Years ago the City of Santa Rosa contract with the cable franchise provider required council meetings to be broadcast to cable subscribers. Maybe that's still the case. The communication was of course only one-way and anyone who wanted to participate had to show up in person.
Could the same be done with Zoom without violating the laws governing public participation? If so I'd suggest keeping Zoom active but in view-only mode as is commonly done with webinars. I think it is technically possible to do that but allow city officials and the city's consultants, those that have an official need to attend, to use the full capabilities if they are ill or out of town.
