CITY OF SEBASTOPOL

CITY COUNCIL

AGENDA ITEM
Meeting Date: July 18, 2023
To: Honorable Mayor and City Councilmembers
From: Larry McLaughlin, City Manager
Mario Landeros, Interim City Engineer
Subject: Parquet Street Water and Sewer Replacement and Slurry Seal Recommendation: Approval of Amendment No. 3 with Green Valley Construction Engineers for Construction Management Services for Parquet Street Water, Sewer, Slurry Seal Improvements Project (CIP#0615-21.01 & CIP#0819-21.01)
Funding: Currently Budgeted: ___X____ Yes _______ No _____ N/A Account Code/Costs authorized in City Approved Budget (if applicable) ___AK_____ (verified by Administrative Services Department) INTRODUCTION/PURPOSE:

This item is to request that Council approve Amendment No. 3 of Master Agreement 2023-01-01 with Green Valley Consulting Engineers, for Construction Managementservices for Parquet Street Water and Sewer Replacement and Slurry Seal (CIP#0615-21.01 & CIP#0819-21.01) for amount not to exceed $184,900.

A construction management services cost proposal is submitted in accordance with Green Valley Consulting Engineers’ Agreement 2023-01-01, which the City Council approved on 6/20/23 and provides that construction management and inspection services for capital improvement projects will be by contract amendment for each project based upon a scope of services, work schedule, and fee proposal submitted to the City on request, and subject to approval by the City Council.

BACKGROUND AND DISCUSSION:

A Request for Proposal (RFP) for construction management and inspection services was released with proposals due on May 22, 2023, for three recently bid and awarded non-federal aid projects, namely, Ives Park Path Improvements (informal bid process), AmeriCorps Trail Extension, and Parquet Street Water and Sewer Replacement and Slurry Seal. The three projects are funded through either local non-federal grant funds, Sonoma County Measure M Park funds (i.e., Ives Park Path and AmeriCorps Trail), or water and sewer capital funds (i.e., Parquet St).

RFPs were sent to five engineering firms on the City’s Prequalified Consultants List and of the five, only Green Valley Consulting Engineers(Green Valley) and GHD, Inc.submitted a proposal. Staff hasreviewed both the proposal from Green Valley (Attachment 1) and from GHD, Inc., and determined both are qualified to perform the work based on their qualifications. Concurrently staff had also conducted a parallel RFP process for two other federal-aid funded projects in which only Green Valley proposed on the two federal-aid funded projects and staff therefore proceeded to interview (on 6/14/23) and subsequently recommend for selection Green Valley, which the City Council recently selected (on 6/20/23) for the federal-aid funded projects. Based on the 6/14/23 interview staff requested Green Valley submit a cost proposal for review and consideration for recommendation to the City Council for approving an amendment for construction management and inspection services for Parquet Street Water and Sewer Replacement and Slurry Seal Project through completion in November 2023.

Staff hasreviewed the cost proposal submitted by Green Valley Consulting Engineers(Attachment 2), which is based on 75 working days, for Parquet Street Water and Sewer Replacement and Slurry Seal Project and found it to be reasonable and within standard cost range for construction management services.

The Project: Parquet Street Water and Sewer Replacement and Slurry Seal combines CIP#0615-21.01 & CIP#0819-

21.01 in the adopted Fiscal Year 2023-24 Capital Improvement Program (CIP). The project is for replacing existing water and sewer mains, laterals, and services in Parquet Street, replacing an additional segment of sewer main and installing a new manhole in Calder Avenue, and applying slurry seal on both street segments after completing the underground utilities work (see Attachment 3 for the project location.) On April 18, 2023, Council awarded the construction contract to Piazza Construction. Piazza Construction has executed the construction contract and is ready to commence the work with completion estimated in November 2023. Construction management, oversight, and inspection of the work is required to verify that all work is performed in conformance with the City’s adopted Public Works Standards and in accordance with project plans and specifications. In addition to verifying conformance, construction management will include coordinating preconstruction & regular progress meetings, start-up and project coordination with City Public Works maintenance staff and the materials testing company, public relations and notifications, regular summary and status reporting, records keeping, review construction scheduling & progress payment requests, coordinate responds to contractor requests for information (RFIs), requestsfor potential change orders (PCOs), submittals and shop drawingsreviews, closeout and record drawings.

Re: RFP for CM Services for Non-Federal Aid Capital Improvements Projects Dear Reyna:

This proposal issued by the City is for CM and inspection services for 3 stand along CIP projects that do not have federal funding involved. All 3 of these projects are the bread and butter of what Green Valley does! We are pretty much devoted 90% to providing CM services for our clients, and thus our focus is exclusively on the construction aspect of CIP Projects, allowing our staff to truly be the experts in this side of the industry.

We feel that we can positively manage and inspect all 3 with our team and save the City money in efficiencies in doing so. We know that that Piazza Construction will likely be jumping back and forth between Parquet Street and Ives Park to staff both and that there will be slow to dead times as they move their crews to other locations, wait for test results to come back, schedule for tie-ins with City staff, etc.

Having the same CM firm on both would allow for an inspector to stay busy full-time and not have downtime.

Green Valley has worked hand in hand with numerous agency staff on many similar neighborhood CIP projects as the Parquet Street and understand that keeping residents appraised of scheduled work is THE most important task for success. Our firm excels in public outreach and on this job, we would be going house to house giving residents a flyer on exactly what the job will entail and when it will happen.

The Ives Park Improvements is very similar to the Howarth Park Improvements that we just did for the City of Santa Rosa – again, it was about keeping the park users educated on upcoming work and how it will impact their use of the Park. Pedestrian safety measures are key during construction along with maintaining BMP measures.

The Americorps Trail and Zimpher Creek Bridge Crossing is also very similar to our body of work done for Sonoma County Regional Parks and more recently the City of Santa Rosa. We just completed repairs to the City’s Delta Pond outlets into Santa Rosa Creek, including trail restoration and had to maintain significant awareness of the environmental impacts, which is the situation with grading work thru the Laguna de Santa Rosa.

If you require additional information on this proposal or have questions specific to our proposed team, please do not hesitate to contact me. We have reviewed and understand the contract terms and scope of services as detailed in the RFP.

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects Project Team Qualifications
Competence, Technical Ability, and Experience
Green Valley is committing our most senior and skilled Construction Manager (CM), Jason Balatti to the City for the CIP projects listed in this proposal and backing him with several of our go-to inspectors known for their utility infrastructure experience. We work exclusively for public agencies, which allows our team to develop the knowledge base and skill set to deliver CIP projects that range from minor neighborhood ADA upgrades of pedestrian ramps to multi-million-dollar road widenings and utility upgrade projects. We stay current on the various means and methods used to construct civil infrastructure and the new releases of Caltrans standards and special provisions.

In selecting our team, we considered several qualifications that will be essential for project success:
» Inspection and documentation of daily work based on both the City’s Construction Management and Inspection Services Terms for Capital Improvement Projects as outlined in the issued RFP AND the Caltrans Local Assistant Procedures Manual (LAPM)
» Construction management and inspection experience with similar underground improvements and concrete flatwork improvements
» Strong working relationships with permitting agencies, local Contractors, and our clients » Significant experience and understanding of how publicly bid projects are constructed and administered.
» Expertise in Traffic control measures and signal improvements as well as working in heavily traveled thoroughfares (residential and commercial) – especially needed on projects such as the Parquet St.

Water and Sewer Replacement Project that has numerous ADA ramps on Hwy 116. » Proven and proactive, as well as unique methods of
public outreach to reach those directly impacted by the construction and sensitivity to community concerns.
» Effective and dynamic communication with all parties
Team Member’s Experience
The following is our organization chart that indicates the primary Construction Manager (CM) for any of the three
projects included within the On-Call Inspection – NonFederal Aid Projects RFP issued by the City. Also listed are other GVCE CM’s who can also manage any, or all, of the proposed projects. It is important to note that our CM’s manage several projects for their clients at any one time and Jason is more than able to manage all 3 projects to allow for cost savings and efficiency with the City budgets.

Our CM(s) will be supported by experienced construction inspectors and office support staff. In selecting this team, we considered their expertise in underground utilities, and concrete flatwork, as well as experience working in environmentally sensitive surroundings.

We anticipate the need for a part-time CM, a full-time inspector and support staff on an as-needed basis for each project that is assigned to our team. We will provide any needed materials testing or oversight by our subconsultant RGH Engineers. If labor compliance help is requested, City of

She works closely with Agencies throughout Northern California to meet their changing needs and requirements. In addition, she will bring her usual enthusiasm and positive attitude to this team to ensure another successful Project for the City!
She and Green Valley have extensive experience in responding to emergencies that require coordination with various permitting agencies and have extensive experience obtaining all regulatory permits and approvals from Caltrans, US Army Corps of Engineers, OSHA, Dept. of Health Services, and DSOD, among others.

Liz will be responsible for the following:

• Budget and scheduling requirements for the CM/Inspection contract • Coordination and management of any requested Public Outreach by the City
• Green Valley Public outreach
Her public outreach methods and support team make Green Valley unique within the construction industry and serve to benefit our client’s relationship with the neighborhoods they are working in. Additionally, she understands that the livelihood and careers of exceptionally talented individuals ride on her ability to keep Green Valley’s clients happy and returning.

Construction Manager
Jason Balatti, Construction Manager
Jason Balatti (Jason) holds a Construction Management degree from the University of Pacific and has established his career path by first gaining experience in the construction industry as a Project Manager for one of the large local heavy infrastructure Contractors in the North Bay. He then progressed to learning the construction management (CM) and inspection path by starting as an inspector and moving to a full-time CM role at GVCE. He recently managed over $10,000,000 in projects for the last construction season. He has attended and become certified thru the Caltrans RE program while with Green Valley. As a former Cost Estimator/Project Manager, Jason has a working knowledge of current construction materials and “I want to extend our deep
appreciation to Green
Valley’s CM Team for their
outstanding commitment,
work ethic, and the
professional manner they
continue to demonstrate
on the Stony Point Road

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects Project Team Qualifications
pricing, local suppliers, and manufacturing “lead times” as they pertain to large-scale public infrastructure improvements.

Since joining Green Valley over 6 years ago, Jason has
managed numerous utility and roadway rehabilitation projects – including the City of Santa Rosa’s La Paloma Water and Sewer Improvement project. He has been praised for being “extremely helpful in solving many unexpected field issues” and being responsive to his client’s needs. Jason is extremely familiar and experienced in contract compliance with the Caltrans Construction Manual, Caltrans LAPM, and most local municipal standards and procedures – especially that of Santa Rosa’s which Sebastopol is modeled on.

Mimi Arvin, Construction Manager
Mimi recently retired from the City after 20+ years serving the public as a skilled civil technician and construction administrator. She was the Construction Manager and/or QA/QC technician on numerous large-scale road projects, including all phases of the Stony Point Road Widening and Pacific Avenue Reconstruction. Since joining GVCE, she has completed several challenging CIP projects in the role of CM, most recently with Matt Messenger as her inspector on the Delta Pond Improvements. She has exceptional communication skills that come into use when managing complex and challenging CIP infrastructure projects with environmental and technical challenges at every stage. She is a GREAT candidate for the City’s numerous CIP projects with her knowledge of City means and methods, contacts with the various Agencies from her City of Santa Rosa experience and working relationships with local Contractors in the area. She has the skills to successfully manage dynamic traffic control layouts and facilitate pre-paving and paving day plans. She also has the technical knowledge to construct detailed ADA improvements with no “wiggle room” on frontage tolerances.

Construction Inspector(s)
We have several exceptionally qualified inspectors that are currently available for this assignment and have included the resumes and brief outline of just a couple, with primary inspector - Matt Messenger, as first designated. He is currently available and is a GREAT candidate for any Project. He is the City of Cotati’s main go-to inspector for their annual paving projects, varying from the fast-paced Type II and Type III slurry seals to the technically detailed FDR and the Cold Foamed In Place reconstructions along with neighborhood utility infrastructure upgrades.

Matt understands the technical details of all various paving techniques and underground utilities and work with the Contractor, material testing representative(s), and CM on the placement of materials to meet project specifications. Our team follow a strict checklist to meet all contract, materials testing, and project completion requirements. In addition, Mimi and Matt have learned the City “system” inside and out, thus facilitating any problems that need to be resolved before the construction starts.

GVCE inspectors understand that paving projects often entail long days, weekends, and nights at times, and necessitates managing residential neighborhoods with heavy pedestrian traffic. The inspectors are familiar with the importance of notifying occupants along the job limits of upcoming water shutoffs, driveway impacts during paving operations, and other significant items that impact a person’s day-to-day life. All of them have an excellent understanding of Caltrans Standards and Procedures. “It’s been a busy summer and we could
not have done it without the help of
GVCE’s CM Team. South Starr Road had
enough hiccups to keep everyone busy.

Our Construction Manager, Jason Balatti,
was extremely helpful in solving the
(many) unexpected field issues. We look
forward to utilizing GVCE’s CM Services
on future CIP projects.”

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects We are proposing a new role on our team – that of CM Support via a Senior Field Superintendent.

Rather than listing administrative staff or Project Coordinators, we believe the City would benefit from an enhanced team on this assignment with the technical and management skills equivalent to our proposed CM and Inspector(s). The field superintendent can support our inspection team as well as the dedicated CM with his strong background of working both for a large Contractor and then with 15+ years as the main construction coordinator for the City of Petaluma – Mel Manni.

Mel Manni, Senior Field Superintendent
Mel is an accomplished Construction Inspector with
experience working both on the Contractor side and
on the inspection side of municipal infrastructure
projects. He recently was inspector on the City’s
Howarth Park improvements in the City. He
familiarizes himself with all the relevant standards
and applicable codes and works closely with City representatives to ensure they are satisfied with the end product before final acceptance. His experience includes water, sewer and storm drain infrastructure, as well as bike and pedestrian trails, ADA ramps, curb and gutter, streetlights and various methods of pavement reconstruction and resurfacing.

He has been commended for his construction oversight skills from his clients, local businesses and residents, and project superintendents for turning what could be difficult situations into pleasant and accommodating experiences.

Matt Messenger, Construction Inspector
Matt has over 25 years of experience in the surveying and construction industry and spent the first part of his career working with Sean Lawson. He has the skills and experience such that he has spent the last five years as an inspector for Green Valley on numerous large downtown utility and paving projects for the Town of Windsor, the City of Cotati, and the City of Rohnert Park, as well as working as the encroachment inspector for the City of Rohnert Park and the Town of Windsor. He most recently was the inspector for Santa Rosa’s Colgan Creek Improvement Project. His most recent Cotati experience as a lead inspector for the 2021 West Side Street Construction and Improvements Project, which was in the heart of downtown Cotati at the “hub,” had him managing extensive public outreach by GV’s office team and inspecting significant full-depth reclamation (FDR) paving with a dynamic traffic control plan and coordination with area residents and businesses. His experience includes street and roadway reconstruction, pavement rehabilitation, water and sewer main projects, and storm drain installations. He was also responsible for the City of Cotati’s Pavement Re-surfacing Project on Old Redwood Highway and East Cotati Avenue, a high-traffic volume corridor with significant pedestrian traffic directly in front of the City’s Fire Department. He has a thorough understanding of FDR and paving methods and standards.

Matt is known for educating and keeping residents informed of construction activities and minimizing possible delays to project progress. He has been commended for his construction oversight skills by his clients, local businesses, residents, and the Contractors themselves! Project Team Qualifications

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects Project Team Qualifications
Nick Magliulo, Construction Inspector
Nick has numerous years of experience working in
the construction trade. He has experience working on
serval pavement and underground utility projects with
Green Valley. Nick recently completed the North Trunk
Sewer Replacement Project with its extensive drilling
and boring under Sean Lawson’s supervision. We
encourage you to contact Mike Prinz for his viewpoint;
he is very familiar with Nick and his work ethic. His most recent project was with the County of Sonoma as lead inspector working for Mimi as CM on the annual pavement overlay project – a massive $16,000,000 paving project specific to those roadways damaged by the 2017 fires. With several crews working in different areas, Nick could work concurrently with Joey Petroni to manage and oversee each construction crew such that the Project was successfully closed out on schedule. This recently completed project required extensive and ongoing public outreach to the residents about the daily construction activities and future activities that would impact the residents and businesses.

The best way we can demonstrate experience is to ask you to speak with your peers. If you do not come away after checking feeling without a doubt that we can do the job to the level you want your design to be constructed, then I gladly will ask you to choose the team that does give this confidence! We learn from each assignment and think the best way to use those lessons is to hopefully have your trust in letting us put the knowledge to work on THIS Project! We are excited to have another opportunity to use the GVCE public outreach skills gained on projects such as the recent Windsor Roundabout, SCRP Foothill Bridge Improvements and the City of Santa Rosa Delta Pond Improvements.

Jared Elmore, Construction Inspector
Jared was born into the construction industry, following in the footsteps of his brother, father, and grandfather who worked in the field as skilled tradesmen. Tradition aside, Jared says that he “would not do anything else” as he most enjoys “working in a fast-paced, hands-on environment where no two days are ever the same”. Jared made the jump from Contractor to Consultant with the singular intention of ensuring that his clients receive nothing less than the quality, built-to-last products which they are paying for. Jared holds a Certified Project Management certificate from Sonoma State University which focuses on a project’s lifecycle – initiating, planning, executing, monitoring and controlling, and closing. Since joining Green Valley, he has been working on one of our firm’s largest and longest development projects: Vast Oak Subdivision.

Jared is an accomplished Construction Inspector with experience working both on the Contractor side and on the inspection side of municipal infrastructure projects. He recently was inspector on the University District improvements in the City of Rohnert Park where he was responsible for the public infrastructure of the 1600 unit housing project. He familiarizes himself with all the relevant standards and applicable codes and works closely with City representatives to ensure they are satisfied with the end product before final acceptance. His experience includes water, sewer and storm drain infrastructure, as well as bike and pedestrian trails, ADA ramps, curb and gutter, streetlights and pavement resurfacing.

He has been commended for his construction oversight skills from his clients, local businesses and residents, and project superintendents for turning what could be difficult situations into pleasant and accommodating experiences.

335 Tesconi Circle • Santa Rosa, CA 95401 • tel: 707.579.0388 • www.gvalley.com Green Valley Consulting Engineers was selected to provide Construction Management and Inspection services for
this $4M pavement rehabilitation project throughout the City’s West side and downtown. Green Valley developed
a proactive approach to notifying and establishing
communications with the surrounding neighborhood.

Residents and businesses were provided an upfront schedule illustrating when the work would affect their ingress or egress. This prevented confusion from those directly impacted by the work. Green Valley also reviewed, approved and ensured compliance of a comprehensive Traffic Control Program (TCP) which provided advance warning to the travelling public and reduced neighborhood inconvenience.

The paving rehabilitation was completed by various methods: a 2-1/2 inch Asphalt Overlay, Full Depth Reclamation (FDR) and slurry seal. An overlay is best utilized when a roadway has deteriorated, but the base has not yet been compromised. Digout repairs were identified by our inspector to address localized failures, prior to the overlay. FDR, while providing a cost savings, is ideally suited for long straight thoroughfares. This process utilizes the existing asphalt and base to create a new, stable base section for fresh pavement to be placed. Our experience with the FDR process in the prevalent, expansive, adobe clay assured the successful completion of the project. Slurry seals are an effective preventative maintenance measure that rejuvenates lightly deteriorated pavement with new oil. Additionally, the mix between these methods provided the City with the desired final product below the budgeted cost. This project also required upgrades to curb ramps per ADA standards. Our inspector worked with the contractor to field fit these ramps, within the tolerances allowed. Due to a proactive approach to identifying deficiencies, the project was completed with a minimal punch list and no construction claims.

335 Tesconi Circle • Santa Rosa, CA 95401 • tel: 707.579.0388 • www.gvalley.com Green Valley Consulting Engineers teamed with Kennedy
Jenks to provide Construction Management services for
this high-profile $4M PCC pavement project which set
the precedent for future roadway rebuilds throughout
the Bay Area. Faced with cost-prohibitive bids and
the continual shortage and high cost of traditional
building materials (post-wildfires), the City chose a novel approach for reconstructing this mile-long stretch of Fulton Road. PCC proved an ideal alternative given its successful use in other structural applications (dams & runways).

When compared with Hot Mix Asphalt (HMA), PCC offers lower production and maintenance costs and increased pavement durability and flexibility. All eyes were on GVCE’s CM Team as they worked in tandem with the Contractor and the City to value engineer a mix design which met both project intentions and State Highway standards, ensured seasonal deliverability, and provided for critical cost-savings.

GVCE’s CM Team coordinated throughout with the City Materials Lab. Additionally, they provided exceptional public outreach to ensure neighborhood safety and satisfaction given haul routes which extended through the residential streets of the City’s west end. Project success also hinged on achieving smooth HMA pavement transitions at numerous
intersections and side streets. Additional elements
included ADA curb ramp upgrades and minor utility
replacements. The State-funded project was delivered
in accordance with all applicable Caltrans Local Agency Procedures Manual requirements.

The Accessibility Improvements to Howarth Park project
upgrades high-profile attractions at one of the City’s
most visited parks. Accessible pathways were created
for compliant passage to the carousel, train, horse ride and animal barn. Along with this, the picnic area adjacent to the carousel was also upgraded with new tables, irrigation, and sod. Work was scheduled to be completed during the winter months, avoiding the popular summer camps. To successfully complete this, constant monitoring of forecasted weather conditions and the effectiveness of stormwater BMPs was imperative. Special coordination was also required with the refurbisher of the existing carousel (under separate contract) to confirm all dimensions and electrical connections were exactly where required. All construction was completed while the park was still in use. This required extra attention to the safety of the surrounding pedestrians while equipment and materials were delivered to the project. Tight access also required thorough documentation of the existing condition to prevent any disagreements about damaged improvements caused during the project construction.

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects Project Approach and Understanding
Project Approach and Understanding
The City of Sebastopol is requesting proposals from qualified consultants who can provide Construction Management and Inspection services for several upcoming City projects. This proposal is for those projects that do NOT have any federal funding involved. There will be a possibility for various materials testing, environmental monitoring, etc. under the proposed Contract as well which will be provided by a subconsultant to Green Valley Consulting Engineers (GVCE).

As a full-service consulting firm that is based in Santa Rosa and teaming with proven subconsultants as needed we believe that the team of Green Valley Consulting Engineers is ideally suited for this contract.

We understand not only Caltrans procedures and standards, which is how we administer ALL our work (Federal and non), but also understand the City’s Standards and Specifications. It is critical that our team maintain 100% compliance with all local funding requirements and knowledge of the Agency standards for whom they are working.

Green Valley is fully qualified to provide the complete and detailed scope of work that was outlined in the RFP issued by the City. We have not repeated this scope of work and instead, by reference, agree to adhere to all the items outlined. In the Appendix, you will find a detailed scope of work for CM and Inspection that we provide for our CIP projects.

Our Approach & Process
Our initial task, once we receive the project scope from the City, will be to make a site visit with all team members, including any environmental representative, surveyor, engineer, and City Project Manager. At this time we will document site conditions and any constraints that may impact construction or permits that are issued. The site will be photographed for future reference in the office.

Requiring the Contractor to maintain a strict schedule that aligns with the contracted number of working days is rule #1 for our own budget – as we estimate our jobs/budgets by the number of working days. If the working days are exceeded, then it gives the City a very clear understanding of any additional costs that will be required by their CM/Inspection team.

Having senior CM’s head the projects assigned is also one of our strongest tools for keeping within budgets, both on our own budget and the Contractor’s as the CM understands the Caltrans rules and requirements that in large part drive the work and schedule…and thus budget. When a Contractor does not follow these rules then our CM steps in and communicates the consequences and the steps needed to bring the Contract back on track.

Once a clear understanding of the project has been obtained, we will prepare a pre-construction agenda per our standard scope of work which can be found in the Appendix. A preconstruction meeting will be scheduled, and the schedule will be set once the NTP is issued.

The following is a brief understanding of each project that will be constructed this year. The following work can easily be managed by one CM from Green Valley with the assistance of an inspector on each Project.

Parquet Street Water and Sewer Replacement and Slurry Seal (CIP Project #0615-21.01) The work includes verifying existing utility locations, installing new water mains, abandonment and partial removal of existing asbestos cement water mains, replacement of water services, water main connections, gate valves, new and relocated fire hydrants, removal of existing sanitary sewer mains, installation of new sanitary sewer mains, new and replacement sanitary sewer manholes, replacement of sanitary sewer laterals and cleanouts, permanent trench restoration, and the slurry seal of Parquet Street and a portion of Calder Avenue. In addition, there are a number of new ADA compliant pedestrian ramps to be installed where attention to grades is critical.

The Engineer’s estimate of cost was $824,000, but the Contract was awarded to Piazza Construction for $734,000. It is anticipated that the work will start mid-June 2023 and Contractor must complete the work within 130 working days or face liquidated damages of $1000/day.

The Parquet Street project is typical of many that our team manages for the City of Santa Rosa and City of Cotati. The project will upsize small diameter water main to new 6” main and approximately 13 ¾” water services and 3 – 1.5” water services. The sewer main will be replaced to new 8” sewer main with a minor run of 6” sewer main.

We did a very detailed walk thru of the project and found the following items to be typical for an older neighborhood.
• Steep slopes for the main installation that can have problems during construction with the trenching materials – especially if pea gravel is encountered. • Potential for needing trench “dams” due to steep grades • Challenging conform grading at the ADA pedestrian ramps with a number of power poles for work around
• On-street parking will need to be tightly monitored and “NO PARKING” zones enforced as required
• Mature landscaping right at the frontage lines
• Tree roots and limb overhangs
• Potential for pavement failure and need for full-depth grind and digouts in some areas • High potential for water main leaks on existing main given the age and construction equipment impacts – will need to have the Water Department on stand by for shut offs, etc.
• Slurry seal in courts is “challenging” and we have a full library of hand outs that we give to residents prior to – so they are educated on what to expect (no access to driveways, parking, wheel ruts, loose gravel for a week, etc)

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects Project Approach and Understanding
This is the kind of project that GVCE excels at and our clients will all attest to our public outreach methods to the neighborhoods and hands on approach to keep residents informed every step of the way.

Americorps Trail and Zimpher Creek Bridge Crossing (CIP Project #411-73.00)
The City opened bids on May 16 with an estimate of $300,000 for the construction of a new 7’ wide DG trail with a wood constructed bridge over Zimpher Creek. Specifically work is clearing, grading and construction of a ± 3,000 foot long walking trail extending from Morris Street near the Sebastopol Community Center to Sebastopol Drive (State Route 12). Improvements include a 42 foot long (min.), 6 foot (clear) width, modular type pedestrian crossing of Zimpher Creek and a ± 154 foot long, 6 foot wide, puncheon trail section. There is an additive bid with additional work which may be added.

This project is very close to the type of work we do for the Sonoma County Regional Parks and falls close to a “design-build” category. It is critical to keep within the footprint of allowed right away that is specified for the trail.

Key Considerations
• Stake the right of entry or right of way prior to start work • Outline and install the silt fence and any environmental projections that are specified prior to ANY work starting.
• Work with City’s designated environmental team during construction • Verify if Special inspections are needed and have on-board if needed at the start of contract • Placement of HDPE drain pipes is almost “subjective” and may need to be adjusted during the warranty period after a rain event
• Confirm if funding agencies need any materials documented prior to start of construction It is anticipated that the work will start mid-June 2023 and Contractor must complete the work within 68 working days or face liquidated damages of $1000/day.

Ives Park Path Improvements (CIP Project #0416-95.00)
The City has opened bids with the apparent low bid was scheduled for award on May 16 to Piazza Construction for $92,000. The Project scope is to essentially replace the well-used and worn path with a new hot mix AC path, do minor grading repairs in the park, salvage, and re-install park features, and perform minor additional work as specified. It is anticipated that the work will start mid-June 2023 and Contractor must complete the work within 30 working days or face liquidated damages of $1000/day.

This project is funded in part by Stat Prop 68 grant money and is the first of what the City hopes to be future improvements. Ives Park has a very Agenda Item Number 4

Green Valley Consulting Engineers City of Sebastopol | On-Call Services for NON Federal Aid Projects high volume of users daily with a number of uses that range from yoga classes to dog training classes in the dog park to a community swimming pool. It is a regular stop for walkers in the morning and as such, the paths have significant “wear and tear” during the year. Improvements start at the picnic tables near SW corner. The improvements will meet 3 goals that the Planning Commission has outlined over the years:

ADA compliance – the existing path has deteriorated with cracks, potholes and heaving from tree roots and grades no longer meet ADA standards. The new AC path will need to be tightly checked during construction by our inspector for adherence to cross-slope grades and longitudinal slopes. Conforms to existing features such as the bridge will need to be watched.

The overall amount of paving will be reduced wherever possible while still accommodating Park Maintenance needs and requests. Some areas of the path will need to be widened to allow for Park trucks.

Highlights that we feel are critical on this Project
• Protection of existing trees and landscaping
• Pedestrian safety measures in place 24/7
• Minimization of noise and dust during construction
• Awareness of the Park users at all times – there will be interest from all the users – so an outgoing and dynamic public outreach campaign would be helpful to the Contractor’s team • Strong security measures in place during off hours
• Awareness of nesting birds and wildlife
Communication
We know that the City does not need a consulting firm that requires a great deal of handholding or managing. They need a firm that has a zero-learning curve and will take the project on with minimal input from staff – this firm is Green Valley.

Petaluma Boulevard South Road Diet Project, City of Petaluma: (Surveying, Civil Engineering & Landscape Design, Environmental Documentation, Traffic Engineering, Bidding & Construction Support) Re-configuration of approximately a half a mile of Petaluma Boulevard South, a major urban connector street extending through the heart of Petaluma. The ‘diet’ reduced a total of four traffic lanes to two and created a center two-way left turn lane to construct a complete street. Elements included pavement micro-surfacing with new striping/markings/markers, traffic signal modifications, and the installation of ADA curb ramps, audible pedestrian crossing signals, new crosswalk striping, bike lanes, street furniture and landscaping. Participated in City public outreach efforts to address community concerns and questions prior to construction.

Santa Rosa Avenue Widening, City of Santa Rosa: (Civil Engineering Design) The widening of Santa Rosa Avenue from Yolanda Avenue to Kawana Springs Road and a complete cross section asphalt overlay of Santa Rosa Avenue from Yolanda Avenue to the Baker/Colgan intersection. The design was initiated by the City and then “built upon” by GVCE, who then coordinated information throughout the project’s duration with City staff, management, and the materials testing laboratory. Elements included the development of horizontal and vertical alignments for the widened roadway and proposed utilities (water and sewer) as well as the “most cost-effective” structural section. GVCE also coordinated with a transportation subconsultant (WTrans Transportation) to complete traffic signal installations/modifications.

Jared was born into the construction industry, following in the footsteps of his brother, father, and grandfather who worked in the field as skilled tradesmen. Tradition aside, Jared says that he “would not anything else” as he most enjoys “working in a fast-paced, hands-on environment where no two days are ever the same”.

Joey has over 25 years of experience working in the construction industry. With his construction experience, Joey has accumulated knowledge in sewer and water main work, retaining walls, and significant paving projects. He obtained considerable amount of expertise working with two large civil construction contractors, which assisted him well when transitioning to the Green Valley Consulting Engineering team. His knowledge has aided him in successfully undertaking various projects and he satisfies clients with the quality of work he delivers. Since working with Green Valley, Joey’s versatility in various areas of the construction field aided him in consistently keeping up with fast-paced projects and working with contractors to meet the client’s goals and standards.

Related Project Experience
City of Santa Rosa, Pacific Avenue Reconstruction Project: Joey was the lead inspector on the replacement of 1000 lineal feet of existing PVC water main within Pacific Ave. at Humboldt Street intersection due to hydrocarbons that were detected in the subgrade. City of Santa Rosa, North Trunk Sewer Main Installation Project: One of the two primary inspectors on this significant CIP infrastructure project that was almost 2 years in construction and had a dedicated third party media communications firm involved for the on-going public outreach efforts. The Project upgraded a deteriorating 50 yr old sewer trunk main via a combination of conventional open-cut installations and various methods of trenchless technologies in very challenging geotechnical conditions.

Conditions required night, weekend and sometimes 24/7 inspection coverage. Joey was recognized by residents for his diligence in following up on issues associated with off hour work, and work directly impacting their homes.

Crosstown Trunk Sewer Improvements, City of Santa Rosa: Inspector for this fast paced 39” diameter sewer trunk main rehabilitation of over 1000 lf in total by trenchless CIPP method, including the lining of 60” SSMH’s, all located in the heart of Santa Rosa necessitating work on weekends, nights and long days. The by-pass pumping system was located in a particularly sensitive setting with a high risk of vandalism and resultant damage to the year-round Santa Rosa Creek if damaged, necessitating him to personally patrol this layout at all hours to ensure the safety of his project. Project included compliance with permits, temporary utilities, safety measures, QA/QC, traffic control, testing, clean-up and punch list generation and completion.

Joey provided full-time inspection on the following County of Marin Projects:
• 2021 Road Sealant Phase 2: The Annual Paving Maintenance Project for the County of Marin stretches about 9.5 miles. The roadways of this project are spread throughout the northern and southern parts of Marin County. With various crews spread throughout the county, our inspector managed all crews. Traffic control plans for this project were enforced to ensure the safety of the workers and the community. The project used two types of surface treatments for the roads: Microsurfacing and Slurry Seal. These surface treatments used a combination of asphalt emulsions, aggregate, and chemical additives to preserve the roadways and extend their lifespan. With these surface treatments, residents and commuters were able to drive over these newly paved roadways about 3 to 4 hours after the installation was complete. • 2022 On-Call Inspection Services: Our On-Call inspection services offered various tasks for our Construction Inspectors by the County of Marin.
• 2022 Road Sealant Phase 1: The County of Marin required full-time Construction Inspection services for their annual $3 million paving maintenance project. This project consisted of over 7 miles of rural and semi-rural county roads. The roadway surfaces were pretreated using a Chip Seal treatment on cracks to prevent further deterioration. This project used two types of surface treatment: Type II Micro Surfacing and Slurry Seal. These treatments are utilized for their quick installation and for enhancing the lifespan of the roadway. The size of this project required there to be multiple crews spread out throughout the county, with our inspector coordinating and managing them daily. The approved traffic control plans were enforced ensuring the safety of commuters and working crews.

discussing the North Trunk

underway and both realized
that the threshold described
below warranted pausing
and celebrating ‘what just
happened.’ Of note, the bore

produced what was intended: a
new sewer up to 35’ below the
ground surface. This is no small
feat! Most sewers are built with
a standard ‘open cut’/trench
technique, but that doesn’t
work well, if at all, for very deep
sewers in narrow construction
corridors, which was the
condition of a fair amount of
this particular project area. The
Team essentially built a sewer

Wayne Allen, QCSI
Construction Inspector
Wayne has over 30 years of Public Agency experience, serving as a Senior Manager within his hometown Water District and as a business owner providing municipalities with (water/wastewater) system support and guidance. Since joining Green Valley, Wayne has expanded his technical expertise into the arenas of site development and transportation infrastructure. Most recently, he led three “fast-track” and very public Town of Windsor capital street improvement projects (detailed below) to successful completion. As such, he is most current on roadway construction methods, procedures, and materials. Despite his “natural” career transition, Wayne remains dedicated to his original objective of “making the future better”. His “ideal” project allows him to use his “wide breadth of knowledge, skills, and abilities”.

Related Project Experience
2017–2018 Pavement Preservation Project, Town of Windsor, CA. Inspection for the Town of Windsor’s Annual Pavement Maintenance Program which slurrysealed (Type II) numerous streets, courts, and drives within three separate residential neighborhoods. Elements included crack sealing, modified digout repairs (to accommodate budget), Caltrans Standard thermoplastic pavement markings, striping, and reflective markers, and minor curb & gutter replacement. Detailed/Continuous Contractor coordination assured adequate public notification of street closures for all residents and local services (sanitation, mail, utilities) and provided for uninterrupted emergency access (fire, police, ambulance). Additionally, efforts were increased to accommodate the rehabilitation of an additional 20-plus streets.

South Starr Road Improvements Project, Town of Windsor, CA. Inspection for the installation of a new 6-foot wide, 581-foot-long Asphalt Concrete pathway along a heavily-travelled section of Starr Road (between Jaguar Way and Windsor River Road). It provides pedestrian safety for local school students, users of the local Keiser Community Park, and neighborhood residents traveling to/from the Town Square.

Elements include roadway widening to accommodate a shared bicycle lane, ADA curb ramps, multiple driveway conforms, stormwater improvements (new pipes and manholes), and new street lighting, signage, and pavement markings/markers to improve existing traffic flow. Multiple subcontractors and vendors needed to be strictly managed to achieve project success given a fast-track, 45 day schedule. Public and crew safety required close oversight and well-coordinated traffic controls.

Seismic Upgrades and Improvements Phase 4 and Various Site Improvements, City of Santa Rosa.

Inspection for seismic upgrades and improvements and site improvements for a total of six municipal water storage tanks and pump stations. Tank upgrades included concrete foundation replacements/ reinforcements, mixing system additions, new shell access manholes, seal welding, interior/exterior recoating, new valve vaults and piping (w/ transition fittings & connections), and fixed access ladders.

Involved complete electrical replacements (equipment pad w/power & telemetry panels and service conduits), and site improvements – storm drainage facilities, commercial driveway installation, asphalt apron replacement and sealcoat, and new self-closing gates, fencing, and area lighting. Required constant coordination with specialty inspectors (geotechnical, structural, welding, and certified coating), non-local contractors and specialty subconsultants, and the City’s Building and Water Departments. Challenges included meeting OSHA safety regulations, tank containment during sandblasting & painting, existing soil remediation, and unforseen tank conditions.

University District/Vast Oak Land Development Project, Rohnert Park, CA. As-Needed Inspection for the site development of the new Vast Oak subdivision across from Sonoma State University’s Green Music Center.

The “University District Specific Plan” includes 300 acres of land slated for 1,645 residential units, 100,000 square feet of commercial space, and 20 acres of community parks. Elements include on- and off- site grading, the installation of public utilities, and the construction of surface streets, public parks, and landscape improvements for three new residential neighborhoods. Green Valley was just “brought back on board” for Phase 2 construction which involves additional landscaping, bike trail installation, detention basin construction, and (adjacent) Rohnert Park Expressway modifications.

Shannon Ridge Production Facility, Nice, CA. Prepared the necessary calculations and site plans required to obtain a Major Use Permit for the construction of a new wastewater system associated with wine production operations. Also provided permit application assistance and oversaw topographic survey efforts (also provided by Green Valley).

Related Project Experience
City of Santa Rosa, North Trunk Sewer Main Installation Project: One of the two primary inspectors on this significant CIP infrastructure project that was almost 2 years in construction and had a dedicated third party media communications firm involved for the on-going public outreach efforts. The Project upgraded a deteriorating 50 yr old sewer trunk main via a combination of conventional open-cut installations and various methods of trenchless technologies in very challenging geotechnical conditions.

Conditions required night, weekend and sometimes 24/7 inspection coverage. Nick was recognized by residents for his diligence in following up on issues associated with off hour work, and work directly impacting their homes.
2019 Fulton Road Reconstruction, City of Santa Rosa. Inspector for this high-profile $4M pilot pavement project which set the precedent for future roadway rebuilds throughout the Bay Area. Faced with cost-prohibitive bids and high cost of traditional building materials (post-wildfires), the City chose a novel approach for reconstructing this mile-long stretch of Fulton Road. Roller-Compacted Concrete (RCC) proved an ideal alternative given its successful use in other structural applications (dams & runways).

Additionally, he provided exceptional public outreach to ensure neighborhood safety and satisfaction given haul routes which extended through the residential streets of the City’s west end. Project success also hinged on achieving smooth HMA pavement transitions at numerous intersections and side streets. 2019 Street Construction Improvements, City of Cotati. Inspector for a significant $2.25M rehabilitation of an extensive paving rehabilitation in the heart of downtown Cotati and surrounding neighborhoods. The aggressive schedule required multiple weeks of both day work and round the clock night work and on-going public outreach with the business owners and residents. The work included mill grind and overlay of the heavily trafficked Old Redwood Highway and East Cotati Avenue, and various width pavements (avenues & courts) within the City’s residential “L Section” just south of East Cotati Avenue. Included were digout repairs, the use of two separate pavement treatments – Full Depth Reclamation (FDR) and a two-inch Asphalt Concrete (AC) Overlay, the protection of attached curbs/gutters/sidewalks, fire hydrants, and storm drain structures, the rehabilitation of existing curb ramps to current ADA standards, wedge and conform grinding, stamped AC concrete crosswalks, in-street utility structure adjustments, the installation of speed cushions, pedestrian crosswalks at intersections, pavement striping and markings, hydrant markers, and pole signage. Coordinated with PG&E to mitigate unforeseen conflicts and proactively adjusted Inspector activity to maintain schedule. Completed with minimal punch list items and no construction claims. Ensured the implementation of a Traffic Control Plan which allowed for maximum detour notification for residents.

University District/Vast Oak Land Development Project Phase 2, City of Rohnert Park. On-Call Construction Inspector for the fast-paced Phase 2 site development of the new Vast Oak subdivision by Brookfield Homes. Located just off of Rohnert Park Expressway, the large housing project will construct 1,645 residential units, 100,000 square feet of commercial space, and 20 acres of parks. Sitework consists of on- and off- site grading, the installation of public utilities, and the construction of surface streets, public parks and landscape improvements. Requires close coordination with the developer to efficiently incorporate all Plan revisions.

Also requires coordinating the simultaneous activities of a multi-disciplinary contractor crews. Challenges to date include the lowering of a new water main to accommodate a change in site layout.

Seismic Upgrades and Improvements Phase 4 and Various Site Improvements, City of Santa Rosa. Inspection for seismic upgrades and improvements and site improvements for a total of six municipal water storage tanks and pump stations.

Tank upgrades included concrete foundation replacements/reinforcements, mixing system additions, new shell access manholes, seal welding, interior/exterior recoating, new valve vaults and piping (w/ transition fittings & connections), and fixed access ladders. Involved complete electrical replacements (equipment pad w/power & telemetry panels and service conduits), and site improvements – storm drainage facilities, commercial driveway installation, asphalt apron replacement and sealcoat, and new self-closing gates, fencing, and area lighting. Required constant coordination with specialty inspectors (geotechnical, structural, welding, and certified coating), non-local contractors and specialty subconsultants, and the City’s Building and Water Departments. Challenges included meeting OSHA safety regulations, tank containment during sandblasting & painting, existing soil remediation, and unforseen tank conditions.
