The disruptive comments via Zoom at the last meeting were awful. I was present.
Zoom comments need to be cancelled. For good. If you have a trial basis as soon as it is over, the disruptive comments will begin again.
Since the agenda is posted well before meetings I think it would be fine to welcome comments via email or phone regarding any specific item.
If someone has a public comment not related to an agenda item they can submit their concerns in writing. Concerns can be put forth at a future meeting if necessary.
A time limit is important, such as comments must be received XX# of days prior to the meeting to allow time for consideration.
