Resolution to Provide an Allocation of
Water for 1020 Auto Center Parkway
July 17, 2025 | City Council Meeting
2 • The City receives an allocation of water from
the Monterey Peninsula Water Management
District (MPWMD).
• The City has the ability to allocate this water as
deemed appropriate.
• The City most recently updated its water
allocation program on April 3, 2025.
Background
3 Current Water Allocation
4 • 1020 Auto Center Parkway is occupied by a
vacant building
• Formerly showroom for Powersports
• Approximately 11,225 square-foot 1st floor
• Unpermitted 2nd floor is 5,350 square feet
1020 Auto Center Parkway
5 • Meals on Wheels of the Monterey Peninsula
(MoW) is a 501(c)(3) that delivers meals to
qualified community members.
• MoW seeks to acquire the site and utilize it for
the distribution of meals.
• Meals would be delivered via automobile for offsite consumption. • Approved by Planning Commission July 9, 2025.
1020 Auto Center Parkway
6 • MoW requires an allocation of 0.725 acre-feet per
year (AFY) of water in order to operate:
• 0.351 AFY due to an increase in demand for a
portion of the building due to the installation of a
2,701 square-foot kitchen
• 0.374 AFY is necessary in order to “legalize” the
previously unpermitted 2nd floor
• MoW would agree to additional conditions to their
permit to clarify that only off-site distribution of meals would be permitted.
1020 Auto Center Parkway
7 • In 2019, the City approved 1.292 AFY of water for
a restaurant.
• Since the project did not move forward, the City
has reclaimed this allocation.
• Staff recommends allocating this water to the
Unallocated Reserve, and using this Unallocated
Reserve to support the Project.
• Unallocated Reserve would increase from 0.969
AFY to 1.536 AFY under this scenario.
Source of Water
8 •Staff Recommends that the Council adopt the
Resolution approving up to 0.725 AFY of water
for 1020 Auto Center Parkway.
