The PQC List was first formed in 2010 and is a list of pre-qualified consulting firms available to perform a variety of consulting services for City capital improvement projects. The application and qualification period is open-ended until further notice. Consultants may be added to the list by approval of the City Council on a quarterly or semi-annual basis depending on the timing and number of applicationsreceived. The qualified firmsselected for the Pre-Qualified Consultants List may be invited to provide consulting services on an “as-needed” basis for projects to be determined during the term of a Master Agreement (Appendix B), whose initial term will be for three (3) years. Individual project contracts will be awarded by contract amendment concurrent with the term of the master contract.

Subject: Proposal for Pre-Qualified Consultants List
Dear members of the selection committee:
Fehr & Peers is pleased to submit this SOQ For Pre-Qualified Consultants List to provide on-call traffic services for the City of Sebastopol. We offer a skilled, experienced team with in-depth knowledge about transportation and land use in Sebastopol and surrounding areas. Thanks to years of working with the City of Sebastopol, other cities in Sonoma, Sonoma County, and SCTA, the Fehr & Peers team understands regional transportation issues affecting the local network. Our local experience, combined with our use of research and innovative technology, makes us an excellent partner for the city—one that can be relied upon to help navigate the complex, evolving transportation challenges the city faces.
Fehr & Peers is submitting this SOQ under the following disciplines:
A) Street Improvements and
B) Traffic Engineering
We know that on-call task orders can range from collaborative, hands-on work with city staff, to quick burn tasks on tight schedules to take pressure off city staff workloads. On-calls require setting clear goals, proactively communicating, and turning around high-quality products (often on short schedules and with budget constraints). Our team is dedicated to and strives to provide excellent client service.
Day-to-day management of this on-call contract would occur from our Petaluma office. The Fehr & Peers team will be led by Principal-in-Charge Ian Barnes, who is currently leading the City of Sebastopol’s VMT work. He directs a team of professionals with diverse expertise, able to offer the full range of transportation-related consulting services requested in the Request for Qualifications (RFQ). Ashlee Takushi will serve as the Project Manager and main point of contact for day-to-day communication with city staff. She has worked on projects throughout the North Bay, which has allowed her to familiarize herself with the area and needs of the staff and community. Rounding out our team is technical expert Geoff Rubendall, who leads much of our design work in the North Bay and has significant experience in the region.

Project Understanding
From inception, Fehr & Peers maintains a consistent
vision for successful project implementation. Having this vision ensures our work, whether at the initial planning level or final design, can be implemented for the
community’s benefit. We do this through an initial
detailed field reconnaissance with an eye toward
engineering feasibility. We engage communities where
they live, work, and play to better understand community values and priorities. We use data collected in the field, analysis performed in the office, and consultation with city staff to assemble context-sensitive solutions and then prioritize them through the lens of community
engagement. While this process yields solutions
supported by the community and city staff, Fehr & Peers understands the importance of project funding in the
project delivery process. We spend time thinking about
how to prepare persuasive grant applications and other
creative funding strategies such as quick build and living preview projects. In the last 5 years, we have successfully written and procured over $100 million in grants for Bay Area agencies. Recently, we have worked with multiple
agencies to creatively package projects with bid
alternates to maximize project benefit in the current
competitive funding environment. This gives flexibility to meet minimum project objectives while adding
enhancements when possible. As projects move to
delivery and implementation, we collaborate to develop
construction documents that align with multimodal intent and community values. We ensure that comprehensive
bid packages are assembled to achieve competitive
construction bids. We are confident in these bid packages and ultimately successful project implementation,
achieving the vision we set from project inception.
Our team requests the City of Sebastopol's consideration for prequalification in the following selected services:
Street Improvements
• Seeking and Obtaining Grants
• Preparation of Plans and Specifications for the
Construction of Traffic Signals and Pedestrian
Paths
• Pedestrian and Bicycle Facilities Design and
Engineering
• On-Call Services
Traffic Engineering
• Bicycle and Pedestrian Route Studies
• Traffic Counts (24 hour and turning movement
counts)
• Geometric design review
• Neighborhood Traffic Calming Studies
• Traffic Surveys and Studies
• On-Call Services
We understand that firms selected to the Pre-Qualified
Consultants List may be called upon to provide services to the City on an as-needed basis. To that end, we
acknowledge that the City of Sebastopol may solicit bids for individual projects from pre-qualified consultants, or may potentially assign multiple projects to one consultant at the same time. Some or all these projects might have relatively small budgets, aggressive schedules, grant
requirements, and multiple stakeholders. Our proposed
Agenda Item Number 1
Agenda Item Number 1
City Council Meeting Packet for November 21, 2023
approach to administering, managing, and delivering
work products is tried and tested, and relies on six key principles:
1. One Project Manager: From the City’s point of view,
there is one point of contact for all assignments, one
person responsible for timely delivery of project
deliverables. Ashlee's primary responsibility is to
assign projects wisely to the appropriate staff, ensure schedules are met, and that city staff is satisfied with all deliverables. Individual assignments will require
direct correspondence between city staff and
consultant support staff—Ashlee will be responsible
for knowing who is working on which project, current
action items and project status, tracking individual
project goals, and ultimately knowing when project
deliverables will occur.
2. Substantial Professional Resources: The RFQ
includes a variety of project types, and each project
will require a unique level of effort and strategy.
Individual projects may also cover a broad array of
disciplines (e.g., an intersection reconfiguration study may include analysis of parking, signal operations,
pedestrian and bicycle circulation, transit operation,
and geometric design). To prepare for this, we have a
team of nearly 100 professionals in our Bay Area local
offices with experience working on complex multidimensional projects. Our staff has a wide variety of specialized expertise that can be utilized depending
on the needs of a project.
3. Focused Staffing: We also understand the potential
pitfalls of having multiple staff assigned to different parts of the same project, and although we have
assembled a large team, we will strive to minimize the
number of people working on each individual project
assignment. This will result in better efficiency
without sacrificing the quality of work.
4. Rapid Identification & Resolution of Issues: Each
project will likely encounter challenges, including
changes in scope of work, delays in reviews, and data
collection. It is essential to the success of the project that these issues be raised immediately by the Project
Manager to City of Sebastopol staff, regardless of the
issue’s complexity. We will develop a method of
resolution with city staff, and work toward that
resolution as quickly as possible.
5. Pre-Defined QA/QC Personnel & Project
Deliverable Format: Our Project Manager will
develop a template for project deliverables and
ensure that reports, memoranda, and other technical
information are formatted consistently. This will
simplify the review process for city staff. All work
products will be reviewed by Fehr & Peers’ QA/QC
personnel that review our deliverables for other
similar projects, ensuring all deliverables meet our
high standard for quality.
6. Exceeding Client Expectations: Client satisfaction
is of the utmost importance to us. As part of our
commitment to providing our clients with
outstanding service, we regularly conduct surveys to
assess client satisfaction and identify areas of
improvement. We send a client survey after every
completed project and, based on client surveys
received in the past year, we have met or exceeded
our clients' expectations 98 percent of the time.

A) Street Improvements
Telegraph Avenue Complete Streets (Oakland,
CA)
Fehr & Peers was part of a team that led the Telegraph
Avenue Complete Streets Plan, which worked closely with stakeholders to develop a vision for pedestrian and
bicycle safety and transit enhancement transformations
to the corridor. Fehr & Peers led the PS&E for the initial KONO neighborhood pilot between 20th Street and
29th Street and has been involved in various stages of the PS&E, community engagement, successful grant writing,
and project evaluation between since then.
Most recently, Fehr & Peers led the signing, striping, and parking design changes to KONO and the Connecting
Telegraph segment in Pill Hill and Mosswood to 100% and Temescal to 35%. In KONO, the design brought the pilot
segment in line with the latest sight distance and turning vehicle speed assumptions and provided more
substantial protection to the painted safety zones. This involved detailed review of each driveway, side-street
sight distance, metered parking locations, ADA parking
spaces, and commercial and passenger loading zones up
and down the corridor. The project integrated multiple
grants the City had received (ATP, HSIP) plus the City’s Paving program. This required working very closely with staff across multiple DOT divisions. Recommendations
included pedestrian crossing enhancements, vehicle lane reduction, separated bike lanes and buffered bike lanes, transit islands, and transit priority at intersections. The latest PS&E phases included systemic intersection safety assessments, operational analysis, pedestrian and bicycle level of traffic stress evaluation, transit intersection enhancements, curbside management plans, public
meeting support, renderings, and signing, striping, and parking PS&E.

On-Call Traffic & Transportation Engineering
(Marin County, CA)
Fehr & Peers provides on-call traffic and transportation engineering services to Marin County Public Works. The
support includes activities such as intersection studies, alternatives evaluation, conceptual design, support at
community meetings, and other similar activities to help the County respond to community concerns and needs as
well as advance priority projects. Our two most recent
task orders are described on the following page.
Agenda Item Number 1
Agenda Item Number 1
City Council Meeting Packet for November 21, 2023
WOODLAND/AUBURN INTERSECTION STUDY
Fehr & Peers evaluated existing conditions, and
developed and evaluated alternative intersection
configurations for the Woodland/Auburn intersection in
Marin County. The intersection is a T-intersection located on a curve. It serves an unincorporated community within the County, functioning as a key access point for a
neighborhood. It is also located on a street that serves as a parallel route to US 101 and the SMART tracks, which
can contribute to higher volumes during peak periods and higher than desired speeds. Fehr & Peers evaluated a
range of alternatives including realigning approaches of the intersection, considering the needs of the local
community as well as some of the adjacent constraints
such as a closely spaced signal, retaining wall, and
existing bridge supports limiting available right of way.
Fehr & Peers presented the findings to the local
community and worked with County staff to identify nearterm improvements.
FOUR CORNERS INTERSECTION STUDY
Fehr & Peers evaluated existing conditions, and
developed and evaluated alternatives for the Four Corners Intersection (Panoramic Highway/Sequoia Valley
Road/Muir Road) in Marin County. The project involved
collecting existing data, conducting field visits, evaluating available intersection and stopping sight distances,
developing alternative improvements, and evaluating the alternatives across different performance criteria. The effort also included presenting the alternatives and
findings to community members to gather input and
address questions. Based on findings from the study,
including input from the community, the County decided
to advance near-term changes at the
intersection to realign the approach geometry using
pavement markings and signing, and in the long-term
advance an alternative to further design and implement a single-lane roundabout.

MTC VMT Policy Adoption Technical Assistance
Fehr & Peers led the local technical assistance program for MTC on SB 743 implementation. This program
included training modules, templates, office hours, and one-on-one assistance to guide local jurisdictions through the VMT policy adoption process. Working with Sonoma
County jurisdictions through this program has provided
Fehr & Peers a detailed understanding of the
opportunities and challenges facing Sonoma County
jurisdictions on VMT mitigation. The topic of VMT analysis and thresholds is complex and multi-faceted and Fehr &
Peers was able to leverage over a decade of research into the implementation of statewide VMT measurement and
reduction strategies to help local jurisdictions adopt
policies and reform CEQA processes. We have developed
VMT calculator tools and VMT thresholds and mitigation
strategies for numerous municipalities and other lead
agencies throughout the state, including Sonoma County.
