CITY OF SEBASTOPOL CITY COUNCIL
AGENDA ITEM REPORT FOR MEETING OF: November 4, 2025
=========================================================================================== To: Honorable Mayor and City Councilmembers
From: Deborah Muchmore - Human Resources Advisor
Mary Gourley – Interim City Manager
Subject: Approve creating an entry/journey I/II series for Administrative Technician. =========================================================================================== RECOMMENDATION:

Staff recommend that the City Council take the following actions:

1. Approve the conversion of the current Administrative Technician classification to an Administrative Technician I/II classification series

2. The pay range for the II level at the current range for the Administrative Technician remains unchanged.

3. Approve a new pay range for the I level at 10% below the II-level EXECUTIVE SUMMARY:

This agenda item requests consideration and approval to convert the current Administrative Technician classification to an I/II series, which includes an entry-level Administrative Technician I and a journey-level Administrative Technician II—setting the level II at the current pay range for Administrative Technician and approving a new pay range at 10% below the current range for Administrative Technician II. This change will enable the City to offer a pathway to entry into this robust and challenging classification, the roles for which span multiple departments and functions, providing opportunities for career development for both current and future City employees.

BACKGROUND:

On June 3, 2025, the City Council approved the revised classification of Administrative Technician and authorized recruitment for two positions, one in Public Works and the other in Planning. For the past 4 months, the City has been recruiting to fill the 2 Administrative Technician vacancies. Out of 196 applicants, 87 did not meet the minimum qualifications, and 15 withdrew or failed an exam. Out of the 94 remaining applicants, only 21 appeared on paper to have the necessary skills to fit the City’s needs for one of the vacant positions. The City provided additional assessments to the 21 highest qualified applicants and began inviting them to interviews.

From that pool of applicants, staff found one journey-level applicant capable of performing multiple roles at the journey-level and a few applicants who are promising and will need a little coaching, training, and time to grow into the journey-level role.

DISCUSSION:

Based on the above, staff asks the Council to consider approving an I/II classification for the Administrative Technician classification that will allow the City to acquire one of the promising applicants whom staff feels will perform well and grow into the II role within the next 12 to 18 months.

The II or journey level is the position we have now and would be paid at the current pay range. The I or entry level will receive more supervision and training, will not direct the work of others or be given lead duties, and will perform Agenda Item Number 3

work with less autonomy than the II level. It is customary to place an entry-level position at 8-10% below the II or journey level. Therefore, staff is recommending a pay range that is 10% below the II or journey level as show below.

BUDGET COMMITTEE REVIEW:

Not applicable.

CITY COUNCIL GOALS / PRIORITIES / GENERAL PLAN CONSISTENCY:

This item advances Goal 4 – High-Performance Organization:

Action Plan 1: Achieve staffing and program targets that reflect best practices in efficiency, operational standards, baseline budgeting, and performance management.

General Plan consistency: Not applicable.

FISCAL IMPACT:

There are no costs associated with approving classifications or creating a I/II classification series. The salary for the Administrative Technician I, the entry level will be set 10% lower. The position is now and will continue to be budgeted at the II level to allow for the I-level to receive a promotion to II once qualified, recommended by the Public Works Director, and approved by the City Manager. The cost of training and development for the journey level may offset some of the salary savings between the I and the II positions.

COMMUNITY OUTREACH:

This agenda item was noticed in compliance with the Ralph M. Brown Act and made available to the public at least 72 hours in advance of the meeting. The City also promoted the agenda on social media.
