CITY OF SEBASTOPOL CITY COUNCIL
AGENDA ITEM REPORT FOR MEETING OF: November 18, 2025
=========================================================================================== To: Honorable Mayor and City Councilmembers
From: Toni Bertolero, Public Works Engineer
Subject: Award of Construction Contract for Bodega Avenue Bike Lanes and Pavement Rehabilitation Phase 2 (CIP #0514-22.06)
=========================================================================================== RECOMMENDATIONS:

The item is to request Council to approve the following actions:
1) Accept the bid and award the construction contract for the Bodega Avenue Bike Lanes and Pavement Rehabilitation Phase 2 Project to Team Ghilotti, Inc. for a Total Contract Award of $1,873,601.00; and 2) Authorize the Interim City Manager to execute the contract and change orders up to 10% of the Total Contract Award (if needed).

EXECUTIVE SUMMARY:

The Project consists of installing bike lanes and repaving Bodega Avenue from Nelson Way to Pleasant Hill Road, and adjusting utility boxes to new elevation grade, removal and reconstruction of accessible ramps, sidewalk, curb and gutter, restriping and remarking the finished paved surface, and other associated work and includes two alternate bid items for paving approximately 500 feet of Bodega Avenue near the Atascadero Creek bridge and a new retaining wall near the cemetery.

The bid award is based on the lowest Base Bid submitted and the Base Bid summary is shown in Table 1. Three bids were received and the lowest apparent bidder is Team Ghilotti.

Table 1 – Summary of Bids Received on October 21,2025
Contractor Base Bid Amount
Team Ghilotti, Inc. $1,271,041
Maggiora and Ghilotti, Inc. $1,495,064
Argonaut Constructors, Inc. $1,798,552
In addition to the Base Bid, staff recommends a Total Contract Award that includes the Alternate Bid Items for the retaining wall and the additional paving near the Atascadero Creek bridge. Because the additional paving near the bridge is not eligible for Go Sonoma Grant funds, it will be fully paid with local funds. A summary of the Base Bid and the two Alternate Bid Items are shown in Table 2.

Table 2 – Team Ghilotti Base Bid and Alternate Bid Items Description Amount
Base Bid $1,271,041
Alternate Bid for retaining wall 308,300
Base Bid + retaining wall $1,579,341
Alternate Bid Item for pavement rehab near Atascadero Bridge 294,260 Base Bid + retaining wall + paving near bridge $1,873,601 Recommended Contract Award $1,873,601

This Project was presented to the Budget Committee at their meeting of October 14, 2025. The members were provided a verbal report as the bid opening did not occur until October 21, 2025. At the meeting, committee members were informed that the frontage improvements along Huntley Square development would be constructed by the developer. The City’s project would rehabilitate the pavement in this area but the developer would widen Bodega Avenue and install the bike lanes and sidewalk along their frontage.

Councilmember Maurer had asked staff to check if there was an opportunity to move the bike lanes off the roadway and create more of a multi-use path along this frontage. Staff met with the City Engineer and the City’s traffic consultant and after analysis and evaluation, it was determined that the off roadway option was not feasible.

BACKGROUND AND DISCUSSION:

The City completed the Bodega Avenue Bike Lanes and Rehabilitation Phase 1 work from High Street to Nelson Way in 2024 and was largely paid with a federal transportation grant (OBAG). Phase 2 continues the work for installing bike lanes and pavement rehabilitation from Nelson Way to Pleasant Hill Road and is largely funded with a Go Sonoma grant. The Phase 2 Project is included in the adopted Fiscal Year 2025-26 Capital Improvement Plan. An exhibit showing Phases 1 and 2 are found in Attachment 2.

When the Phase 2 project was designed, the Engineer’s Estimate for the project was more than the grant amount and the retaining wall fronting the cemetery could be deleted if the bids are high and the funding not available for the wall. The wall is needed when a future sidewalk is constructed. The retaining wall is eligible for the Go Sonoma grant and would make sense to construct this wall now using a grant that pays for 85% of the cost.

Additionally, Public Works received numerous complaints about the pavement condition of Bodega Avenue near Atascadero Creek and staff included this segment in the design, in case bids are received are competitive enough and if local funding is available. Thissegment is not eligible for the Go Sonoma funds because it is outside the Phase 2 project limits but was included as a Bid Alternate item. Staff is intending to apply for a grant for Phase 3 which would continue the bike lanes installation and pavement rehabilitation from Pleasant Hill Road to the bridge at the city limit. However, if a grant for Phase 3 is awarded, the soonest the work could be completed is likely three or four years from now. Therefore, it is recommended that this paving be completed now with this Phase 2 project.

The Phase 2 Project is largely funded with a $2.2 million Go Sonoma grant. The local match will be from Measure M Transportation Fund 201 and SB 1 Road Maintenance Fund 217. A Notice of Exemption for this Project was filed with the County Recorder’s Office and posted in 2022 when the Project was initially designed. The Project plans and specifications were prepared by Wood Rodgers Inc., reviewed by the Public Works Department and approved by the City Engineer and can be found on the City’s website at the following link:

Contractors & Consultants - City of Sebastopol, California. (Note: click on “Active Construction Projects” and then click on Bodega Avenue Bike Lanes and Pavement Rehab Phase 2.) STAFF ANALYSIS:

A notice inviting bids was issued in accordance with the Public Contract Code. Bids were received and publicly opened on October 21, 2025.

The City received three (3) bids and the lowest apparent and responsive bid was from Team Ghilotti, Inc. There were no errors or discrepancies noted in reviewing the Bid. The City has sufficient funding for the Base Bid and the Alternate Bid item for the retaining wall. The Go Sonoma grant will pay 85% of the eligible bid items and 15% from Agenda Item Number 04 Agenda Item Number 04

local funds. For the additional paving near the Atascadero Creek bridge, the City will need to fund this paving and related construction support from local sources as it is not eligible to receive Go Sonoma grant funding.

The construction management, inspection, and materials testing of the site work will be conducted by a Consultant (yet to be determined). Staff is currently reviewing proposals received for this construction support work and will be bringing the recommendation of consultant award at a future Council meeting. The construction cost summary for the Project is shown in Table 3.

Table 3 - Construction Cost Summary
Construction (Total Contract Award) $1,873,601
Contingency (10%) 187,360
Construction support (est.) 385,000
Total Estimated Costs $2,445,961
Staff met with the City Engineer and the City’s traffic consultant, W-Trans, and evaluated the Huntley Square frontage improvements and the potential for an off-roadway bike path. Bodega Avenue is designed for on-street Class II bike lanes along its entirety. To maintain continuity with the rest of the corridor a traditional sidewalk with an on-street ClassII bike lane isthe preferred concept. It would not be desirable to transition cyclistsfrom the street to a multi-use for approximately 200 feet (11 seconds of travel at 12 mph) and then transition them back to the onstreet Class II bike lanes. Continuity of facility type plays a key role for the safety and mobility of active modes of transportation; therefore, lacking plans for a longer stretch of continuous shared use pathway that the frontage improvements would connect to, the recommended option is to provide a ClassII bike lane. Furthermore, the grant is for the installation of Class II bike lanes. Funding for a multi-use path is not in the Project scope, does not meet Caltrans standards and therefore, will likely not be eligible for grant funding.
