CITY OF SEBASTOPOL CITY COUNCIL
AGENDA ITEM REPORT FOR MEETING OF: April 21, 2026
======================================================================================== To: Honorable Mayor and City Councilmembers
From: Oriana Hart, Public Works Director
Responsible Department: Public Works Department
Subject: Consideration of Approval of Waiver of Special Event Permit Fees, Staff time and Materials for the Sebastopol Chamber of Commerce Apple Blossom Festival and Parade up to a Fee of $15,000.00 Fees
======================================================================================== RECOMMENDATION(S):

That the City Council approve waiver of Special Event Permit fees, City Staff time and material for the Apple Blossom Festival and Parade in the amount of $15,000. Special Event Permit Fee: $1,950, Public Works Staff Time: $4,255.04, Material/Rentals: $2,855.34, and Police Staff Time: $5,670.

EXECUTIVE SUMMARY:

The City of Sebastopol has eliminated funding to the Community Benefit Grants Program as well as the City Sponsorship Program. These were programs that either provided funding to nonprofits or sponsored events to help defray costs. The City Council has suspended the policy for fee waivers, as well as City sponsorships and the Community Benefit Grant programs. Since that suspension, the City has received requests for sponsorship/waiver of fees.

BACKGROUND:

The Apple Blossom Festival and Parade, now in its 80th year, is a long-standing tradition that plays an important role in Sebastopol’s identity and local economy. As one of the community’s most recognized events, it draws approximately 10,000 visitors each year, bringing meaningful activity to local businesses and supporting broader tourism efforts.

The festival reflects the character of Sebastopol by creating opportunities for community connection and shared cultural experiences. It provides clear public value through its cultural, educational, and recreational offerings, while also generating revenue that supports local services and the Chamber’s ongoing work on behalf of the business community.

DISCUSSION
The Chamber of Commerce has requested a waiver of the following Special Event Permit fees:

The total Permit Fees are:

Fees Amount Fee Waiver Request

Many of the community events that historically occur in Sebastopol are currently in the process of reapplying for their Special Event Permits for the upcoming year. At the time of preparation of this staff report, those events have not yet submitted requests for fee waivers.

STAFF ANALYSIS:

The Apple Blossom Festival and Parade, now in its 80th year, is a long-standing community event tied to Sebastopol’s agricultural history and identity. The event includes a downtown parade and a two-day festival at Ives Park and is estimated to attract approximately 10,000 attendees annually. It remains one of the City’s most visible and well-attended events, drawing both residents and visitors and contributing to activity in the downtown and surrounding areas.

The Chamber of Commerce has requested City support in the form of Police and Public Works services, as well as waiver of special event permit fees. The permit fee component is approximately $1,950 and represents the only direct fee waiver being requested.

Agenda Item Number 12 Agenda Item Number 12
City Council Meeting Packet for April 21, 2026

Page 2 of 26 ends

The remaining requested support reflects Police and Public Works staff time and associated materials related to traffic control, public safety, event setup, and cleanup. These services are not provided through a direct fee structure, but rather are allocated based on Council direction and available staff resources. The estimated value of these services and materials is approximately $15,000, including approximately $5,670 in Police services, $4,255.04 in Public Works staff time, and $2,855.34 in materials/rentals. This amount represents the value of staff time and operational impacts rather than a direct out-of-pocket expenditure or waived fee.

From an economic standpoint, the event brings measurable activity to local businesses and supports broader tourism efforts. At the same time, the scale of the event results in concentrated use of Ives Park, including impacts to turf, landscaping, and park infrastructure. Special event fees are intended, in part, to help offset these types of impacts. Waiving those fees reduces the City’s ability to recover costs associated with ongoing maintenance and repair.

The festival also serves as the Chamber’s primary annual fundraiser, supporting its ongoing work on behalf of the business community and operation of the Visitor Center.

Historically, the City has supported the event through the allocation of staff resources and, in recent years, through the waiver of permit fees following the removal of nonprofit funding from the City’s budget. The current request is consistent with that practice. Staff recognizes the value of the event and its role in the community; this item is before Council to consider whether to continue that level of support for this year, including waiving the applicable permit fees.

CITY COUNCIL GOALS/PRIORTIES/ AND OR GENERAL PLAN CONSISTENCY:

This agenda item represents the City Council goals priorities as follows:
• Goal 1 - Community Vitality: Enhance Sebastopol as a great place to live that values community health and well-being. Preserve Sebastopol’s unique character. Priority 5: Festive Activities/Holiday Events
This agenda item represents the City Council General Plan consistency:
• General Plan Policy - Conservation and Open Space
COS10-9: Continue to support and promote annual festivals and community events that celebrate Sebastopol’s cultural heritage.

FISCAL IMPACT:

Approval of the request would result in an estimated cost to the City of approximately $15,000 associated with Police and Public Works support for the event, including traffic control, staffing, setup, and cleanup. In addition, waiver of special event permit fees would result in a loss of cost recovery revenue that would otherwise help offset administrative expenses and park maintenance.

Use of Ives Park for a large-scale event of this size also results in ongoing wear and tear to turf, landscaping, and park infrastructure. Special event fees are intended to partially offset these impacts; if waived, any necessary repairs or restoration would be absorbed within existing Parks and Public Works maintenance budgets. These costs are not currently offset by a dedicated funding source and would be borne by the City’s General Fund.

COMMUNITY OUTREACH:

This item has been noticed in accordance with the Ralph M. Brown Act and was available for public viewing Agenda Item Number 12

and review at least 72 hours prior to the scheduled meeting date. The City has also used social media to promote and advertise the City Council Meeting Agenda Items.

As of the writing of this staff report, the City has not received any public comment. However, if staff receives public comment from interested parties following the publication and distribution of this staff report such comments will be provided to the City Council as supplemental materials before or at the meeting.

RESTATED RECOMMENDATION:

That the City Council consider the request from the Sebastopol Chamber of Commerce and provide direction to approve, modify, or deny the requested support, including coverage of Police and Public Works costs and waiver of associated permit fees for the Apple Blossom Festival and Parade.

CITY COUNCIL OPTIONS:

1. Deny the waiver fee in the amount of $15,000

2. Reduce the fee waiver in the amount of $15,000

March 22, 2026
Dear Mayor, Councilmembers, and City Staff,
On behalf of the Sebastopol Chamber of Commerce, I am writing to respectfully request the City’s continued support of the Apple Blossom Festival through coverage of Police Department and Public Works costs, estimated at $15,000, as well as the waiver of associated permit fees.

The Apple Blossom Festival is the Chamber’s only annual fundraiser, and the revenue generated directly supports our ability to operate year-round, including the Sebastopol Visitor Center and our broader work on behalf of the local business community.

We greatly appreciate the City’s support the past few years, following the fiscal crisis declared in 2023, when funding for nonprofit assistance was removed from the City budget. Your willingness to step in during that time has been critical to the continued success of this long-standing community event.

Given the importance of the festival, not only as a cherished tradition, but as an economic driver for local business we respectfully request that this support be formalized as an ongoing agreement.

Establishing consistency in this partnership would allow us to focus our efforts on producing a successful event without the need to revisit this request annually.

Thank you for your continued partnership and commitment to the Sebastopol community.

Sincerely,
Myriah Volk
