CITY OF SEBASTOPOL CITY COUNCIL
AGENDA ITEM REPORT FOR MEETING OF: March 17, 2026
=========================================================================================== To: Honorable Mayor and City Councilmembers
From: Mario Landeros, Interim City Engineer
Erik Billing, Public Works Supervisor
Subject: Final List of Streets and Locations for Proposed Digouts and Repairs Project (CIP #0520-
22.09)
=========================================================================================== RECOMMENDATIONS:
The item is to request Council receive comments and review and approve the proposed Final List of Street Locations for the Digouts and Repairs Project CIP #0520-22.09.
EXECUTIVE SUMMARY:
During the Fiscal Year 2025-26 public hearing for the Capital Improvement Plan, Council added a $500,000 project for performing digouts and repairs for citywide streets. Public Works staff prepared a draft list of streets for digouts and repairs and a map with the proposed locations. The list and the map were included on the City’s website under the Engineering tab at the following link: https://www.cityofsebastopol.gov/capital-improvementprogram/.
A draft List of Streets proposed for digouts and repairs was presented to Council at their meeting of January 20, 2026. The draft List was approved and one area was requested for inclusion at 8050 Bodega Avenue (in front of the old Gravenstein Grill near Pleasant Hill Road). Two other streets, Virginia Avenue near Bodega Avenue, and 7304 Calder Avenue were added to the list based on public comments received. Other streets, notably Palm Avenue, Lyding Lane and Strout Street were requested but not eligible for the list since the entire street needs rehabilitation and not digouts and repair.
During and after the January 20th meeting, many public comments were received regarding the poor condition of Palm Avenue as well as other streets in the city and in particular, Strout Street, Lyding Lane and Calder Avenue.
During the March 2, 2026 Budget Committee meeting, a member of the public came to the meeting and commented on the condition of Strout Street and asked that this street be considered for repaving.
At the request of the Budget Committee, Public Works staff will be assessing Palm Avenue, Strout Street, and other streets noted and will bring back a proposed paving project to be considered by Council under a separate CIP project for paving improvements (CIP #0521-25.05). This project is approved for the current fiscal year with and adopted budget of $500,000. Staff is currently performing this assessment and will have preliminary costs that will be presented to Council at the April 21, 2026 meeting.
The proposed Final List of Streets and a map of the locations are shown in Attachment 1 and 2, respectively.
BACKGROUND AND DISCUSSION:
Council approved the 2025 Pavement Management Report on April 15, 2025. Upon completion of the report, staff added a Capital Improvement Program (CIP) for a citywide annual program of street paving for the 5-year period with no funding identified. Council adopted Resolution 6685-2025 (Attachment 3) approving the Fiscal Year 2025-26 CIP budget and included funding for this project in the total amount of $500,000 with $350,000 from the General Fund and $150,000 from SB 1 Fund 217. With the approval of the sales tax Measure U, Council Agenda Item Number 11 Agenda Item Number 11
City Council Meeting Packet for March 17, 2026
wanted to use some of the proceeds to fund digouts and repairs and directed staff to prepare a list of streets for digouts and repairs in response to complaints from the public.
The challenge in preparing the list is that many of the complaints from the public not only included potholes but the entire street itself. There are numerous streets citywide that are in significant disrepair and would benefit from a full street overlay and/or reconstruction. The City has applied for a grant with the Sonoma County Transportation and Climate Action Authority (SCTCA) for overlays and reconstruction work. The grant is highly competitive and the City will not know whether the grant is awarded until summer 2026.
The adopted FY 2025-26 CIP includes CIP #0520-22.09 Digouts and Repairs Project with a budget of $500,000.
Note that the adopted CIP budget includes a second street improvement project, CIP #0521-25.05 Pavement Improvements with a budget of $500,000. Staff will be reviewing and assessing streets, such as Palm Avenue and Strout Street, that need full width paving (rather than digouts and repairs). After the assessment is completed and a preliminary project estimate is prepared, staff will present the findings and street paving options for Council’s consideration at the April 21, 2026 Council meeting.
STAFF ANALYSIS:
Final plans, specifications and cost estimate for the Digouts and Repairs project will be prepared by or under the direction of the City Engineer with a total project budget of $500,00.
For streets that need more than just digouts and repairs, but full width pavement improvements, such as Palm Avenue and Strout Street, Public Works will perform site assessments, prepare preliminary project cost estimates and present this information to Council at the April 21, 2026 meeting. Future paving projects will also be discussed during the Fiscal Year 2026-27 CIP budget review meetings.

Dear Jill,
Congratulations on your mayoral position.
And I hope that you are recovering well from your Breast cancer.
I was just reading the Sebastopol times summary of Tuesday's council meeting The subject of road repair was a big one- and I was happy that you noted that the one block of Palm avenue wasn't on the list ( AND SHOULD BE!)
Is there anything you can do to get it on the list? It is very dangerous for me because it's how I ride my bike to the bike path and there is no sidewalk option in that block and its so bumpy that I could get thrown off my bike any time.
Thanks for doing what you can to make that section get paved! Warm regards,
Khatiba

Hello,
I did not see Fircrest Ave. on the list of pothole repairs that appeared in the Press Democrat but I am hoping it is actually on the list.
The section from Litchfield to Maytum is reminiscent of Palm with many cracks and potholes and I know I am not the only driver who (when going west) pulls over to the south side to avoid the worst of them, hoping no one is coming east over the top of the hill in the opposite direction. (Dangerous, especially since quite a few folks ignore the stop sign at St. Helena.)
Please add Fircrest Ave. if not already on the list to be addressed! Joan Carlson

Hello,
The newsletter says to report potholes. Here are the ones that are hurting my car suspension:
Pleasant Hill—just south of Bodega Hwy, for about 100 yards Bodega Hwy—from Burbank Housing to Atascadero Creek, there are multiple bad potholes, including a sinkhole in front of the old Gravenstein Grill.
Lastly, you know that new-ish island at Ragel and Bodega? I think it should have fluorescent paint along the whole edge.
It's hard to see it in the day or nighttime.
Thank you for considering my requests.
Sincerely,
Debra Willett

Subject: Request for Clarification and Timeline: Lyding Lane Digout & Repair Dear City of Sebastopol Engineering Division,
I am writing regarding the ongoing disintegrating condition of Lyding Lane in Sebastopol. For more than 40 years (according to longtime residents), the street has been subject to constant patching of potholes, which has proven ineffective. The road is unsafe for bicycles and pedestrians, and sidewalks along the street are discontiguous.
An engineer who visited a few months ago indicated that Lyding Lane requires a new substructure. Although repairs were made in the past month, they last only a week or so before new potholes appear. Residents are increasingly concerned about safety, particularly for our aging population and for children.
In reviewing the “2026 Digouts & Repairs” information on the City’s website (https://www.cityofsebastopol.gov/capital-improvement-program/), it appears that parts of Lyding Lane may be scheduled for an update. However, it is unclear whether this refers to a full digout and resurfacing with a rebuilt substructure, or simply additional patching.

Please clarify whether Lyding Lane is scheduled for a complete rebuilding of its substructure foundation, and if so, provide an anticipated timeline for this work.
Thank you for your attention to this hazardous situation.
