Is there any way to vet out the bombs by asking the speaker to identify their name, in addition to their location? So, preempt the speaker with a name and city of residence (where they live).
Then to ask, up front, by form they fill out prior to the meeting, if they are commenting on an Agenda Item or not. If not, they need to proclaim what they are commenting on, which concern they have.
If they are not a sebastopol resident, and it is not an agenda item, then set rules about speech that will need to be made in writing to the council in order to free up speakers who are in person regarding the items on the agenda.
The agenda should be your legal go-to, and people who lie up front that it's on the Agenda, and they rant off-topic, just cut them off and direct them to your email address for comments.
