That the City Council approve the use of the endowment funds to purchase a replacement patrol vehicle.
EXECUTIVE SUMMARY:
The City of Sebastopol Police Department currently operates with an aging vehicle fleet that has accumulated significant mileage and wear due to routine patrol operations. Timely replacement of patrol vehicles is essential to maintaining the reliability and effectiveness of public safety responses. Delays in replacing aging units can result in mechanical issues, increased maintenance costs, and potential risks to officer and public safety.
To ensure operational readiness and minimize unanticipated expenditures, it is critical to follow a consistent vehicle replacement schedule. This approach mitigates the risk of needing to replace multiple vehicles in a single fiscal year, which could impose a substantial and unplanned financial burden on the City. A planned replacement cycle also supports long-term budgeting and allows for more strategic allocation of resources in future fiscalyears.
BACKGROUND AN D DISCUSSION :
ln Novembe r 2022, the Sebastopol Police Department received an endowment of 5423,275. These funds have been used to support various departmental needs, including capital improvements, ballistic helmets, ergonomic workstations, lockers, rain uniform equipment, and a new patrol vehicle. This endowment has directly benefited the city, particularly the Police Department, as intended by the donor. The generosity of the donor has enabled the Police Department to make much-needed building improvements and other purchases without drawing from the General Fund.
The department is currently operating with a significant aging fleet, with several vehicles having accrued high mileage and ongoing maintenance issues. City staff have identified an immediate need to begin replacing these aging vehicles. Older patrol vehicles are becoming increasingly costly to maintain, frequently sidelined for extended periods due to substantial repairs, and are more prone to unexpected mechanical failures-potentially leading to critical delays in emergency response.
Unlike standard family vehicles, police patrol units are subjected to intense daily use, often operating for long shifts, under high-speed conditions, and with frequent idling and rapid acceleration. This type of use places extraordinary stress on the vehicle's mechanical and electrical systems. As such, the condition of our fleet is directly tied to the department's ability to respond effectively and safely to calls for service.
Establishing a planned and proactive vehicle replacement schedule is vitalto ensuring public safety readiness and operational continuity, while also helping the City manage fleet expenditures in a predictable and fiscally responsible manner.

A request for $90,000 from the remaining endowment funds is requested to cover the purchase, upfit and application of markings of a new, hybrid police Ford Explorer. The estimated $90,000 should cover any possible raise in pricing due to tariffs or unforeseen price increases.
STAFF ANALYSIS:
With the exception of one newly acquired patrol vehicle, the Sebastopol Police Department has not purchased a new patrol vehicle in over six years. The majority of the current fleet is more than 10 years old, with high mileage and a history of increasingly costly mechanical issues. These aging vehicles are more prone to failure-particularly under the demands of emergency response-raising serious concerns about reliability when they are needed most.
A well-maintained, fully operational police fleet is not only essential for effective emergency response, but also plays a critical role in community outreach, visibility, and the delivery of essential public safety services. Ensuring that officers have dependable vehicles supports both the safety of our personnel and the community they serve.
PUBLIC COMMENT:
As of the writing of this staff report, staff has not received any public comments. lf staff receives public comment from interested parties following the publication and distribution of this staff report such comments will be provided to the City Council as supplemental materials before or at the meeting.
COMMUNITY OUTREACH:
This item has been noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date. The City has also used social media to promote and advertise the City Council Meeting Agenda ltems.
FISCAL IMPACT:
This purchase will have no impact on the generalfund, as it relies entirely on the endowment fund. The estimated cost for this pu rchase is approximately 590,000, which will be covered by the endowment fu nd. Here is a breakdown of the spending in this fund from the inception of the donation:
