Dear Council and City Staff,
Here is a list of properties which do not pay property tax or full property tax.
This should be put into the fiscal outlook and economic development plan for the City.
I received the following from the Assessor’s office regarding properties with no or low property tax.
Woodmark Apartments - 7716 Bodega Ave –has a 100% Welfare Low Income Housing exemption – no property tax.
Burbank Senior Housing - 7777 Bodega Ave – Valued at 4,306,456 and has a partial “Welfare ELD/Handicap Housing” exemption and is taxed at a value of $7,452 Burbank Housing - 699 Gravenstein Hwy – Valued at 3,257,296 and has a partial “Welfare Low Income Housing” exemption and is taxed at 54,886 Elderberry Commons - 6751 Sebastopol Ave – Owned by Sonoma County Community Development Commission which is a Non-taxable entity and is therefor exempt from ad valorem taxes
Gravenstein Commons - 885 Gravenstein Hwy – This is classified as Normal Ownership and has no exemptions. Most likely to become tax exempt once it is built and occupied.
It is unclear how many residents this represents. I am guessing close to 1,000, which is approximately 1/7th of the population.
The City needs to reconcile the lack of property tax associated with permanent supportive housing and low income housing in terms of planning for the future and for any discussions regarding the EFID.
