CITY OF SEBASTOPOL CITY COUNCIL
AGENDA ITEM REPORT FOR MEETING OF: December 2, 2025
=========================================================================================== To: Honorable Mayor and City Councilmembers
From: Victoria Henkel, Permit Technician
Subject: Extension of Contract with 4LEAF for Planning Department Consulting Services through June 30, 2026
=========================================================================================== RECOMMENDATIONS:
That the City Council approve an extension to the 4LEAF Contract for Planning Department consulting services through June 30, 2026.
EXECUTIVE SUMMARY:
Since July 2025, the City of Sebastopol has utilized 4Leaf, Inc. for planning consulting services to support the Planning Department in areas including, but not limited to, project review, special projects, and general planning support. Additional planning services are needed to ensure continuity of operations, facilitate timely project reviews, ongoing administrative tasks, and special projects.
BACKGROUND:
4LEAF, Inc. has provided planning consulting services to the City effective July 1, 2025, through August 31, 2025, with an extension through December 31, 2025, under a contract for not to exceed $87,408 in total. Services included development review, in-office staffing support, and special projects such as the downtown sustainable transportation grant and Housing Element Zoning Updates.
DISCUSSION:
Recognizing the current candidate pool has not yielded strong propects for Planning Director and/or Assoicate Planner and the City has a positive performance of 4LEAF and to ensure uninterrupted planning services, staff recommend extending the contract through June 30, 2026, to ensure uninterrupted planning services while the City recruits for a permanent Planning Director and Associate Planner.
Additional reasons supporting continued consultant services include:
• 4LEAF provides technical planning knowledge and experience that complements City staff capabilities, particularly for complex projects, grant applications, and regulatory compliance during the recruitment for a permanent Planning Director and Associate Planner. • Consultant support allows the City to adjust staffing levels quickly in response to fluctuating workload without committing to permanent hires.
• Maintaining experienced consulting support ensures uninterrupted planning services during the recruitment phase and prevents delays in project review, permit processing, and planning initiatives. • Consultants can focus on high-priority projects, such as Housing Element Zoning Code Updates, while City staff manages ongoing operational tasks.
• Utilizing consultants for temporary workload increases avoids long-term staffing costs while meeting short-term operational needs.
This contract also provides for reimbursement for Development Accounts.
A detailed description of services/scope is listed below:

City Council Meeting Packet of December 2, 2025
In-Office Support
Planning Director
• 2 days per week, 8 hours per day
• Rate: $205/hour
• Weekly cost: $3,280
• Monthly cost: approximately $13,120
Associate Planner
• 2 days per week, 8 hours per day
• Rate: $160/hour
• Weekly cost: $2,560
• Monthly cost: approximately $10,240
For deposit account application processing , the cost will be funded by deposit account and included in the NTE amount for the second half of the fiscal year.
The amount previously approved for the first six months of the fiscal year was not to exceed $87,408.
This extension, covering January 1, 2026 through June 30, 2026, is not to exceed $140,160.
The combined total for the fiscal year will therefore not exceed $227,568.
The adopted budget for both positions—Community Development Director and Associate Planner—was $406,800.
The realistic savingsis approximately $125,000, primarily due to other unanticipated expenses(including severance and recruitment cost) have lowered that amount.
STAFF ANALYSIS:
The City Manager’s Office supports the contract extension to maintain adequate staffing coverage and ensure continuity of planning operations during the recruitment phase for a permanent Planning Director and Associate Planner.

FISCAL IMPACT:
Approval of this contract extension will not affect the General Fund’s overall planning budget. Both the previously approved amount of $87,408 and this amendment can be fully covered through salary and benefits savings, resulting from two vacant positions within the department. These vacancies provide sufficient budget flexibility to absorb the costs without requiring additional funding or changes to the current budget allocation.
COMMUNITY OUTREACH:
This item has been noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to the scheduled meeting date.

However, if staff receives public comment from interested parties following the publication and distribution of this agenda item report, such comments will be provided to the City Council as supplemental materials before or at the meeting.
RESTATED RECOMMENDATION:
That the City Council approve an extension to the 4LEAF Contract for Planning Department consulting services through June 30, 2026.
OPTIONS:
1. Deny the 4LEAF contract extension and provide additional direction to staff
2. The City could choose to issue a new RFP for planning services; however, this could result in service disruption and additional administrative costs.
