CITY OF SEBASTOPOL
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEBASTOPOL AUTHORIZING A BUDGET AMENDMENT FOR THE
PURCHASE OF A POLICE PATROL VEHICLE FROM ENDOWMENT FUNDS AND AUTHORIZE THE INTERIM CITY MANAGER TO
SIGN ALL DOCUMENTS RELATED TO PURCHASE AND UPFIT OF THE SAID VEHICLE WHEREAS, the City of Sebastopol Police Department currently operates with an aging vehicle fleet that has accumulated significant mileage and wear due to routine patrol operations; and WHEREAS, to ensure operational readiness and minimize unanticipated expenditures, it is critical to follow a consistent vehicle replacement schedule; and
WHEREAS, in November 2022, the Sebastopol Police Department received an endowment of $423,275; and WHERE, these funds have been used to support various departmental needs, including capital improvements, ballistic helmets, ergonomic workstations, lockers, rain uniform equipment, and a new patrol vehicle; and WHEREAS, the majority of the current fleet is more than 10 years old, with high mileage and a history of increasingly costly mechanical issues; and
WHEREAS, ensuring that officers have dependable vehicles supports both the safety of our personnel and the community they serve; and
WHEREAS, due to manufacturer delays, the vehicle is not expected to be delivered until late September or early October 2025—placing the actual payment and delivery into the first or second quarter of FY 2025–26. Because the purchase was not completed within the original fiscal year, the allocated funds were not carried forward into the FY 2025–26 budget; and WHEREAS, this purchase will have no impact on the general fund, as it relies entirely on the endowment fund. The estimated cost for this purchase is approximately $90,000, which will be covered by the endowment fund; and WHEREAS, since this purchase was not included in the current FY25-26 budget, City staff is requesting a budget amendment of $90,000 for account number 128-32-02-5100-000-000000-000 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Sebastopol does hereby approve a budget amendment of $90,000 identified in the account listed and authorize the Interim City Manager to sign all documents related to the purchase and upfit of the said vehicle.
The above and foregoing Resolution was duly passed, approved, and adopted at a meeting by the City Council on the 2nd day of September, 2025, by the following vote:

ESTIMATES
Thank you for the opportunity to work with you. Please read the following important notes:
IMPORTANT: Due to uncertainty in raw material costs, estimates expire 10 days from the date it was issued, after which time new estimates may be subject to market price fluctuations.
PRICING: Our minimum order is $65, including a $47 production set up fee. Where the client is NOT providing usable, print ready artwork, graphic design services will be a discounted rate of $30 for the first 30 minute. Our standard rate of $100/hour applies thereafter.
RUSH ORDERS: Our typical turnaround for items produced in house is 2-3 days. If you need an order on a rush basis, ask. Same day turn around (on orders received and approved before 12noon) will incur a minimum rush fee of $50.
PAYMENT: Payment for custom products is required in advance for all orders of $2,000 or less. For payments greater than $2,000, a deposit of no less than 60% will be required, with the deposit varying depending on product type. Because this is custom work, we do not offer refunds, returns or cancellations once your order is moved into production. Credit terms are available for regular, high volume clients upon request, at our sole discretion. A 3.5% surcharge may be added on all credit card payments of more than $2,000.
CHANGES: This estimate provides our best pricing based on our understanding of the project. Changes to the project will result in adjustments to this cost, in which case you will be notified prior to proceeding. Graphics removal, for example, will vary based on type and condition of vinyl at time of removal.
PERMITS: Many types of signs require permits - those requirements vary by local jurisdiction. It is the responsibility of the sign purchaser to comply with municipal or county sign permitting requirements. We can assist in the preparation of permit applications and obtaining permits on your behalf, and are happy to add those services to your estimate if desired.
