Hello Valued Councilpeople,
Here's an idea. Currently we have a monopoly on Recycling and Composting. Our businesses rightfully feel upset with the proposed change of vendors. How about you pass a law ending the monopoly for businesses. Allow them to contract with whatever company they choose to. Then they can pay their true costs, whatever they are and not bitch about the city. Seems like a win/win.
