Just closing the loop on this. I believe Brent Reed emailed you directly with his thoughts/suggestions about the material that should be used for the practice courts to address drainage and permeability.
It'd also be great to consider wildlife-friendly lighting - see example here. And to ensure there's still good access including clear way-finding signage so visitors can locate the preserve trails behind the proposed courts.
Also regarding the conservation easement, there is not an easement covering this portion of the Laguna Wetlands Preserve. According to the Ag + Open Space District's protected lands map, the current easements are on the east side of the Laguna channel. So we are not aware of any other preserve-related encumbrance at this site.
