CITY OF SEBASTOPOL
CITY COUNCIL
AGENDA ITEM
Meeting Date: May 16, 2023
To: Honorable Mayor and City Councilmembers
From: Toni Bertolero, Engineering Consultant
Subject: Land and Water Conservation Fund (LWCF) Grant Application for the Burbank Experimental Farm Restroom Facility and Accessibility Improvements Project Recommendation: Adopt a Resolution Approving the LWCF Grant Application for the Project Funding: Currently Budgeted: _______ Yes ___X____ No _____ N/A
Account Code/Costs authorized in City Approved Budget (if applicable) ___AK_____ (verified by Administrative Services Department) INTRODUCTION/PURPOSE:
The item is to request Council adopt a Resolution (Attachment 1) approving the LWCF grant application for the Burbank Experimental Farm Restroom Facility and Accessibility Improvements Project.
BACKGROUND AND DISCUSSION :
The City approved the Burbank Farm Restroom Facility Project (CIP No. 0413-78.00) in the adopted Fiscal Year 2022- 23 CIP Budget. During the design, it was determined that there was insufficient funding for the ADA parking stall and ADA path leading to the new restroom facility. The project was then broken up into two projects, one for the new restroom facility, and another project for the parking stall and ADA path improvements (included in the Draft Fiscal Year 2023-24 CIP Budget).
DISCUSSION:
California Consulting is the grant writer and recommended this grant for this CIP project because of its eligibility and believe it to be competitive for the funds. Because the grant application is due June 1, 2023, it isrecommended that the grant application include both the restroom and accessibility improvements since that was the original scope of the restroom project. The LWCF grant is a Federal grant (administered through the State) and the application is due June 1, 2023. It is estimated that grant award would occur approximately December 2023 and the funding available in summer/fall 2024. A copy of the draft grant application is attached (Attachment 2).
The resolution has six requirements which are standard. However, two are described further since they are more notable:
• LWCF Boundary. In accepting this grant, the Burbank Experimental Farm property would be included in the LWCF boundary meaning no part of the property can be converted to other than public outdoor recreation use (i.e., a public park in perpetuity).
• Matching funds are available. The LWCF grant is a 50 percent grant with 50 percent matching funds. The project construction cost is $380,000 and the City’s match would be $190,000. California Consulting (grant writer) has confirmed that the City can use its awarded CDBG grant of $146,000 as a local match and would therefore need to use $44,000 of its local funds (the CIP proposes $234,000 in local funds).
