DISCUSSION:

In December 2022, in an effort to streamline meetings, the Mayor authorized the re-ordering of the agenda for Public Comments For Items Not on the Agenda to be placed towards the end of the meeting rather at the beginning. The intent was to hear agenda items first, especially those where consultants were paid to be in attendance for the item; allow applicants for agenda items to have their items heard in a timely manner and then receive public comment for items not on the agenda that are within the purview of the City Council but not pertaining to a specific agenda item (where public comment for that item is provided for during the hearing of that agenda item). Since that time, the City Council has received public comments by email, phone and in person regarding the location of this item on the agenda.

Councilmember Maurer and Mayor Hinton have requested that this item be agenized to discuss this issue and provide direction to staff as to the best location for Public Comment for Items Not on the Agenda.

It should be noted that City staff is in the process of amending current protocols and will be returning the entire protocols to a future City Council meeting once a decision has been made for return to in person or conduct o hybrid City meetings.

Tonight’s item however is to address only the portion of the Council protocols relating to Public Comments for Items Not on the Agenda.
