This item is to request that City Council Discuss the Recommendations from the Mayor for City Council and City Staff Committee Assignments with City Council Ratification/Approval of Recommendations.
BACKGROUND:
Currently, each year, the City Council makes appointments to the various committees. Committees include:
1) City membership in a separate agency where the representative is a member of the governing board; 2) the City representative is a member of an advisory committee that makes recommendations to another public agency;
3) a Council member or Staff member is appointed as a liaison to a special committee; 4) other miscellaneous committees; and
5) Council created Ad Hoc or Standing Committees or Subcommittees At the December 20, 2022 City Council Meeting, Mayor Hinton proposed a new process of appointments to the 2023 City Council and City Staff Committees. The Council approved the proposal as follows:
1. Mayor will send to all Councilmembers and Councilmember Elects, a copy of the Current City Council and City Staff Committee Assignments as well as an application that a Councilmember would fill out and return to the Mayor for consideration. A separate application would be required for each Committee that a Councilmember is interested in.
2. The Mayor would then review the applications submitted, speak with the Councilmember to obtain any additional information on their interest to serve on the committee, and provide a recommendation at the first meeting in January of each year of Council Committee Assignments. The Council would then be asked to approve/ratify the recommendations of the Mayor.

Gategory A: Please consider me to serve as a member of the following CATEGORYA (Separate FormalAgencies (Where City Council Members and/or staff sit as a Member of another Governing Board - With Separate Staff, Budget and Facilities) Committees.
Request to be Primary Liaison/Representative: Zero Waste Sonoma Reason for lnterest for this Committee: I am interested in Zero Waste. I want to learn more and advocate for zero waste to reduce waste and better protect our environment, among other things. "Reduce, reuse recycle, make do, or do without" has been a favorite adage of mine for years. I want to make a difference on this issue. I also would like this position so I can qualify for the climate action committee.
Request to be Alternate: Sonoma Clean Power (SCP)
Reason for lnterest for this Gommittee: I have advocated for safer gas and electric utility service in California since 2009. I have worked on proceedings at the California Public Utilities Commission (CPUC). I helped win a smart meter opt-out program for all California Investor Owned Utilities (lOU's). I understand the importance of delivering safe and reliable utility services at reasonable rates. I believe I have a background of knowledge to be helpful.
Category B: County Wide Advisory Committees: NONE requested Category C: Please consider me to serve as a member of the following CATEGORY C (Other Governmental Agencies) Committees.
Request to be Primary Liaison/Representative: Legislative Gommittee Reason for lnterest for this Committee: I have worked on issues at the California Legislative level. I have read, tracked bills, and written letters of support and opposition to bills. I have gone to Sacramento, met with representatives and spoken to committees. I feel strongly about the need to protect local control. I'd like to serve on this committee as a primary liaison, but would also accept the alternate position.
Gategory D: Please consider me to serve as a member of the following CATEGORY D (Council Liaison) Committees.

City Council Meeting Packet for Meeting of: January 17, 2023
Reason for lnterest for these Committees: I am willing to serve as liaison for 3-5 of the above groups which are listed in order of preference. Community vitality is a top priority for me. These organizations are vital to community and environmental wellness, Senior Center: I am 62 and a senior myself. I have many senior friends and neighbors The Senior Center plays an important role in terms of activities, socialization and meeting the needs of Sebastopol area seniors. I'd like to be a liaison to foster the connection between the city and the Senior Center.
Sebastopol Community Cultural Center and Sebastopol Center for the Arts: I believe arts and culture are essential to community wellness. As an artist I feel I would understand and appreciate their work and want to find ways to support and enhance their efforts.
Sebastopol Downtown Association: For years I have advocated for shopping local and I value the downtown business core. Creative solutions are needed to support and feature an engaged downtown shopping experience. As a business owner I think I would enjoy working with this group and representing them as a liaison.
Laguna Stakeholders Committee : The Laguna is an environmental treasure for our city.
I would want to support continued public access, education, appreciation for and protection of this important internationally recognized wetland.
Category E: Please consider me to serve as a member of the following CATEGORY E (City Council Created Ad Hoc or Standing Committees) Committees Request to be Alternate: Climate Action Committee (Combined Members of the Zero Waste Committee)
Reason for lnterest for this Committee: See above answer for wanting to be on the Zero Waste Committee. I have a strong interest in environmental protections. There are many ways to address the threat of climate change. I am also interested in the rights of nature. I'd like to be an alternate to this committee so I can better familiarize myself with their work.

I have reviewed quite a few nonproflt budgets while sitting on a numbcr of nonprofit boards over the years. I would like to contribute this knowledge along with that accrued while obtaining my MBA to the budget committee's work. I would also like to be considered for the llometess Service Organizations lialson position. Throughout my legalcareer I have worked with Eovernments and nonprofits to help meet the needs of our unhoused. While living in Guerneville, their Flealth Action Chapter discussed how there used to be a way where their unhoused could be clinically accessed durlng the day and how these ass€ssments could lead to treatment plans. This model could be enacted here in our city to help transition our unhoused off the streets,
