CITY OF SEBASTOPOL CITY COUNCIL
AGENDA ITEM REPORT FOR MEETING OF: July 16, 2024
=========================================================================================== To: Honorable Mayor and City Councilmembers
From: Mario Landeros, Interim City Engineer
Subject: Resolution Approving a SB 1-Funded Projects List for Fiscal Year 2024-25 =========================================================================================== RECOMMENDATIONS:
The item is to request Council adopt a resolution approving a Senate Bill 1 (SB 1)-funded projects list.
EXECUTIVE SUMMARY:
Pursuant to the requirements of SB 1, the Road Repair and Accountability Act of 2017, the City must adopt a resolution approving a list of projects proposed to be eligible for receiving fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1. The projected revenue in Fiscal Year 2024-25 RMRA funding from SB 1 that the City would be eligible to receive is $194,800.
BACKGROUND AND DISCUSSION:
SB 1 has resulted in funding from the RMRA to local agencies for road maintenance and rehabilitation projects, complete street components, and critical safety projects. RMRA funds can also be used as a local match for State and Federal funds for eligible projects. To be eligible under SB1 a local agency must annually submit by July 1 an adopted resolution listing projects proposed to be funded with RMRA funds to the California Transportation Commission (CTC). These funds are population-based apportionments to local agencies. The State Controller’s Office will determine if SB 1 expenditures were eligible during subsequent audits.
The City manages paving and other street-related infrastructure work in the Capital Improvement Program (CIP) which lists potential projects together with anticipated time frame, estimated cost, and sources of funds. CIP project types may vary to include but not be limited to pavement preservation and/or repair, bicycle and pedestrian infrastructure and safety, highway safety improvements, etc. There is no “use-it-or-lose-it” requirement in SB 1, so multi-year projects are eligible. Per the requirements of SB 1 an application for use of RMRA funds together with an adopted resolution of proposed projects list must be submitted to CTC by July 1 each year.
In the case where a local agency does not adopt and submit the eligibility-required resolution of projects list by July 1, the CTC will begin accepting “subsequent submittals” once it has adopted the initial list of eligible local agencies (estimated to be around August 1). Subsequent List Submittals received on or before September 30th may achieve fiscal year (i.e., 2024-25) eligibility.
STAFF ANALYSIS:
The Fiscal Year 2024-25 CIP Budget, recently adopted after July 1st, does not propose new SB 1-funded projects.
Table 1 below lists previously proposed and adopted projects and by re-listing these previously adopted projects in the resolution, the City is reaffirming to the public and the State its intent to continue funding the projects with RAMA revenues.
Notwithstanding the aforementioned July 1 submittal date for SB 1-funding eligibility, with the adoption of the attached resolution of proposed projects list and submitting to the CTC on or before September 30th the City will be subsequently eligible for SB 1 funding.
