CITY OF SEASIDE

STAFF REPORT
Item No.: 10.C.

TO: City Council
FROM: Greg McDanel, City Manager
BY: Kee Hyon Higgins, Recreation Superintendent
DATE: July 2, 2026
SUBJECT: APPROVE THE SEASIDE LIBRARY MURAL AND UTILITY BOX

PROGRAM SELECTION

RECOMMENDATION
Approve art selections.

BACKGROUND
In May 2026, the City released a Request for Proposals (RFP) seeking mural design and implementation proposals for a mural to be installed on the staircase leading to the Seaside Public Library at 550 Harcourt Avenue. The mural is intended to celebrate the culture of Seaside and its connection to the library through themes such as literacy, lifelong learning, imagination, cultural diversity, community connection, youth and families, local history, and access to information.

The RFP was open from May 19, 2026 through June 14, 2026, with a project budget not to exceed $15,000. Submitted proposals were required to include a concept drawing, narrative, artist qualifications, examples of previous work, and a project budget. Proposals were evaluated based on artistic merit, appropriateness for the site, artist qualifications, and originality. Staff received 12 submissions, which included local and international artists. On Tuesday, June 16, 2026, the Art & History Commission selected BEIS (Pedro Gonzalo Garcia) as the recommended artist for the Seaside Library Mural.

BEIS is an internationally recognized muralist and graphic designer from Melbourne, Austrailia whose work focuses on creating meaningful public art that connects people with their surroundings through visual storytelling. With experience completing largescale murals, public art installations, and community-based projects across Europe and Packet Page 253

Australia, his portfolio demonstrates a strong ability to transform public spaces into engaging cultural landmarks. His proposal includes a detailed project schedule, completion timeline of approximately four working days, and a project budget of $11,500, which is within the City's approved project budget.

In March 2026, the City released a Request for Proposals (RFP) seeking original artwork for the 2026 Utility Box Program. This annual program invites artists to create designs that celebrate Seaside's unique identity, history, culture, natural environment, and diverse community. Selected artwork will be reproduced as vinyl wraps and installed on utility boxes throughout the City, transforming everyday infrastructure into vibrant public art that enhances neighborhood character, supports local artists, and creates engaging visual experiences for residents and visitors.

The RFP was open from March 27, 2026, through May 7, 2026. Artists were invited to submit original artwork designed to reflect Seaside's culture, history, natural environment, and community identity for installation on utility boxes throughout the City. Submissions were evaluated based on artistic merit, creativity, originality, appropriateness for the program, and overall visual impact. Staff received 21 submissions from local and regional artists. On Tuesday, June 16, 2026, the Art & History Commission reviewed all eligible entries and selected five recommended designs for consideration and final approval by the City Council.

The selected artists are:

1. Breanna Wilhelmi

2. Liza Jane

3. Sandra Gray

4. Jeannie Reese

5. Sean Severud

FISCAL IMPACT
These two projects are being funded through the annual Neighborhood Improvement Commission's allocation of transient occupancy tax, which was approved by the City Council during the Fiscal Year 2025/2026 budget development project. The Mural has an allocation of $15,000, and the Utility Boxes have an allocation of $8,500.
