Borges, temporarily assumed the role of Acting City Manager to ensure continuity of operations.
• The City contracted with Colin Baenziger & Associates, an executive recruitment firm, to conduct a nationwide search for a permanent City Manager. • Craig Malin was appointed Interim City Manager in August 2024 to provide experienced leadership during the recruitment process. Mr. Malin previously served as Seaside’s City Manager from January 12, 2016, to September 3, 2021, before retiring from public service in California.
Under Government Code Section 21221(h) of the Public Employees’ Retirement Law, a retired annuitant like Mr. Malin is limited in the number of hours they may serve. Mr.
Malin will reach the maximum allowable hours on February 6, 2025, necessitating the appointment of a new Interim City Manager until the new City Manager takes office on March 17, 2025.
To ensure seamless operations and stable leadership, it is proposed that Assistant City Manager Dan Meewis be appointed as Interim City Manager.

Item No. 4.B. Page 2 of 2
Mr. Meewis's Qualifications:
• Tenure with the City: Mr. Meewis has been with the City of Seaside since July 2015, starting as Recreation Supervisor. He was subsequently promoted to Recreation Superintendent and has served as Recreation Director since July 2019.
• Executive Experience: In his current role, Mr. Meewis has demonstrated exceptional leadership, managing large-scale operations and overseeing a robust team.
• Institutional Knowledge: With nearly a decade of experience in Seaside, Mr.
Meewis has an in-depth understanding of city operations, policies, and community engagement.
• Community Relations: His strong relationships with residents, stakeholders, and staff make him an effective liaison between the City and the public.
Given his exemplary service and seniority as the most tenured member of the executive team, Mr. Meewis is well-prepared to assume this critical leadership role during the final stages of the recruitment process.
FISCAL IMPACT
The appointment of Mr. Meewis as Interim City Manager will not result in additional financial burden beyond the approved budget for this position. Any necessary adjustments will adhere to existing compensation policies for interim executive appointments.
