Commander Doza summarized Zhero’s service record, including apprehensions, perimeter assists, community events, building and vehicle searches, SWAT deployments, and narcotics detection. Staff noted that Zhero retired due to a back injury sustained during a vehicle search. In response to Council questions, staff confirmed that the Police Department’s K9 program is continuing with two current patrol dogs and discussed future opportunities for community engagement, including stuffed replicas of the new K9s.

A. AN ORDINANCE TO AMEND CHAPTER 17.40 OF THE SEASIDE

MUNICIPAL CODE TO ALLOW ELECTRONIC MESSAGE DISPLAY SIGNS

FOR PLACES OF WORSHIP AND PUBLIC AND PRIVATE MEETING
FACILITIES ON LOCAL STREETS. THIS ACTION IS NOT SUBJECT TO THE

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION 15061(b)(3) OF THE CEQA GUIDELINES (FIRST READING -

ROLL CALL VOTE)
Housing and Planning Manager Andrew Myrick presented a proposed ordinance amending Seaside Municipal Code Chapter 17.40 to allow electronic message display signs for places of worship and public and private meeting facilities located on local streets. Staff reviewed the history of the City’s sign regulations, noting that electronic message display signs were historically prohibited and later allowed in limited circumstances, but not on local streets. The presentation summarized existing sign standards, including restrictions related to traffic visibility, proximity to residences, animation, audio, illumination hours, dimming, height, and sign area.

Staff explained that the proposed amendment was prompted by a community request to replace an existing sign with an electronic message display board. The Planning Commission recommended allowing such signs under certain permitting requirements, and staff also recommended limiting signs on local streets to 18 square feet in area and six feet in height. Following Council discussion, the item was referred back to the Planning Commission for further reconsideration.

MUNICIPAL CODE TO CREATE CONSISTENCY BETWEEN THE

MUNICIPAL CODE AND CALIFORNIA LAW REGARDING ACCESSORY
DWELLING UNITS AND JUNIOR ACCESSORY DWELLING UNITS. THIS

ACTION IS NOT SUBJECT TO THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA) PURSUANT TO SECTION 21080.17 OF THE PUBLIC

RESOURCES CODE (FIRST READING - ROLL CALL VOTE)
Housing and Planning Manager Andrew Myrick presented a proposed ordinance amending Seaside Municipal Code Section 17.52.230 to align the City’s regulations for Accessory Dwelling Units and Junior Accessory Dwelling Units with current California law. The presentation summarized the purpose and typical characteristics of ADUs and JADUs, noted that the City’s existing ordinance was adopted in March 2023, and explained that subsequent State legislation has further limited local authority over ADU regulations. Staff reviewed the significant proposed changes, including updated size definitions, limitations on denying ADUs or JADUs due to nonconforming zoning conditions, allowance for multiple exempt ADUs, allowance of up to eight ADUs for existing multifamily projects, removal of replacement requirements for eliminated uncovered parking stalls, updated JADU deed restriction language, revised permit processing timelines, and a new appeal process to the Planning Commission. Staff recommended that the City Council approve the proposed ordinance.

C. AN ORDINANCE TO AMEND CHAPTER 9.12 OF THE SEASIDE MUNICIPAL

CODE TO CLARIFY NOISE ORDINANCE APPLICABILITY TO PERMITTED USES. THIS ACTION IS NOT SUBJECT TO THE CALIFORNIA

ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO SECTION
15061(b)(3) OF THE CEQA GUIDELINES (FIRST READING - ROLL CALL VOTE)
Housing and Planning Manager Andrew Myrick presented a proposed ordinance amending Chapter 9.12 of the Seaside Municipal Code to clarify the applicability of the City’s noise ordinance to legally permitted uses. Staff explained that noise is regulated through both the Zoning Ordinance and Chapter 9.12, with the Zoning Packet Page 14
Thursday, June 4, 2026 City Council REGULAR Meeting Page 7 Ordinance establishing quantitative standards based on decibels, time of day, and location, while Chapter 9.12 addresses nuisance-based noise that may be considered excessive, unnecessary, or unusually loud. The presentation reviewed the criteria used to evaluate noise violations, existing exemptions, and the proposed addition of an exemption for normal noise generated by legally permitted uses. Staff noted that such noise would still remain subject to the City’s quantitative noise standards and recommended approval of the proposed ordinance.

10. BUSINESS ITEMS
A. ADOPT A RESOLUTION APPROVING THE TRAFFIC ADVISORY

COMMITTEE (TAC) RECOMMENDATION TO APPROVE CHANGING

CONTRA COSTA TO ONE WAY SOUTHBOUND AND APPROVE BY

RESOLUTION TO ADD CONTRA COSTA TO ONE-WAY SOUTHBOUND
STREET LIST IN SMC.10.30.010.B
Junior Engineer Aaron Hahn and Public Works Director/City Engineer Thomas Korman presented the Traffic Advisory Committee’s recommendation to change Contra Costa Street to one-way southbound from Broadway Avenue to Palm Avenue.

Staff reviewed the project background, including the 2022 DKS parking study, prior Traffic Advisory Committee meetings, public noticing to nearby property owners, and the Committee’s recommendation following review of the safety study and proposed parking layout. The presentation noted that the 2022 parking study found existing parking supply generally adequate under current conditions, but identified localized shortages and recommended angled parking on Contra Costa Street with one-way southbound operations as a short-term improvement. Staff presented the proposed circulation and parking layout for the corridor and recommended that the City Council adopt a resolution adding Contra Costa Street to the City’s list of one-way southbound streets pursuant to Seaside Municipal Code Section 10.30.010.B.

B. ADOPT A RESOLUTION APPROVING THE COMMUNITY SOCIAL

SERVICES GRANT PROGRAM POLICY
City Manager Greg McDanel presented a proposed resolution approving the Community Social Services Grant Program Policy. The presentation reviewed the origins of the grant program, its purpose of enhancing community and social services for Seaside residents, and the history of varying award processes, including competitive requests for proposals and direct Council allocations. Staff explained that the proposed policy was developed in response to Council’s desire for a clearer and more predictable framework to guide future grant funding decisions. The recommended hybrid process would establish eligible program areas, allowable expenditures, funding requirements, application procedures, reporting requirements, and an annual scoring matrix, while preserving City Council discretion to adopt or modify staff recommendations. The policy focuses funding on programs serving children, adolescents, and transitional-age youth ages 24 and younger, with priority areas including education, workforce development, youth enrichment, mental and behavioral health, violence prevention, civic engagement, and community-building.

Staff noted that the policy aligns with community survey feedback and the City’s Strategic Plan, and recommended adoption of the resolution approving the policy, with staff to return on July 2 with the draft 2026 Request for Proposals for Council review.

PUBLIC COMMENT: None
On motion by Mayor Pro Tem/Vice Chair Pacheco and second by Council/Agency Member Burks moved to approve the CSS grant program policy and directed staff to change the name of the grant to focus on youth.
