City Manager Greg McDanel introduced the second night of the Fiscal Year 2026– 2027 Budget Sessin, framing the proposed budget as a stabilization and recovery budget intended to protect core services, maintain filled workforce capacity, and use reserves only as a limited transition bridge while the City continues longer-term recovery actions. Staff presented budget summaries and key highlights for Police, Fire, Recreation, Public Works and Engineering, the Capital Improvement Program, and the proposed fee schedule.

Department presentations reviewed Fiscal Year 2025–2026 accomplishments, Fiscal Year 2026–2027 goals, staffing levels, revenues, expenditures, commission work plans, and service priorities. The Police Department highlighted public safety initiatives, community outreach, traffic enforcement, illegal fireworks enforcement, technology advancements, and planned patrol vehicle purchases. The Fire Department reviewed service activity, incident trends, staffing, and budget needs.

The Recreation Department summarized programs, facility operations, community events, grant-supported initiatives, and the work plans of related commissions.

Staff also presented the Fiscal Year 2026–2027 Capital Improvement Program, noting that the City’s Five-Year CIP includes 111 projects totaling approximately $198.3 million, with 27 projects totaling approximately $8.8 million recommended for appropriation in Fiscal Year 2026–2027. Of that amount, approximately $819,000 was proposed from the General Fund unassigned fund balance, with the balance funded through grants and other special revenue sources.

Finance Director Jessie Riley presented long-term General Fund projections and strategies to strengthen the fund balance. The forecast identified projected operating deficits, continued reserve pressure, and the need for structural alignment between ongoing revenues and expenditures. Staff reviewed potential strategies, including evaluating discretionary operating expenditures, deferring or rescoping General Fund-funded capital projects, reducing General Fund transfers to street operations, considering use of the Section 115 Pension Trust, workforce realignment, and advancing a broader financial resilience strategy focused on operational efficiency, revenue growth, economic development, expenditure discipline, and quarterly financial reporting beginning in October 2026.

Council received the presentations, discussed the stabilization framework, and provided direction for staff to continue refining the proposed budget, including any Council-supported adjustments to operating items, capital projects, street commitments, fee schedule changes, and reserve strategy assumptions prior to returning with the final budget adoption documents.

6. ADJOURNMENT
With no further business, the meeting adjourned.

Respectfully submitted,
