INTRODUCTION:
This item is to request that the City Council Approve and Receive Notice to the Community to Fill the Vacancies as listed below.
BACKGROUND:
The City has various Commission, Board and Committees created by the Sebastopol City Council which serve direct City needs and priorities and received input from the City. Listed below are Upcoming Vacancies on the Various Committees:
a. Approval and Receipt of Upcoming Vacancies on the Design Review Board/Tree Board (DRB)
Term Ending Dates: December 31, 2023
i. Lars Langberg Category A
ii. Christine Level Category C
iii. Melissa Hanley Category C
b. Approval and Receipt of Openings for Recruitment on Climate Action Committee (CAC) Term Ending Dates: December 31, 2023
i. Kenna Lee Climate Background
ii. Dena Allen Climate Action Group
iii. Liselotte Pierce Climate Action Group
iv. Deborah Burnes Business Owner
v. Sunali Shanti Rights of Nature
vi. Ambrosia Thomson Zero Waste Representative
Additionally, the CAC has open recruitments for the following:
vii. Youth Representative (ages 17-23)
viii. Environmental Justice position
ix. Business Representative (currently filled by Commissioner Burnes, who would like to serve as the Planning Commission representative)

DISCUSSION:
City Staff will initiate the public application process for the upcoming vacancies. Applications will be available on the City website and at City Hall. Notice of the vacancy will be published and the application period will be open for a period of approximately six weeks (October 21, 2023 through December 2, 2023). Staff would agendize the interviews and appointments for a future City Council meeting after the deadline of submission of applications.
ENVIRONMENTAL REVIEW:
The proposed action is ☒ Not a project under CEQA ☐ Not exempt ☐ Exempt under Section ______ from the requirements of the California Environmental Quality Act (CEQA).
GOALS:
This item relates to City Council Goal 5: Provide open and responsive Municipal Government Leadership. It also relates to General Plan Goal CSF 6, policy SCF 6-1, Continue to maximize public participation in local government actions and maintain excellent levels of City government services.
PUBLIC COMMENT:
As of the writing of this staff report, the City has not received any public comment. However, if staff receives public comment from interested parties following the publication and distribution of this staff report, such comments will be provided to the City Council as supplemental materials before or at the meeting. In addition, public comments may be offered during the public comment portion of the agenda item.
PUBLIC NOTICE:
This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date.
FISCAL IMPACT:
There is no direct fiscal impact associated with the recommended action tonight.
RECOMMENDATION:
That the City Council City Council Receive Notice to the Community to Fill Vacancies on Various Committees as listed above .
